Particularly Sensitive Sea Areas (PSSAs) are a tool designed to protect vulnerable marine areas from vessel-source pollution through measures approved by the governing body, the International Maritime Organisation. Recent developments triggered by the proposal to designate, amongst others, a large part of the Western European Atlantic a PSSA have brought the instrument to a decisive stage. Although the proposal appears to be lawful, its implications for the concept, which this paper seeks to assess, are questionable. The significance of the instrument is at risk if it is overused. The EU Marine Strategy Framework Directive (MSFD) is considered to be the environmental pillar of the EU Integrated Maritime Policy, establishing a framework within which member states must take the necessary measures to achieve, or maintain, good environmental status in their marine waters. This study presents Portugal's contributions to the Directive development, describes the Portuguese institutional framework within the MSFD and, finally, highlights the opportunities and threats to the success of the MSFD implementation in Portugal. The latter entails an analysis of the Directive's long term adequacy in its link to (1) marine spatial planning, (2) climate change and (3) the economic/financial crisis. With one of Europe's largest exclusive economic zones. Portugal's interest in the MSFD is paramount. Efforts towards the approval of the final document were assured during the Portuguese presidency of the European Council of Ministers, in 2007, while chairing a thorough discussion between the Council and the European Parliament. In the Portuguese context, the Directive implementation will rely on the Water Institute as the authoritative entity, which will be responsible for coordinating all necessary efforts at the national level. The success of such process depends on a close cooperation among the institutions involved as well as on how approved measures account for long term issues. In addition, the MSFD implementation must be built on lessons learned within the Water Framework Directive, in order to be successful. Although it poses a methodological challenge to Portugal, the MSFD implementation is expected to contribute significantly to the improvement of coastal/marine conservation and management at the national level. 相似文献

钙华不仅具有重要的景观旅游价值,而且对确定区内碳酸盐沉积特征、环境演化规律及同期环境生物的作用与贡献有重要的研究意义。本文在对比国内外典型钙华特征的基础上,以黄龙和九寨沟为例,对雪宝顶区块流域内钙华的沉积特征、环境化学与生物作用进行阐述,指出了雪宝顶区块流域冷水型钙华的形成与演化是化学沉积-溶解作用、生物沉积与溶蚀作用等共同作用的结果,并受非生物、生物因素影响。在雪宝顶冷水型钙华的形成过程中,微生物协同参与了钙华的沉积与溶蚀过程,通过自身新陈代谢促活动促使使钙离子结晶,并诱导晶型变化;其他生物体如植物、藻类等或以间接的方式促进或加快了钙华形成,或为钙华生长提供模板和体量。 相似文献

高效液相色谱-离子阱质谱法测定海洋微藻藻粉中的8种脂溶性毒素 总被引:1,自引:0,他引:1
建立了利用高效液相色谱-电喷雾离子阱质谱(HPLC-ESI-IT-MS)测定海洋微藻藻粉中8种典型脂溶性毒素的分析方法。藻粉样品经超声细胞破碎后,采用超声波辅助提取法对藻毒素进行提取,用HPLC-ESI-IT-MS多反应离子监测(MRM)模式对各种毒素(包括大田软海绵酸(OA)、鳍藻毒素1(DTX-1)、扇贝毒素2(PTX-2)、虾夷扇贝毒素(YTX)、原多甲藻酸1(AZA1)原多甲藻酸2(AZA2)、罗环内酯毒素(SPX),米氏裸甲藻毒素(GYM))进行测定。8种脂溶性藻毒素均在线性范围内线性关系良好(R2均在0.991以上),检出限均介于0.085~1.315 pg之间,加标回收率在88.5%~111.4%之间,方法重复性相对标准偏差(RSD)在4.82%~10.17%范围。应用该方法对利玛原甲藻干藻粉中的毒素进行了测定,分析结果良好,说明本方法是海洋微藻藻粉中脂溶性藻毒素测定的有效方法。 相似文献

In recent years, several sets of legislation worldwide (Oceans Act in USA, Australia or Canada; Water Framework Directive or Marine Strategy in Europe, National Water Act in South Africa, etc.) have been developed in order to address ecological quality or integrity, within estuarine and coastal systems. Most such legislation seeks to define quality in an integrative way, by using several biological elements, together with physico-chemical and pollution elements. Such an approach allows assessment of ecological status at the ecosystem level ('ecosystem approach' or 'holistic approach' methodologies), rather than at species level (e.g. mussel biomonitoring or Mussel Watch) or just at chemical level (i.e. quality objectives) alone. Increasing attention has been paid to the development of tools for different physico-chemical or biological (phytoplankton, zooplankton, benthos, algae, phanerogams, fishes) elements of the ecosystems. However, few methodologies integrate all the elements into a single evaluation of a water body. The need for such integrative tools to assess ecosystem quality is very important, both from a scientific and stakeholder point of view. Politicians and managers need information from simple and pragmatic, but scientifically sound methodologies, in order to show to society the evolution of a zone (estuary, coastal area, etc.), taking into account human pressures or recovery processes. These approaches include: (i) multidisciplinarity, inherent in the teams involved in their implementation; (ii) integration of biotic and abiotic factors; (iii) accurate and validated methods in determining ecological integrity; and (iv) adequate indicators to follow the evolution of the monitored ecosystems. While some countries increasingly use the establishment of marine parks to conserve marine biodiversity and ecological integrity, there is awareness (e.g. in Australia) that conservation and management of marine ecosystems cannot be restricted to Marine Protected Areas but must include areas outside such reserves. This contribution reviews the current situation of integrative ecological assessment worldwide, by presenting several examples from each of the continents: Africa, Asia, Australia, Europe and North America. 相似文献

Al, Cr, Cu, Fe, Hg, Mn, Ni, Pb, Ti and Zn concentrations have been determined in surface sediment samples collected in the Taranto Gulf (Ionian Sea, Southern Italy) in order to evaluate their levels and spatial distribution in this important area of the Mediterranean Sea. For various metals, the geoaccumulation index has been calculated as a criterion to assess if their concentrations represent contamination levels or can be considered as background levels. The results show that metals concentrations in sediments can be considered near the background levels found in the Mediterranean Sea.Analytical results have been elaborated by using a Geographical Information System (GIS) software to show metals accumulation areas. Using multivariate statistical analysis, we evaluate the possibility to distinguish the sampling stations, in relation to their geographical position. Results have showed metals distribution in the Taranto Gulf is principally influenced by industrial and urban wastes, located mostly in the northern coastal area of the Ionian Sea. Rivers in the Basilicata region and prevailing anticlockwise marine currents are further factors influencing metal accumulation in sediments. 相似文献

领海基点对于维护国家海洋权益等意义重大。文章基于外磕脚领海基点的保护实践工作,从前期准备、现场调查方法、保护范围选划结果3个方面,开展砂质基点领海基点保护范围选划的案例研究,据此提出砂质基底领海基点保护范围的选划依据和方法。研究表明:砂质基底领海基点的保护范围选划应依据海岛的特殊属性,由保护对象的边界向外延伸至潮汐水道,并充分体现地貌整体性和连续性。针对砂质基底领海基点保护,文章建议应加强工程手段实现基底稳定,维护领海基点安全;加强领海基点外业调查,夯实领海基点地形水文资料基础;加大领海基点巡查力度,持续推进领海基点实时动态监视监测;加强部门沟通协调,完善领海基点信息管理系统;加大宣传教育,树立全民海洋海岛意识等保护管理建议,为领海基点的保护管理工作提供理论和实践探索。 相似文献
