A challenge of managing data poor fisheries lies in overcoming uncertainties associated with a lack of information on biological and socio-economic conditions. This paper focuses on site prioritisation for marine protected areas, a process that usually imposes moderate to heavy demands on data, time, local expertise, and funds. A fuzzy logic decision support tool for zoning marine areas that is suitable for use in data poor conditions is developed. This tool, the Protected Area Suitability Index (PASI), assesses the suitability of sites for protection based on fishers’ preferences for that site and the site’s conservation value. Only eight input attributes are required to run the PASI, which operates on a series of heuristic rules to estimate a site suitability score that ranges from 0 to 10, where 10 indicates that a site is highly suitable for being protected from fishing. Sensitivity analysis reveals that the PASI is relatively robust, and produces reliable results even as the system is degraded by the loss of data. Eighteen actively fished sites and 11 sites that are closed to fishing are assessed to evaluate how well the PASI is able to distinguish differences between sites. The estimated scores are significantly different (p<0.05), whereby non-fished sites are scored as being more suitable for protection than fished sites. The PASI can be used as a decision support tool to facilitate systematic marine spatial management under data poor conditions, especially in the task of identifying suitable sites for protection. 相似文献

Marine spatial planning (MSP) is advocated as a means of managing human uses of the sea in a manner that is consistent with the maintenance of the ecological goods and services of the marine environment. Support for the process is evident at international and national levels but the degree to which it is acceptable to local level stakeholders is not clear. An Daingean (formely Dingle) is a small sea-oriented town situated on the southwest coast of Ireland in which marine-based tourism and other relatively new uses of the sea are pursued along side traditional fishing activities. Stakeholders in An Daingean are found to be positively disposed to a local process of MSP that incorporates meaningful local involvement. 相似文献

This paper analyzes International Maritime Organization (IMO) involvement in maritime cooperation regime in the Straits of Malacca and Singapore through multilateralism. It begins by introducing the maritime cooperation regime prior to 2001, which was mainly trilateral in nature through Tripartite Technical Expert Group on the Safety of Navigation (TTEG). Although TTEG managed to increase the level of safety of navigation in the Straits of Malacca and Singapore through the implementation of the Traffic Separation Scheme (TSS) in 1981 and Mandatory Ship Reporting System (STRAITREP) in 1998, such cooperation was beset by financial strain and conflict of interests. Subsequently, there was a change in the cooperation regime after 9/11 incident. This paper identifies that the change was contributed by the IMO through a methodology called multilateralism. Three important principles were adopted by IMO in implementing multilateralism in the Straits of Malacca and Singapore, namely generalized principles of conduct (respect for sovereignty and compliance with burden sharing principle under Article 43 of UNCLOS 1982), diffuse reciprocity, and indivisibility. This paper concludes that multilateralism by IMO has transformed trilateral cooperation into multilateral cooperation in the Straits of Malacca, combining state actors (littoral states and user states) and non-state actors (non-governmental organizations and international shipping industries). 相似文献

Species distribution models (SDMs) offer great potential for inclusion into the toolbox of today's marine environmental manager, especially with regard to marine conservation and planning. The application of SDMs in the marine environment over recent years has been varied but there are still relatively few examples in comparison with terrestrial application, and this is especially true in deep-sea marine ecosystems. This short article builds upon two recent review articles concerning the application of species distribution modelling studies in the marine realm, offering additional practical considerations for discussion. Recommendations for progressing the improved application of SDMs to support marine conservation planning are given, including combining model outputs with other data layers, metadata standards and model error. SDMs have both an urgent and long term contribution to make to marine conservation planning globally, and it is hoped that this article, in combination with developing research on marine SDMs, will contribute to some much needed discussion and inform best practice and new research to enable these models to be of greater use to marine managers. 相似文献

In response to fisheries decline in the Mexican Caribbean and continuing deterioration of the Mesoamerican Reef, conservation NGOs have begun to negotiate and collaboratively design a network of no-take zones (NTZs) with three fishing cooperatives in the Sian Ka’an Biosphere Reserve (SKBR), among other places along the coast of Quintana Roo. Spiny lobster (Panulirus argus) is the target of the main fishery within cooperative concessions. Fishers are uniquely positioned to enforce and monitor NTZs and evaluate their effectiveness. This study analyzes fishers' perceptions as indicators of social acceptance of NTZs, and identifies facilitating factors and challenges of the community-based process. Consistent with similar studies, responses of fishers (89 out of a population of 124) to a semi-structured interview showed that perceptions of NTZs largely reflect fishers' concerns and interests. A high proportion of fishers accurately identified main NTZ objectives of regulation, conservation and economic improvement, as well as NTZ locations. Further, fishers cared about ecosystem sustainability and, because NTZs would not significantly limit their main economic activity, endorsed the initiative while expecting additional benefits. Declining trends in lobster catch influenced a perceived need for NTZs. Major concerns were that illegal fishers would reap NTZ benefits and that economic impacts and benefits were uncertain. Most fishers found the decision-making process inclusive, were willing to take responsibility for enforcing NTZs and believed people leading the process were trustworthy. Differences in endorsement of NTZs among cooperatives points to the importance of understanding fishers’ incentives to collaborate, and the leadership and organizational dynamics which shape participatory processes. This analysis highlights challenges in advancing NTZs in complex ecological, socio-economic and regulatory contexts. It underscores the need for community-based processes that transcend understanding of conservation measures but also invests in sustainable, operative and trustful working relationships, as well as the urgency of interdisciplinary approaches in ensuring effective design and implementation of this relatively new fishery management tool. 相似文献

Can management effort be predicted for marine protected areas? New considerations for network design

This study examined the level of management complexity (simultaneously occurring licensed human activities) within the currently designated Marine Protected Areas (MPAs) in Scottish waters and through modelling and statistical analysis determined which variables play an important role in defining the level of management effort required for each MPA. This study utilised surveyed distribution data for Priority Marine Features and modelled distribution data showing potential “Most Suitable” Priority Marine Feature habitat through the species distribution model, Maxent. Prediction indicators were developed through Spearman׳s Rank coefficients and a linear regression model. Results showed that, (1) there was a significant negative correlation between the management complexity score within 5 km of a MPA and the number of casework events (defined as any work or statutory consultation associated with an MPA, such as planning applications, discharges or new fisheries); and (2) a significant positive correlation between the number of casework events and location, number of features, and the type of features and most suitable scores. Calculations showed that Lochs Duich, Long and Alsh, Loch Sunart, Loch Sween and Loch Creran may potentially require most effort to manage once they are designated as MPAs. This study showed that it is possible to evaluate options within an MPA network to achieve cost effective options for the biodiversity and socio-economic objectives of MPA networks and that some MPAs are likely to be more efficient than others in terms of management time. 相似文献

Stakeholder consultation is being adopted as standard practice in the planning and management of natural resource management programs. While the utility of stakeholder participation has been investigated for the evaluation and implementation phases of natural resource management programs, few studies have examined the utility of stakeholder consultation during the initial phases of developing such programs. This paper presents a case study from a project developing a marine and coastal monitoring program for the Pilbara and Kimberley region of northern Western Australia. Via a series of workshops held in the region, stakeholders were asked to prioritise future research needs using several voting procedures. During the analyses of the results from the different voting procedures, it became apparent that there were high levels of inconsistency, poor correlation, and contradiction, between participants’ responses. Despite the rigour of the selection process used to identify ‘suitable’ stakeholders for the workshops, these results show that stakeholders did not have the technical or broader contextual knowledge about marine ecosystems to effectively and objectively contribute to the research prioritisation and planning process. Based on the outcomes of this study, we argue that project designers need to be clear about why they are involving stakeholders in a project, particularly in light of the costs involved (financial, time, resources, costs to the stakeholder) in stakeholder consultation. Stakeholder involvement may be appropriate in later stages of developing natural resource management programs (implementation and management), however, stakeholder involvement is not appropriate in the initial phases of such programs, where scientific expertise is essential in formulating scientific concepts and frameworks. 相似文献

The declining health of marine ecosystems around the world is evidence that current piecemeal governance is inadequate to successfully support healthy coastal and ocean ecosystems and sustain human uses of the ocean. One proposed solution to this problem is ecosystem-based marine spatial planning (MSP), which is a process that informs the spatial distribution of activities in the ocean so that existing and emerging uses can be maintained, use conflicts reduced, and ecosystem health and services protected and sustained for future generations. Because a key goal of ecosystem-based MSP is to maintain the delivery of ecosystem services that humans want and need, it must be based on ecological principles that articulate the scientifically recognized attributes of healthy, functioning ecosystems. These principles should be incorporated into a decision-making framework with clearly defined targets for these ecological attributes. This paper identifies ecological principles for MSP based on a synthesis of previously suggested and/or operationalized principles, along with recommendations generated by a group of twenty ecologists and marine scientists with diverse backgrounds and perspectives on MSP. The proposed four main ecological principles to guide MSP—maintaining or restoring: native species diversity, habitat diversity and heterogeneity, key species, and connectivity—and two additional guidelines, the need to account for context and uncertainty, must be explicitly taken into account in the planning process. When applied in concert with social, economic, and governance principles, these ecological principles can inform the designation and siting of ocean uses and the management of activities in the ocean to maintain or restore healthy ecosystems, allow delivery of marine ecosystem services, and ensure sustainable economic and social benefits. 相似文献

Whether or not fishers comply with regulation depends on the economic and social context in which they operate their vessels. This is how conventional theory explains the phenomenon of non-compliance. It treats state–community interaction processes not as direct causes for non-compliance but rather as background conditions shaping individual fishers’ perception and decisions for action. This paper argues that conventional theory fails to include the dynamics of tempo-relational processes between state and communities, which explains collective patterns of non-compliance in fisheries. The paper addresses this hiatus in the literature, using a process-sociological approach to analyse non-compliance in Vietnamese marine fisheries. The analysis highlights that Vietnamese marine fisheries are mainly regulated through informal networks of trust and mistrust, which function through their interplay with the highly centralised and formalised Vietnamese state. Based on this assessment, the paper concludes that outcomes of processes of the dynamic social interplay between state and communities are semi-dependent on individual perception and action, and as such have a causal effect of their own on patterns of non-compliance in fisheries. 相似文献
