海洋异常事件(Marine Abnormal Event,MAE)可为区域海气相互作用和全球气候变化研究提供重要的时空特征参考,具有重要的科学意义。鉴此,本文基于长时间序列的栅格数据集,提出了一种海洋异常事件时空提取算法(Marine Abnormal Event Spatio-Temporal Extraction Method,MAESTEM)。MAESTEM的核心步骤包括事件的时间维度提取、事件的空间维度提取和事件追踪。在时间维度提取方面,将每一个栅格像元作为一维时间序列,计算其平均值和标准差作为判断每个时刻是否异常的标准,并根据异常持续发生的时间长短来提取时间维度的海洋异常事件(Temporal MAE,TMAE)。在空间维度提取方面,利用空间邻域统计方法,统计栅格像元的空间邻域中属于TMAE的个数,并通过空间维度异常判断规则获取空间维度的海洋异常事件(Spatial MAE,SMAE)。利用时刻状态的SMAE的空间拓扑关系,根据事件前后时刻覆盖的空间区域是否重叠以及事件持续的时间长短,实现异常事件的追踪。最后,通过提取太平洋海域1993年1月至2012年12月的月均海面高度异常(Sea Level Anomaly,SLA)事件,验证了该算法的有效性和实用性。  相似文献

Stable isotopes analyses (SIAs) are an efficient tool to obtain a general insight into the diet of generalist consumers, such as the Yellow-legged Gull (Larus michahellis). Here we analysed δ13C, δ15N and δ34S values in feathers of chicks and adults, and used Bayesian triple-isotope mixing models to reconstruct the diet of a Yellow-legged Gull population breeding in the southeastern Bay of Biscay. Questions to test were (1) whether adults and chicks rely on different feeding resources during breeding period; (2) whether there is a seasonal foraging effect involving a higher proportion of refuse food in winter compared to summer, and (3) the magnitude of the annual variation in diet. Prey consumption differed between colonies, among years, and also varied slightly between seasons, and this was mainly due to a differential use of prey of marine origin. However, diet did not differ between age classes. These results suggest a relatively monotonous diet with only slight variations from year to year, seasonally and at a local geographic scale.  相似文献

Marine Protected Areas (MPAs) are an important tool for the conservation of marine species and ecosystems. Yet despite the significant differences between marine and terrestrial systems in terms of their critical ecological processes, stresses, and relationships with cultural systems, methods used to characterize levels of protection for biological diversity in MPAs are all derived from schemes developed for terrestrial systems. A new system designed to classify levels of protection in MPAs is proposed, based on criteria specifically relevant to marine systems. MPAs are characterized by each of the seven criteria: designated use, quality of natural character, extent of protection throughout the year, extent of zoning into sub-areas for multiple uses, public access, extraction of resources, and size with respect to supporting critical ecological processes. Five levels of protection are defined, labeled I-V: Wilderness Management Area (Level I), Research Management Area, Ecological Management Area, Human Recreation Management Area, and Sustainable Resource Management Area (V). A level is assigned to an MPA based on the level that matches the largest number of categories across all seven criteria. The uses and benefits of this system of classification relative to existing systems are discussed and examples of its application are illustrated using data on 83 MPAs in California (USA) and 10 globally.  相似文献

This article addresses the institutional ambiguity that exists between the European, Regional and Member State levels in the implementation of the Marine Strategy Framework Directive (MSFD). The two main reasons for the emergence of institutional ambiguity are (1) the MSFD being a framework directive and (2) Member States are required to coordinate the implementation of the MFSD through the Regional Sea Conventions. Institutional ambiguity refers to the interference zone between different institutional settings that come together in new policy practices. New rules of the game are needed to bring these institutional settings together and the room to manoeuvre for the actors who negotiate these rules is a defining feature of institutional ambiguity. This article analyses the institutional ambiguity associated with MSFD implementation on the European and regional level for four European Seas: the North Sea, the Baltic Sea, the Mediterranean Sea and the Black Sea. The results indicate different levels of institutional ambiguity in each of the four regions, with the lowest level of ambiguity in the Baltic Sea and the highest in the Mediterranean Sea. Institutional ambiguity also exists on the European level, as coordination efforts have not resulted in clear directions for the implementation of the MSFD as yet. The level of institutional ambiguity is influenced by the relative number of EU member states bordering the particular sea and whether they consider implementation of the MFSD to be urgent. Member States bordering the Mediterranean and the Black Seas lack the support of Regional Sea Conventions in addition to receiving limited direction from the European level.  相似文献

In a recently published paper, Agardy et al. [Mind the gap: addressing the shortcomings of marine protected areas through large scale marine spatial planning. Marine Policy 2011;35:226-32] discuss the shortcomings of several Marine Protected Areas (MPAs) including the Gully MPA, located 200 km offshore Nova Scotia, Canada. Although the paper's critical assessment of MPA effectiveness was welcomed, the Gully MPA received an out-of-date profile resulting in an erroneous analysis of current protection levels. This paper explores conservation policy pertinent to three species of marine turtles affected by fisheries, while crossing jurisdictions in their seasonal migrations through the SW Atlantic, particularly the Argentine waters. This case study reviews local legal and institutional frameworks for Argentina and concludes that tools are in place to monitor and mitigate the negative impact of bycatch on the populations. Argentina is signatory of the most relevant international treaties aimed at protecting transboundary species (e.g. Inter-American Convention for the Protection and Conservation of Sea Turtles, Convention on the Conservation of Migratory Species of Wild Animals). Legislation also exists at the federal and provincial levels. Yet, accidental captures continue to occur due to weaknesses in enforcement and the low priority that conservation has in fisheries management decisions. Some urgent practical actions supported by policy are suggested: (a) placement of on-board observers in coastal fishing fleets, (b) application of existing mitigation measures to reduce bycatch, (c) design of a national plan of action for marine turtles in Argentina, and (d) development of a regional plan between Argentina, Brazil and Uruguay. Stakeholder involvement, especially the fishing sector but also the civil society, would be important to energize practical and effective conservation decisions. The example of Argentina is typical for the region and may apply to other countries as well. The conservation community requires investing more in the application of policy, concomitant with perfecting legal tools.  相似文献

The Northern Gulf of California is an area important for small-scale fisheries in terms of economic activity and food security, but widespread non-compliance with fisheries regulations impedes effective management of resources and conservation efforts. Where a previous study evaluated quantitatively a theoretical situation in which all regulations are perfectly followed, this article compares a suite of recently proposed ecosystem-based management (EBM) policies against the expected benefits of full enforcement of current regulations. Policies evaluated include no-take marine protected areas (MPAs), breeding period closures, changes in hook size and fishing effort, and gear-specific spatial closures. No-take MPAs yield ecological benefits over a wide range of MPA sizes and characteristics, but do not increase overall catch. Seasonal closures are effective at reducing overfishing for the depleted leopard grouper (Mycteroperca rosacea); changing the hook size of artisanal longlines does not increase catch of either the target species or the assemblage, and gear-specific fishery closures for crab traps near Puerto Peñasco are effective at reducing overfishing of blue crab (Callinectes bellicosus and C. arcuatus). In general, full enforcement of existing regulations outperforms these EBM policies in terms of conservation benefits, but it may be less palatable to stakeholders as it requires major reductions in catch.  相似文献

The relative paucity and heterogeneous distribution of marine protected areas (MPAs) indicates the need for better understanding of factors that foster MPA establishment at local, sub-national, and national levels. The relationship between national-level MPA establishment and geographic, ecological, social, and political factors that may drive patterns and trends in MPA establishment were assessed. A country's coastline length is the strongest predictor of both the number and spatial extent of MPAs. Controlling for coastline, the Human Development Index (HDI) and spatial overlap with designated conservation priority areas are positively correlated with MPA establishment. Surprisingly, some factors influencing MPA establishment in case studies, such as percentage of fishers within a population, were not correlated with MPA establishment on a national scale. These national dynamics explain a relatively small proportion of variation, however, indicating that other biological or social factors, as well as sub-national processes, also influence MPA establishment. Positive and negative outliers illuminate the importance of policy engagement at both national and local levels. Ensuring a supportive enabling environment at the national or even multi-national level can enhance success at the local level.  相似文献

New techniques for improving both the computational and imaging performance of the three-dimensional (3-D) electromagnetic inverse problem are presented. A non-linear conjugate gradient algorithm is the framework of the inversion scheme. Full wave equation modelling for controlled sources is utilized for data simulation along with an efficient gradient computation approach for the model update. Improving the modelling efficiency of the 3-D finite difference (FD) method involves the separation of the potentially large modelling mesh, defining the set of model parameters, from the computational FD meshes used for field simulation. Grid spacings and thus overall grid sizes can be reduced and optimized according to source frequencies and source–receiver offsets of a given input data set. Further computational efficiency is obtained by combining different levels of parallelization. While the parallel scheme allows for an arbitrarily large number of parallel tasks, the relative amount of message passing is kept constant. Image enhancement is achieved by model parameter transformation functions, which enforce bounded conductivity parameters and thus prevent parameter overshoots. Further, a remedy for treating distorted data within the inversion process is presented. Data distortions simulated here include positioning errors and a highly conductive overburden, hiding the desired target signal. The methods are demonstrated using both synthetic and field data.  相似文献
