This paper discusses the impact of local and national policies in the Philippines on the participation of indigenous peoples in relation to fisheries management. Specifically, this research focuses on the Tagbanua, an indigenous group in Coron Island, Palawan, on the western side of the Philippines. The struggle of the Tagbanua in reclaiming their ancestral title to the land and sea reflects broader moves toward self-determination, which is critical not only to their ancestral lands and waters, but also to their survival. Indigenous rights are essential in addressing social justice and in giving a greater voice that encourages indigenous peoples towards self-governing institutions and common management of resources. Significantly, the fundamental development of indigenous peoples lies in the recognition of their rights in their ancestral domain and the preservation of their culture, tradition, system, practices and their natural resources. This paper examines the Tagbanua experience, through a critical exploration of institutions and property rights, with attention to corresponding effects in reducing conflict with other stakeholders in the area, and in affecting the sustainability of fishery resources. 相似文献

Fishing limitations to protect fish stocks can develop to different types of property rights. A move towards full private rights is promoted by some authors. The article questions whether such a move is desirable and it also investigates whether private rights are indeed becoming more important in EU fisheries. A study on property rights in the Danish, Dutch and UK fishery (WP Davidse, ed., Property Rights in Fishing, LEI-DLO, The Hague, 1997, OV159) sector forms the background of this approach.Bromley’s definition of property rights (D W Bromley, Environment and Economy: Property Rights & Public Policy, Blackwell, Oxford, 1991), including ‘a right to a benefit stream’, has been used to identify rights in these three EU fishing sectors. These property rights regimes vary from a domination of state property, the Danish one, to a complete system of individual rights, the Dutch case. The UK position is between these extremes, showing characteristics of common property, apart from kinds of state- and individual property of fishing rights.The article ends with a consideration of the review of the Common Fisheries Policy (CFP) in 2002 from the viewpoint of property rights. Negotiations in the run up to 2002 will demonstrate conflicts between views on state property and on private property rights. This regards the tension between the principle of relative stability of quota allocations and the EU principle of free movement of capital, goods and services. Commercial fishing data were used to reconstruct historical spatio-temporal patterns of fishing effort and landings in the bottom longline fishery of the Azores. Key events during an important 15-year period were charted, through fisher interviews together with GIS analysis. While effort distribution varied over time, the prevailing pattern was a shift in focus from eastern to western areas and from shelf/slope to offshore banks and seamounts in response to policy measures (e.g. banning bottom longline inside 3 NM, public aids for modernization of the fleet) and reduced fishing yields. Areas 12–50 NM from shore represented the most vital fishing grounds in terms of fishing effort and production. Declining landings of the major demersal species, in recent years, indicate that present catch levels are not sustainable and further measures need to be taken in order to sustain fisheries resources. Knowledge of fleet behavior and the distribution of fishing effort, particularly in patchy environments, provide valuable insights into the impacts of past management decisions and help predict the outcome of new policies both in this region and elsewhere. 相似文献

While there is considerable international research focused on the conservation outcomes of marine protected areas (MPAs) and marine reserves (MRs) there is little information on the economic cost to establish and manage these protected areas. This study estimated the MR pre-establishment and establishment costs for the Taputeranga Marine Reserve (TMR) in New Zealand (NZ) and determined the annual management costs for this reserve and four further NZ MRs. Finally, the cost to local rock lobster fishers resulting from the displaced fishing effort once the TMR had been established was estimated. This research found that the TMR pre-establishment cost was approximately NZ$508,000, and the establishment process cost was approximately NZ$353,000. The annual management costs across the five reserves ranged between NZ$43,200 and NZ$112,500 between 2008/09 and 2010/11. The annual fishers displacement cost at TMR was approximately NZ$22,000 per annum. This research showed that on a unit area basis, small MRs in NZ are just as expensive to maintain as large MRs. This study also highlighted how volunteer effort helped to considerably reduce the monetary cost of the MR pre-establishment process. This research increases our understanding of establishment and management costs, and supports future planning of MRs both within NZ and internationally. 相似文献

Over the last several years, significant regulatory changes related to Pacific halibut Hippoglossus stenolepis have occurred in the for-hire recreational charter boat fishing sector in Alaska. In addition to limited entry restrictions and adoption of a catch sharing plan that provides a formal means of determining allocation between the commercial and charter boat fishing sectors, more restrictive harvest regulations were placed on anglers fishing from charter boats. This article provides insights into how the value anglers place on charter boat fishing is affected by these regulations, principally bag and size limits. Such information is helpful in assessing the trade-offs in economic benefits associated with different regulatory tools used to manage angler harvest levels. Stated preference choice experiment data from a 2012 survey are analyzed using a panel rank-ordered mixed logit model to estimate the economic value, or willingness to pay (WTP), non-resident anglers place on saltwater charter boat fishing trips in Alaska and to assess how changes in characteristics of fishing trips, particularly harvest restrictions related to Pacific halibut, affect this value. The model specification accounts for a wide array of size and bag limit restrictions that have been recently implemented or are under consideration by Pacific halibut fishery managers. The results indicate that very strict harvest restrictions have the effect of driving WTP to zero, while allowing at least one (potentially) large fish to be caught is valuable to anglers. The results also suggest that WTP for fishing trips with bag limits that allow two or more fish to be harvested with no size restrictions on the first fish harvested are not statistically different from the value for trips for larger bag limits or for the case where all the fish in the limit can be any size. This suggests that fishery managers can restrict the size of the second fish in a two-fish bag limit and still maintain economic values for fishing trips. 相似文献

Recent changes in marine policy in Panama are closely related to sustained expansion of the Panamanian economy in the past ten years. Important drivers of economic growth such as the Panama Canal expansion, tourism, and real estate development directly involve marine and coastal areas. Therefore, maintaining the quality of these environments, as well as the sustainability of the human communities that depend on them, calls for the implementation of adequate management and planning policies. In light of a complex history of marine and coastal policy in Panama, current institutional restructuring processes, and a growing recognition of the importance of marine and coastal geographies, the authors aim to document the current status of, and community response to, marine and coastal policy in Panama, analyzed in terms of three important cross-cutting sectors: tourism, fishing, and conservation. To do so, the authors introduce two case studies: one in the Pearl Islands Archipelago and one in Bocas del Toro, each with varying degrees of participation or involvement in each sector, to illustrate the range of adaptations to change occurring in coastal communities. Based on an in-depth policy analysis and the case studies, the authors suggest that there are important administrative and structural gaps in the legislation and institutions that enforce them, as well as a lack of integration across institutions. The management of marine ecosystems requires adequate knowledge of both environmental and human dimensions, as well as their interrelationships. In this study, the aquaculture and fisheries activities are analyzed in one of most important fishing regions in Europe, Galicia (NW Spain). In particular, the intensity and characteristics of the fishing dependency are evaluated in terms of income and employment. Thus, nine marine economic activities for nine Maritime Zones have been defined, considering the social and economic relevance of the provided ecosystem services to these communities. This paper highlights the entire Galician coast as fishing-dependent, independently of the urbanization level. Furthermore, the contribution of different fishery segments to the income and employment of these coastal communities is reviewed, including fluctuations on whether the activity is small or large-scale. Finally, this study establishes a strong relationship among the marine activities, which generate most employment, and the regulatory framework of the Regional Government. The European Union has established a framework to achieve or maintain good environmental status in the marine environment by 2020. The Marine Strategy Framework Directive requires the application of the ecosystem approach to the management of human activities, covering all sectors having an impact on the marine environment. However, fisheries in the Mediterranean are far from a systematic implementation of an ecosystem-based fisheries management (EBFM). Aiming to address this issue, this study explores the potential of the relationship between daily yield by vessel (landings and income by species) and vessel position (known via vessel monitoring system) as a tool for fleet management. This approach is possible due to the current dynamics of Mediterranean fleets, with vessels returning daily to the harbour where landings are registered as weight and income by vessel. Moreover, vessels of >15 m total length have been compulsory monitored by VMS since 2005. A bottom trawl fleet that operates in the northwestern Mediterranean was chosen to develop this approach. Different groups of trawlers were identified, which could be linked to the strategies displayed by the fishermen that were mainly driven by the target species dynamics. Accurate knowledge of the fishing targets driving the fleet dynamics and of the fishing strategies at the vessel level (i.e. fishing ground habitat where the fishing pressure is exerted and corresponding landings) are shown to be a feasible tool for fleet management. 相似文献

Marine protected areas (MPAs) hold great promise as an effective conservation tool, but the potential negative socioeconomic impacts of MPAs remain poorly understood. Indeed, little work has been done to advance the frameworks and methods needed to assess, measure, and communicate the potential negative socioeconomic impact of MPAs and incorporate this information in MPA planning and management efforts. To address this gap, we test a vulnerability assessment termed the Livelihood Vulnerability Index (LVI) that is designed to measure the relative potential impact a proposed MPA network may have upon fisherman livelihoods. To test the LVI, specifically we ask, how does the vulnerability of fishermen to the impact of MPAs differ across place? We explore this question through two core areas of inquiry surrounding the study of vulnerability assessments: 1) Ranking and comparing vulnerability and 2) Explaining attributes of vulnerability. Through this study we demonstrate how the historical and current conditions fishermen experience in a given place shape vulnerability levels in various ways. Variability in the attributes of a particular place such as weather conditions, the size of fishing areas, availability of alternative fisheries, and changes in kelp cover contribute inherently as measures of vulnerability but they also shape fishermen perceptions of what are important measures of vulnerability. Secondly, counter to existing notions, the use of weights in vulnerability assessments may not significantly impact vulnerability scores and ranking. Together these findings emphasize the need to test vulnerability assessments against actual experienced impact or harm across geographies and groups of fishermen towards an informed refinement of vulnerability assessments. We emphasize that the particularities of place are critical to understand, to appropriately assess and thus to effectively mitigate vulnerability in order to promote the future well being of fisherman livelihoods. 相似文献
