The devolution and regionalisation of political and administrative structures following the election of New Labour in 1997 have changed the nature of the state and territorial development and governance in the UK. A regional and sub-national tier has opened up within the existing multi-layered governance system operating at the supra-national, national and local scales. This ‘new institutional space’ is increasingly open to the participation of social institutions--including trade unions--in economic and social governance. Drawing upon empirical analysis of the experience of the Northern Trade Union Congress (NTUC) in the North East region of England, the paper argues that the NTUC--in contrast to its national organisation--is beginning to engage with the emergent institutional structures but its role is inhibited by the centralised strategy and structure of the TUC nationally, its own need for upgrading, capacity building and greater financial resources and the interaction between the North East’s particular legacy of tripartite corporatism and the more pluralist modes of regional development governance emerging in the English regions. Unless such issues are addressed regional trade union centres--such as the NTUC--risk remaining relatively junior partners in the emergent regional governance structures.  相似文献

Recent multilateral trade agreements are among the major manifestations of neoliberalism. They are also emerging as some of the most important sites of environmental governance in the 21st century. I argue here that these trade agreements, particularly the sweeping new protections they provide for investors, are redefining property rights and environmental governance in fundamental ways. I suggest that in addition to furthering the centuries-long process of the enclosure of nature under capitalism, the neoliberal agenda of NAFTA and similar trade agreements also involves something new: the privatization, or primitive accumulation, of conditions of production as an accumulation strategy. I explore these dynamics through examination of two cases, one in the United States and one in Mexico. I also explore the roles of social movements in these dynamics.  相似文献

Wetland mitigation banking is an American neoliberal environmental policy that has created a functioning market in `ecosystem services', commodities defined using the holistic measures of ecological science. The development of this market is discussed as a project of environmental governance, defined as the nation-state's regulation of ecological relations within its territory towards stabilizing capitalist relations of power and accumulation. I argue that the wetland banking industry serves as a bellwether that presages problems that other strategies of neoliberal environmental governance will experience. Ethnographic, economic and ecological data from the Chicago-area wetland banking industry inform a discussion of two major obstacles to neoliberal strategy: the problem of relying on ecological science to define the unit of trade, and the problem of aligning the somewhat independent relations of law, politics, markets and ecosystems across an array of spatial scales. Theoretical guidance is sought from recent work on `social natures' and from the Regulationist approach to institutional political economics.  相似文献

This paper looks at how the term 'sustainable development' has been used in the process of regional plan making over the past decade. It emphasizes the differing geographies of these debates within England, in terms of how sustainable development has been used to justify different types of approach in different parts of the country. Both drawing on and challenging recent work on state theory, the paper argues the need to see regional planning as a part of a multi-scalar governance system, whose importance should not be underestimated.  相似文献

Public-private partnerships in environmental policy should not simply be viewed in instrumental terms as means of providing environmental infrastructure and services, but also as sites where norms of environmental concern and political accountability are formulated and replicated. Deliberative public-private partnerships--or partnerships that allow greater public participation in the formulation of these norms--may therefore become an important new form of local environmental governance and help make partnerships more relevant to local environmental needs. This paper examines case studies of public-private partnerships in waste-to-energy projects in the Philippines and India to identify how principles of institutional design may enhance the deliberative nature of public-private partnerships in environmental policy. The paper argues that current approaches to deliberative, or cooperative environmental governance concerning public-private partnerships need to acknowledge insights from network theory concerning the communication of environmental and political norms before they can be successfully transferred to developing countries.  相似文献

In this intervention article I contribute to discussions of moral economy by arguing that scholars should reconsider the nature of value. Neoliberalism considers only exchange value. As a consequence neoliberal policies try to manage problems such as climate change with economic systems and instruments that are mis-calibrated to the material realities they are meant to represent. Value has spatial and temporal characteristics. Recognizing the spatial and temporal dynamics of value leads to new means of resource valuation, such as extending the time-frame of instruments and changing the nature of privatization. In conclusion, I argue for the need for new theories of use value.  相似文献

Abstract

Natural resource challenges often span administrative jurisdictions and include actors and processes operating at different spatial and political scales. We applied concepts of new environmental governance to analyze Oregon’s approach to greater sage-grouse conservation. Through one in-depth case study in Lake County, we traced features of new environmental governance (cross-scale interactions, decentralization, and capacities of actors) through different governance levels. Interviews and qualitative analysis revealed that decentralization of administrative functions facilitated cross-scale interactions and relied on intermediaries, gap-filling, and perceptions of legitimacy at lower levels. State and agency guidelines steered the effort and were accompanied by financial and technical resources from multiple arenas, which increased local capacity. This study adds to the understandings of environmental governance for implementing multi-actor, multi-level conservation arrangements in resource-dependent communities. Further exploration of connections between higher levels and local contexts will reveal important, new ways to link policies with on-the-ground outcomes.  相似文献

Understanding the relationship between multi-level institutional linkages and conditions influencing the likelihood of successful collective action has practical and theoretical relevance to sustainable local resource governance. This paper studies the relationship between multi-level linkages and local autonomy, a facilitating condition found to increase the likelihood of local successful collective action. A technique known as fuzzy-set qualitative comparative analysis (fsQCA) was applied to a longitudinal comparative data set. In the context of the decentralization of a protected area system in Costa Rica (1986–2006), it traced the emergence and endurance of autonomy among local institutions for biodiversity conservation. The technique illustrates which set of multi-level linkages combined in different ways, and at different points in time, to reach the same outcome (local autonomy). The findings show that a unique set of combinations of multi-level linkages led to the emergence of local autonomy among institutions for biodiversity conservation governance. In contrast, a more diverse set was associated with the endurance of local autonomy over time, suggesting that institutional diversity may play a more prominent role in the maintenance of institutional robustness than in processes of institutional emergence.  相似文献

Dam development in southeastern Turkey is a highly-disputed issue, fanned by the Turkish–Kurdish conflict, socio-environmental and historical–cultural concerns, and international geopolitical interests. This paper focuses on discussions around the Ilisu Dam and shows how different actor coalitions imagine different hydrosocial territories regarding this mega-hydraulic project currently under construction. Imaginaries, counter-imaginaries and endeavours to materialize them go far beyond technical projects, portraying the dam to (re)configure the territory physically, ecologically, socio-economically, symbolically and discursively. The paper embeds competing hydro-territorial constructs and claims within an analysis of governmentality and the multi-scalar and multi-issue politics of dam opponents.  相似文献

Recent literature has highlighted the creation of multiple equivalences as an important factor underpinning the rise of market-based mechanisms for environmental regulation. Extending these insights into the field of renewable energy policy, this article focuses on one example of this trend – namely the principle of technology neutrality as applied under the Flemish tradable green certificate scheme – and analyzes the concrete ways in which it has shaped the evolution of the Flemish renewable energy landscape. Concretely, the article shows that technology neutrality played a key role in promoting the uptake of biomass combustion in old coal power plants in Flanders, which led to a number of undesirable outcomes and gave rise to significant opposition. Correcting these shortcomings required a number of policy interventions on the part of the Flemish government that fundamentally moved the scheme away from the principle of technology neutrality and towards a more hybrid RE support system, suggesting that the promotion of technology neutrality was fundamentally misguided. Together with similar experiences from related market-based instruments, this suggests that the promotion of technology neutrality has far-reaching implications for the environmental effectiveness of climate and energy policies. In light of the continued promotion of the principle, the article calls for full recognition of the inherent technological choices that are being made through the promotion of policies that purport to be technology-neutral.  相似文献
