从自发组建的非政府组织到北极事务中颇具影响力的权力组织,原住民组织已经成长为北极事务中不可忽视的利益攸关方。在获取北极事务参与权及实施行动决策中,北极原住民组织展现了独特的思考和实践。基于批判地缘政治学的理论视角观察因纽特环北极理事会为代表的原住民组织的发展历程,发现:(1)北极原住民组织强调基于文本生产的知识权力获取方式;(2)制度性参与是原住民组织的主要行动路径。北极事务参与权的获取及针对性行动策略的实施帮助原住民组织成功影响和重塑了北极的治理理念、身份认同与地理空间,推动北极地区向着善治和良治发展。通过对因纽特环北极理事会案例的解析,可以为中国拓展自身在北极地区的合作空间提供参考。  相似文献

全球治理背景下,国家仍是国际社会最重要行为体,但非国家行为体作为重要的国际活动参与者也逐渐成为不可忽视的力量。在地理学框架中深入探讨非国家行为体的地缘政治角色,可以更加系统地理解“一带一路”建设中的多元地缘关系。论文依据地理学尺度思想梳理了非国家行为体的概念和分类,并归纳其地缘政治空间影响及实现途径,以期在理论上完善对地缘政治主体的研究,搭建非国家行为体的地缘政治认识框架,实践上指导中国“一带一路”等对外合作的开展。主要结论包括:① 非国家行为体没有动摇国家主权的决定性地位,但在世界政治中仍发挥着不可替代的独特作用,一是作为国家力量的拓展,二是对传统的国家边界、主权有空间上的突破;② 在国际事务上,非国家行为体与国家的互动及相关行为对国际安全、制度、认知和权力空间既产生了积极作用,也造成了一定损害和威胁;③ 非国家行为体通过参与和维护全球治理,塑造地缘政治想象与认同,以及调节和重塑地缘政治空间边界三种方式实现地缘政治影响。因此,为更好地服务“一带一路”建设,需要从不同角度分析非国家行为体的影响,通过与之加强对话、开展合作,合理管理、警惕部分非国家行为体的威胁以及培育鼓励中国的非国家行为体等多种方式应对其潜在影响。  相似文献

In this study, the authors use a political perspective to explore the relative global status of cities in China. Two questions are addressed. Firstly, by using international organizations as the subjects and quantitative analysis of the spatial distribution of their offices, the overall position of Chinese cities in the global distribution of international organizations is estimated. The results show that 22 Chi- nese cities are involved in international political affairs. Beijing, Shanghai and Guangzhou dominate these activities and have high po- litical global-city status. Secondly, through qualitative analysis of Guangzhou City, the authors explore how its status as a center for intemational organizations has been shaped in recent years. The locational decision-making process is analyzed and the factors are demonstrated at both national and city scales. The definition of international organizations as used in this study refers not only to those supranational bodies that have the ability to manage relations across states (such as the European Union), but also those in- ter-governmental organizations (IGOs), international non-governmental organizations (INGOs) and diplomatic representatives and delegations that today also manage and regulate relations between and among states.  相似文献

This article analyzes the collective action frames used by members of Chilean nongovernmental organizations (NGOs) while engaging in policy advocacy. The focus is a large-scale dam project along the Bío Bío River that generated controversy for more than a decade due to its impact on the environment and indigenous communities. It is argued that the environmental advocates’ reliance on certain frames hindered their ability to influence policymaking. They framed the neoliberal model as “pathologically” growth centered, unjust, and destructive. Additionally, advocates were besieged by counter frames portraying them as foes of modernization. Though compelling, the groups’ frames set them on a collision course with the policymaking establishment. In contrast, members of groups advocating for children used more effective discursive strategies and achieved a greater presence in policy debates. These arguments are supported with qualitative data collected primarily through interviews with NGO members, textual analysis of their documents, and news content analysis.  相似文献

Knowledge is widely considered a key ingredient for the effective and sustainable governance of the environment. In transboundary settings – i.e., where political boundaries cross natural resource system boundaries – there are considerable barriers to knowledge production and use. Resulting knowledge gaps can be barriers to governance. This research examines three case studies in which international river basin organizations, tasked with facilitating cooperation in transboundary river basins, recognized and addressed knowledge gaps to support governance of shared waters. We synthesize across the three case studies to develop a typology of knowledge gaps and the strategies used to address those gaps. In identifying common types of knowledge gaps and the on-the-ground strategies used to fill them, this research provides an important framework for assessing and theorizing knowledge at the transboundary scale, as well as useful recommendations and examples for practitioners seeking to develop that knowledge.  相似文献

Social movement organizations (SMOs) play an important role in movement building, however, the particular context and structure of a SMO has a direct impact on its ability to foster and sustain collaboration. In this paper I investigate the unique positioning of provincial networking organizations (PNOs) in Canadian food movements and document their efforts to support alternative food initiatives (AFIs) to interact and act collaboratively for food system change. The research draws on a network survey, over 35 in-depth interviews, site visits, and background information collected in three Canadian provinces to explore the ongoing work necessary for linking together heterogeneous elements without central coordinating mechanisms. I describe the ways that PNOs have established a series of common networking strategies to bring AFIs together across sectors, scales and places: (1) the creation of physical spaces that involve direct contact in particular places; (2) the development of virtual spaces where connections are mediated through digital technologies; and (3) the use of scalar strategies that scale-up local projects to address provincial level policy. I conclude by identifying key areas of contention that arise within the networks, and show that the different structures of the PNOs impact their ability to establish and implement networking strategies. I argue that addressing these challenges must be a preemptive focus in order to sustain networking activity. My contention that contemporary structures of social mobilization require novel strategies and support from networking organizations provides insight for studies of SMOs and movement building more broadly.  相似文献

Planning and organization of large-scale events such as Olympic Games are accomplished by several specialized project organizations, in charge of securing finances, completing the infrastructures, negotiating with multiple stake-holders and the day-to-day management of the actual event. These organizations have to cope with a key challenge. Due to their inherently temporary nature they cannot provide the specialized knowledge and specific “project capabilities” (Davies and Brady) on their own, but have to mobilize them from the past and from outside their boundaries, e.g. from previous events or other mega-projects in the host city. Rather than in permanent organizations, then, the knowledge on preparing and performing mega-events is primarily sedimented and embodied in professionals.Drawing on the planning and organization of the London Olympics 2012 as empirical case, the paper addresses, on the one hand, this particular mobilization process. On the other, it looks at how this process is intertwined with three different trajectories that both affect and are affected by the mega-event: the trajectory of the project that aims to recruit necessary skills; the trajectory of individual persons who perceive working for the Olympics as a rewarding episode in their careers; the trajectory of professional communities that expect learning benefits for the construction and project management industry in the UK.  相似文献
