The language of transformational change is increasingly applied to climate policy, and particularly in climate finance. Transformational change in this context is used with respect to low-carbon development futures, with the emphasis on mitigation and GHG metrics. But, for many developing countries, climate policy is embedded in a larger context of sustainable development objectives, defined through a national process. Viewed thus, there is a potential tension between mitigation-focused transformation and nationally driven sustainable development. We explore this tension in the context of operationalizing the Green Climate Fund (GCF), which has to deal with the fundamental tension between country ownership and transformational change. In relation to climate finance, acceptance of diverse interpretations of transformation are essential conditions for avoiding risk of transformational change becoming a conditionality on development. We further draw lessons from climate governance and the development aid literature. The article examines how in the case of both the Clean Development Mechanism and Nationally Appropriate Mitigation Actions, there has been limited success in achieving both development objectives and ‘nationally appropriate’ mitigation. The development aid literature points to process-based approaches as a possible alternative, but there are limitations to this approach.
Policy relevance
The concept of transformational change has gained prominence in climate finance. The conundrum facing the GCF is that it seeks to support transformational change in the climate realm, in a context where countries may have competing priorities. Balancing or even transcending this tension is a fundamental design challenge for the GCF. A primary focus on mitigation, particularly if metrics of performance are tied exclusively to GHG reduction, raise concerns about diluting ownership by recipient countries and evokes concerns of conditionality or worse. The literature on development assistance has explored options notably conditions on process and adequate capacity, and suggests that there are no short cuts to building domestic ownership. Actors on climate change need to avoid the risk that transformational change is perceived as, and becomes, an imposed condition. The risk that transformation change, operationalized in the context of unequal power relations, becomes an imposition on development, needs to be avoided. 相似文献
In Southeast Asia’s green economy, conservation interventions intensify the production of resources as commodities through land sparing activities and zoning in extensively used landscapes. Such initiatives encounter problems where poor resource users diversify livelihoods in multi-functional landscapes over time. In terms of ‘livelihood bricolage’ – the mixing, matching and building of portfolios – we describe how forest users enhance security by building dynamic livelihood portfolios based on the economic and socio-cultural considerations of place. Philippine case studies show how disrupting livelihood bricolage in multi-functional landscapes with ‘intensifying interventions’ spatially constrains livelihood security and conservation objectives. We conclude that more equitable forest governance supports land sharing with diverse, extensive livelihoods in varied landscapes. 相似文献
By 2030 Indonesia aims to reduce its CO2 emissions by 29% while maintaining a 7% annual GDP growth rate, thus making “green economy” a reality. Based on a review of literature and secondary data and interviews with key informants, this article examines the gap between these national ambitions and the reality on the ground, with particular attention to the challenges of multi-scalar environmental governance. It first introduces the green economy concept and discusses the main green growth policies and initiatives at the national level. The article then examines green growth ambitions at the provincial level in East Kalimantan province. Our findings suggest that existing plans to further expand oil palm plantations are at odds with provincial efforts to reduce emissions. This highlights a key paradox we identify at the heart of the green economy concept as it is developing in Indonesia: between a development trajectory based on resource extraction and agro-industrial development, and ‘green’ aspirations linked to environmental protection and greenhouse gas emissions reductions. We conclude that the main challenges to address these contradictions are related to the lack of coordination between different governance scales and a political economy that is not conducive to reforms in the land-based sector. There is a need to align investment, planning, and green growth policies, based on a strong political commitment and an awareness of social and environmental trade-offs. On a more general level the article shows that the green economy concept refers to a form of environmental governance in which authorities and interests may overlap and come into conflict at different scales. Hence, differing priorities may lead the material expression of the green economy to diverge significantly from policy as it is initially laid out. 相似文献
Public policies of social mixing have been enacted as the reversal of what segregation and concentrated poverty are presumed to have produced: intensified social problems (i.e., “neighborhood effects”). In addition, the pervasive discourses of diversity have provided more support for the idea of social mixing. Studies on planned and unplanned diverse neighborhoods have shown how certain diverse patterns can emerge and endure over time. Yet these studies have failed to explain how such demographic diversity becomes integration. In this article, I draw on a multidimensional perspective of socio-spatial integration to present a qualitative case study of the Cabrini Green/Near North area in Chicago—a neighborhood with a long history of segregation and recent socially engineered diversity. The case shows how contentious this new coexistence has been, and how segregation has been shifting its mechanisms of enforcement from housing to other spheres of life. I conclude with reflections on four dimensions of socio-spatial integration, and on the troubling policy and theoretical implications of the “social mix” paradigm. 相似文献
Future sea level rise will lead to salt water intrusion, beach/dune recession, and many other coastal problems. This paper addresses a data based forecasting approach to provide relative sea level rise estimates at locations in Florida where historical water level data exist. Many past estimates of sea level rise have treated the rise as a linear straight line trend over the historical data set. The present paper has allowed for acceleration (or deceleration) in sea level rise to account for the possibility of anthropogenic global warming and consequent higher (than linear straight line) future sea levels similar to values noted by global climatic modelers. Based on the Laplace transform, a direct derivation of the ordinary differential equations for the three-dimensional transient free-surface Green function in marine hydrodynamics is presented. The results for the 3D Green function and all its spatial derivatives are a set of fourth-order ordinary differential equations, which are identical with that of Clement (1998). We have investigated the obliquity evolution of terrestrial planets in habitable zones (at ∼1 AU) in extrasolar planetary systems, due to tidal interactions with their satellite and host star with wide varieties of satellite-to-planet mass ratio (m/Mp) and initial obliquity (γ0), through numerical calculations and analytical arguments. The obliquity, the angle between planetary spin axis and its orbit normal, of a terrestrial planet is one of the key factors in determining the planetary surface environments. A recent scenario of terrestrial planet accretion implies that giant impacts of Mars-sized or larger bodies determine the planetary spin and form satellites. Since the giant impacts would be isotropic, tilted spins (sinγ0∼1) are more likely to be produced than straight ones (sinγ0∼0). The ratio m/Mp is dependent on the impact parameters and impactors' mass. However, most of previous studies on tidal evolution of the planet-satellite systems have focused on a particular case of the Earth-Moon systems in which m/Mp?0.0125 and γ0∼10° or the two-body planar problem in which γ0=0° and stellar torque is neglected. We numerically integrated the evolution of planetary spin and a satellite orbit with various m/Mp (from 0.0025 to 0.05) and γ0 (from 0° to 180°), taking into account the stellar torques and precessional motions of the spin and the orbit. We start with the spin axis that almost coincides with the satellite orbit normal, assuming that the spin and the satellite are formed by one dominant impact. With initially straight spins, the evolution is similar to that of the Earth-Moon system. The satellite monotonically recedes from the planet until synchronous state between the spin period and the satellite orbital period is realized. The obliquity gradually increases initially but it starts decreasing down to zero as approaching the synchronous state. However, we have found that the evolution with initially tiled spins is completely different. The satellite's orbit migrates outward with almost constant obliquity until the orbit reaches the critical radius ∼10-20 planetary radii, but then the migration is reversed to inward one. At the reversal, the obliquity starts oscillation with large amplitude. The oscillation gradually ceases and the obliquity is reduced to ∼0° during the inward migration. The satellite eventually falls onto the planetary surface or it is captured at the synchronous state at several planetary radii. We found that the character change of precession about total angular momentum vector into that about the planetary orbit normal is responsible for the oscillation with large amplitude and the reversal of migration. With the results of numerical integration and analytical arguments, we divided the m/Mp-γ0 space into the regions of the qualitatively different evolution. The peculiar tidal evolution with initially tiled spins give deep insights into dynamics of extrasolar planet-satellite systems and discussions of surface environments of the planets. 相似文献
Tidal waves driven by Titan's orbital eccentricity through the time-dependent component of Saturn's gravitational potential attain nonlinear, saturation amplitudes (|T′|>10 K, , and ) in the upper atmosphere (?500 km) due to the approximate exponential growth as the inverse square root of pressure. The gravitational tides, with vertical wavelengths of ∼100-150 km above 500 km altitude, carry energy fluxes sufficient in magnitude to affect the energy balance of the upper atmosphere with heating rates in the altitude range of 500-900 km. 相似文献
