For decades, cetacean bycatch has been a major conservation and welfare concern in Europe, with high numbers of harbour porpoises, dolphins and whales continuing to die each year. Despite binding legal requirements to reduce bycatch, there has been limited effective monitoring or mitigation. Bycatch is also an important welfare issue. At this critical juncture, with discussion of incorporating monitoring and mitigation of bycatch of protected species in Europe into the Data Collection Framework and Technical Measures Framework taking place to help deliver the reformed Common Fisheries Policy (CFP), a clear, effective strategy could identify the steps that are required by all EU Member States to reduce bycatch towards zero. Here, implementation of current monitoring and mitigation obligations are reviewed. Recommendations are made for the provision of clear EU guidance in order to improve and unify population surveillance and bycatch monitoring, with enhanced implementation and enforcement from Member States. A more regionalised evidence-based approach to monitoring and mitigation is in line with the move to more regionalised management under the CFP, with Member States robustly showing that bycatch levels are decreasing over a set period of time (e.g. 5 years) by a specified amount. To this end, an EU Action Plan on Cetacean Bycatch, comparable to the existing 2012 Action Plan for reducing incidental catches of seabirds in fishing gear, might be beneficial and could ultimately form a model for an international Food and Agricultural Organisation (FAO) Cetacean Bycatch Reduction Action Plan. 相似文献

Despite the importance of the socio-economic dimension of the use of marine waters, there has been little research in the field until recently, when interest has grown in the concept of ‘blue growth'. This paper aims to contribute to filling this gap with a socio-economic assessment of the main maritime sectors, focused on the Spanish part of the European Atlantic Arc. To this end, it first proposes a theoretical structure for the maritime economy and then collects and classifies comparable and reliable maritime socio-economic indicators. The data obtained allows us to assess the size of the Spanish maritime sector and the position of the Spanish Maritime Cluster in the wider context of the maritime economy of the European Atlantic, as well as discuss the appropriateness of a strategy of forming clusters at the national level vs. a transnational approach. The results indicate differences between regions in the European Atlantic Arc that complicate the development of integrated policies to stimulate blue growth. Extending our knowledge of the maritime economy of the European Atlantic Arc will make it possible to design strategies that address the real issues, increasing the likelihood of these being effective. 相似文献

Considering the small land, dense population and poor natural resources, the oceans are important to Korea, but the recognition of oceans has been weak in Korean society. So ocean governance was fragmented in both institution and policies, which resulted in serious problems in the coastal waters and oceans. However, a series of maritime accidents and failures of policies increased the recognition of the coastal waters and resources and led to the establishment of one single ocean-related governmental agency in 1996. The increased maritime accidents attributable to communication barriers have raised great concern about international shipping safety. The requirement for effective communication has been contained in the compulsory part of the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers in 2010. However, many Chinese seafarers still experience difficulty in communicating with foreign seafarers at sea even though they passed the English exams required for a Certificate of Competency. Literature argues that the outcomes of maritime English education are not satisfactory. However, this claim is too general and has not been substantiated with empirical evidence. Using a mix of qualitative and quantitative methods, this paper reveals that English communicative incompetence of Chinese seafarers was attributable to the maritime English examinations system, teaching materials, teaching methods and teachers and students themselves. Marine populations in Europe are in decline due to the unsuccessful results of the Common Fisheries Policy. By combining data of scientific recommendations from ICES, TACs approved and reported landings with an age-structured model, the objectives of this paper are to investigate the level of compliance of the TAC regulation, and the level of enforcement and its economic impact on fishery resources. The results presented here suggest that while there does not exist a regular pattern between TAC proposal and TAC approved, there is a clear pattern between TAC approved and reported landings. As a consequence, there is a regular lack of enforcement at national fisheries authority level. The paper also presents results of the recovery plans for the Southern hake and the Atlantic cod fisheries as case studies to illustrate the level of enforcement based on collusion between national fisheries advisers and industry. The results from both cases studies analyzed here indicate that drastic solutions could generate positive results for the recovery of the stocks, but perhaps they are not always the best measure in fisheries management due to the high economic losses for fishermen and social effects on coastal communities in the short and medium term. Finally, this work demonstrates that if the recovery plans had been implemented, the net present profits for both fisheries would have increased over time. 相似文献

Numerous national governments and supranational organizations such as the OSPAR Commission, the European Union and the United Nations Educational, Scientific and Cultural Organization (UNESCO) have underlined the importance of maritime spatial planning (MSP) for balancing and solving conflicts between the needs of different sectors and conservation in the marine space. In the last decade, many maritime spatial plans have been developed around the world. The drivers to develop these plans and the approaches to find solutions for the particular problems differ significantly. The Portuguese national marine jurisdiction is one of the largest in Europe. For the continental part, a maritime spatial plan was initiated in 2009, and entered in 2010 in the final stage of approval. One of the driving forces for this MSP initiative was the claim to extend its continental shelf. The development process was led by a multidisciplinary team. Despite the challenges, the existing as well as potential future marine resources and activities were characterized, mapped and categorized. To overcome conflicts resulting from the many overlapping uses and to assure sustainable development of all sectors, a conflict analysis and evaluation of potential future uses were necessary. The applied zoning scheme represented an exercise of conflict solving and proved to be a powerful tool to promote discussion and participation among stakeholders. The successful implementation of Portuguese MSP will rely largely on its ability to provide efficient management, financial and legal mechanisms to achieve the integration of all strategies and spaces under the Portuguese maritime jurisdiction. 相似文献

This paper discusses some of the challenges and opportunities that can arise when implementing ecosystem-based management (EBM) in tropical nations. EBM creates a new series of challenges, problems, and opportunities that must be considered in light of existing governance and management frameworks in a local context. The paper presents five case studies from different parts of the tropical world, including Oceania, insular and continental Southeast Asia, East Africa, and the Caribbean, which illustrate that the implementation of EBM in watershed and marine ecosystems offers a new series of challenges and opportunities for its inclusion with existing forms of environmental governance and management. The paper suggests that EBM is best thought of as an expansion of customary management (CM) and integrated coastal management (ICM), rather than a paradigm shift, and that it has certain benefits that are worth integrating into existing systems when possible. The paper concludes that the cultural and institutional context of CM as well as the experience, technical skills, and legal basis that serve ICM programs are logical platforms from which to build EBM programs. Some guidelines for creating hybrid management regimes are suggested. In sum, declining marine species and ecosystems require urgent action, necessitating utilization of existing paradigms such as ICM and CM as a foundation for building EBM. 相似文献

The EU Green Paper on Maritime Policy is the European response to the new generation of ocean strategies based on science, technology and innovation aimed at new objectives, such as the strengthening of security and access to new resources. The European character of the proposal is found in the presence of social, cultural and historical elements, what is called the “European vision”. The North Pacific has the world's largest groundfish fisheries, with a value in excess of $1 billion annually. The North Pacific also is home to the largest population of Steller sea lions (SSL), an ancient species that is now endangered. Decline of the western stock of SSL in the 1970–1990s coincided with the US nationalization and exponential growth in the Gulf of Alaska and Bering Sea/Aleutian Islands groundfish fishery.The article treats five aspects of the competition between the fishery and protection of the endangered species. First, we analyze competition of interests in the use, management, and preservation of the North Pacific commons, including offshore and near-shore fisheries, environmental organizations, governments (federal, state, and local), and the scientific community. Second, the article compares and contrasts provisions of the National Environmental Policy Act, the Marine Mammal Protection Act, the Endangered Species Act, and the Magnuson–Stevens Act (as amended in 1996 by the Sustainable Fisheries Act).Third, we examine the regulatory environment with a focus on the National Marine Fisheries Service (NMFS) and its relationship to the North Pacific Fishery Management Council. We illustrate how NMFS establishes fishery management plans and the methods, such as crafting biological opinions and environmental-impact-statements, it uses to resolve conflicts. Fourth, we investigate how the dual pressures on the agency—to increase fisheries production for the benefit of the industry and to preserve endangered marine species—have affected its culture (behavioral norms and operational codes). Then, the article explains agency changes in terms of crises, competition among affected interests, and development of new scientific knowledge.The article concludes by drawing lessons from the SSL controversy in the North Pacific which may pertain to national and global biodiversity conflicts.
