This paper focuses on changing trust relationships among fishermen following new governance arrangements. The previous ‘thick’ trust relationships that characterized the Dutch fisheries industry under a neo-corporatist arrangement had resulted in an isolation of local fishermen groups vis-à-vis outsiders. However, under new governance arrangements, in particular the so-called Study Groups, these trust relationships are changing. The establishment of Study Groups, where fishermen from different localities have to cooperate on sustainability innovations in order to receive subsidies, lead to more diversity within the industry, more collaborations across localities and new forms of ‘thin’ trust. As such, these Study Groups can be understood as successful experiments in further opening up of the fisheries community. 相似文献

Political regulation has traditionally been regarded as antagonistic to innovation, whereas the removal of regulations has been perceived as a precondition for innovations. This paper proposes an alternative position and claim that regulations can have various connections with the innovation process. Regulations can obviously restrict innovations, but they can also facilitate such processes. Systematic empirical research on the relation between political-administrative regulation and innovation has been moderate, and the debate has been highly anecdotal. This article presents an empirical study on how political-administrative regulation within the pelagic fisheries sector in Norway affects innovation. The study confirms that regulations had varied influences on the innovation process, and documents that actor's appraisals of regulations were affected by whether a given regulation is beneficial for the firms and their competitive position or not. Finally, the paper corroborate that the implementation of regulations can promote innovation in firms by providing them with deeper insights into their production processes and to encourage a more intense focus on development and improvement. Implementation of regulations also implies learning, which can increase the firms’ abilities to innovate as well as their insight into the necessity of such practices. 对磨刀门水道不同年份地形资料和多年枯季潮位资料进行了对比分析,结果表明:大规模的河床采砂,引起磨刀门上游河段河床大幅下切,河道深泓平均加深0.59~2.25 m,河槽容积平均增加8.91×106~12.11×106m3,使该河段枯季潮差增大,进潮量增加,潮汐动力增强,导致咸水界向上游河段推移;口门围垦整治后,磨刀门口门区由众多岛屿环抱而成的内海区变成人工导堤控制的"一主一支"两条水道,水域面积减少了80%,河槽容积减少了40%,深槽趋于顺直加深,使口门区的"调淡"作用消失,这是咸潮上溯的重要原因;根据多年水文频率分析,发生严重咸潮灾害时,西、北江枯季流量并非都是枯水流量,因此枯季上游来水量变化并不是近年来咸潮灾害加剧的主要原因。 相似文献

Pronounced changes in fauna, extending from the English Channel in the south to the Barents Sea in the north-east and off Greenland in the north-west, have occurred in the late 1920s, the late 1960s and again in the late 1990s. We attribute these events to exchanges of subarctic and subtropical water masses in the north-eastern North Atlantic Ocean, associated with changes in the strength and extent of the subpolar gyre. These exchanges lead to variations in the influence exerted by the subarctic or Lusitanian biomes on the intermediate faunistic zone in the north-eastern Atlantic. This strong and persistent bottom-up bio-physical link is demonstrated using a numerical ocean general circulation model and data on four trophically connected levels in the food chain – phytoplankton, zooplankton, blue whiting, and pilot whales. The plankton data give a unique basin-scale depiction of these changes, and a long pilot whale record from the Faroe Islands offers an exceptional temporal perspective over three centuries. Recent advances in simulating the dynamics of the subpolar gyre suggests a potential for predicting the distribution of the main faunistic zones in the north-eastern Atlantic a few years into the future, which might facilitate a more rational management of the commercially important fisheries in this region. 相似文献

This study investigates whether there has been a decline in fish stocks of a coral reef in Thailand, and if so, whether that decline is due to small-scale fishing. The research methods used included fish sampling by UVC, interviews and questionnaires with key informants and artisanal fishers. The results confirmed that there has been a decline in piscivores and carnivores (though not herbivores), and the main perceived threat came not from artisanal but from commercial fishing. Recommendations are to replace the largely unrestricted fishery with a more regulated regime backed by effective enforcement. 相似文献

This paper reviews the available information (observer programs, estimates, statutes, regulations) for bycatch of marine mammals, sea turtles, and seabirds in fisheries of the United States. Goals of the review were to evaluate the state of knowledge of bycatch and the role of existing protective legislation in shaping bycatch management for different taxa. Pressing issues are identified, as well as knowledge gaps and policy limitations that hinder multi-species bycatch reduction. The USA has made important progress toward reducing bycatch in its fisheries, but the efficacy of its management has been limited somewhat by a focus on taxon- and fishery-specific regulation and the lack of consistent mandate across taxa for taking a cumulative perspective on bycatch. Applying consistent criteria across taxa for setting bycatch limits (e.g., extending the approach used for marine mammals to sea turtles and seabirds) would be the first step in a multi-species approach to bycatch reduction. A population-based multi-species multi-gear approach to bycatch would help identify priority areas where resources are needed most and can be used most effectively. 相似文献

Vietnam's marine fisheries are considered to be small scale and are concentrated in coastal near-shore waters. This has resulted in heavy pressure on near-shore fisheries resources. Near-shore fisheries are considered by fishers and the government to be over-exploited, causing hardship for many coastal communities. This paper reviews and analyzes changes in policy towards small-scale fisheries in Vietnam over the last two decades. The primary issues facing the small-scale fisheries in Vietnam are to restructure the near-shore fisheries and to address over-capacity. Recommended actions include improved fisheries statistics, resources for provincial fisheries staff, and a coordinated and integrated approach involving a mixed strategy of resource management; resource restoration; economic and community development; and new governance arrangements. 相似文献

We aim to show how some of the important interdisciplinary fixes or solutions to diverse problems observed in fisheries can complement each other. This can be achieved through methodical allocation of the rights pertaining to fisheries and simultaneous implementation of policy instruments to correct for market failures and equity concerns. We emphasize via a roadmap that there are some general principles that should be invoked when choosing between alternative structures of rights. Community-based coastal resource management (CBCRM) is a major conservation and fisheries management strategy in the tropics. In this study, the performance of 16 CBCRM programs in the Philippines was assessed using a meta-analysis of eight indicators that represented the perceptions of local resource users. Overall, the CBCRM programs in the Philippines were perceived to have a significant positive impact. However, the performance of each of the indicators was mixed. Although the CBCRM programs were perceived to be effective in empowering the local fishing communities, their perceived impact on improving the state of the local fisheries resources remained limited.
