A "Watershed-Scale Sediment Information Network" (WaSSIN), designed to complement UNESCO’s International Sedimentation Initiative, was endorsed as an initial project by the World Association for Sedimentation and Erosion Research. WaSSIN is to address global fluvial-sediment information needs through a network approach based on consistent protocols for the collection, analysis, and storage of fluvial-sediment and ancillary information at smaller spatial scales than those of the International Sedimentation Initiative. As a second step of implementation, it is proposed herein that the WaSSIN have a general structure of two components, (1) monitoring and data acquisition and (2) research. Monitoring is to be conducted in small watersheds, each of which has an established database for discharge of water and suspended sediment and possibly for bed load, bed material, and bed topography. Ideally, documented protocols have been used for collecting, analyzing, storing, and sharing the derivative data. The research component is to continue the collection and interpretation of data, to compare those data among candidate watersheds, and to determine gradients of fluxes and processes among the selected watersheds. To define gradients and evaluate processes, the initial watersheds will have several common attributes. Watersheds of the first group will be: (1) six to ten in number, (2) less than 1000 km2 in area, (3) generally in mid-latitudes of continents, and (4) of semiarid climate. Potential candidate watersheds presently include the Weany Creek Basin, northeastern Australia, the Zhi Fanggou catchment, northern China, the Eshtemoa Watershed, southern Israel, the Metsemotlhaba River Basin, Botswana, the Aiuaba Experimental Basin, Brazil, and the Walnut Gulch Experimental Watershed, southwestern United States. 相似文献

The law of the sea has always been open to the charge of being a ‘covenant without a sword’ and its effectiveness when challenged by the perceived national security of a superpower is questionable. Attempts to limit and control antisubmarine warfare (ASW) have demonstrated that neither superpower is prepared to risk its second-strike capability for what may be an illusory legal protection. This article reviews developments relevant to ASW in the law of the sea and describes the significance of ASW to the superpowers' strategic objectives. This article investigates whether the European Union-Mauritania fisheries agreement, which allocates part of the Europe's financial contribution to the conservation of marine ecosystems located within the Banc d’Arguin National Park, can be regarded as a payment for ecosystem service. A framework for qualification as such payment scheme was established based on an extensive literature review. The criteria identified for the qualification as a payment to ecosystem service pertain to: (1) the definition of the ecosystem service(s) involved; (2) the mechanism involved by the payment; and (3) the nature of the transaction. Interviews with local beneficiaries and subsequent data analysis led to the conclusion that this mechanism could be regarded as a payment to ecosystem service and so, through the European Union-Mauritania Fisheries agreement, the European Union were investing to protect local fish resources that could be exploited by its fishing fleet. This agreement, involving the first International Payment to Ecosystem Service of this kind, marks an important step towards better consideration of marine conservation in international public policy and foreign fishing policy in particular. However, this payment is small when compared to revenues generated through the exploitation of developing countries’ fishing grounds by fishing countries. Nevertheless it opens the door for more detailed applications of payment to ecosystem service schemes to other ecosystems contexts, and can provide a useful alternative source of financing of marine biodiversity conservation. 相似文献

Marine industries face a number of risks that necessitate careful analysis prior to making decisions on the siting of operations and facilities. An important emerging regulatory framework on environmental sustainability for business operations is the International Finance Corporation’s Performance Standard 6 (IFC PS6). Within PS6, identification of biodiversity significance is articulated through the concept of “Critical Habitat”, a definition developed by the IFC and detailed through criteria aligned with those that support internationally accepted biodiversity designations. No publicly available tools have been developed in either the marine or terrestrial realm to assess the likelihood of sites or operations being located within PS6-defined Critical Habitat. This paper presents a starting point towards filling this gap in the form of a preliminary global map that classifies more than 13 million km2 of marine and coastal areas of importance for biodiversity (protected areas, Key Biodiversity Areas [KBA], sea turtle nesting sites, cold- and warm-water corals, seamounts, seagrass beds, mangroves, saltmarshes, hydrothermal vents and cold seeps) based on their overlap with Critical Habitat criteria, as defined by IFC. In total, 5798×103 km2 (1.6%) of the analysis area (global ocean plus coastal land strip) were classed as Likely Critical Habitat, and 7526×103 km2 (2.1%) as Potential Critical Habitat; the remainder (96.3%) were Unclassified. The latter was primarily due to the paucity of biodiversity data in marine areas beyond national jurisdiction and/or in deep waters, and the comparatively fewer protected areas and KBAs in these regions. Globally, protected areas constituted 65.9% of the combined Likely and Potential Critical Habitat extent, and KBAs 29.3%, not accounting for the overlap between these two features. Relative Critical Habitat extent in Exclusive Economic Zones varied dramatically between countries. This work is likely to be of particular use for industries operating in the marine and coastal realms as an early screening aid prior to in situ Critical Habitat assessment; to financial institutions making investment decisions; and to those wishing to implement good practice policies relevant to biodiversity management. Transboundary cooperation is viewed as an essential element of Marine Spatial Planning (MSP). While much of the MSP literature focuses on the need for, and benefits of, transboundary MSP, this paper explores the political and institutional factors that may facilitate the effective transition to such an approach. Drawing on transboundary planning theory and practice, key contextual factors that are likely to expedite the transition to transboundary MSP are reviewed. These include: policy convergence in neighbouring jurisdictions; prior experience of transboundary planning; and good working relations amongst key actors. Based on this review, an assessment of the conditions for transboundary MSP in the adjoining waters of Northern Ireland and the Republic of Ireland is undertaken. A number of recommendations are then advanced for transboundary MSP on the island of Ireland, including, the need to address the role of formal transboundary institutions and the lack of an agreed legal maritime boundary.
