The live reef fish for food trade is a highly significant fishery that provides income for many coastal communities in the Asia-Pacific region but faces challenges relating to sustainability. This paper draws attention to the large gaps that exist between policy and practice in the live reef fish for food trade in Palawan, Philippines. While many policies have been introduced over many years, effective implementation remains a challenge. We show how the implementation of successive sets of policies has been hindered by three broadly inter-related features of the local social landscape: the capacity of government institutions and legal frameworks to implement regulations, the distinctive culture of fisheries governance in the Philippines, and the perspectives and practices of local fishers themselves. By focusing on the gaps between policy and practice, we highlight the ongoing need to examine more explicitly the ways in which local contexts shape the effectiveness of implementation, enforcement and policy more generally.  相似文献

The European Common Fisheries Policy (CFP) has failed to deliver on social, economic and ecological goals. This failure is in part the result of a number of social–ecological feedback mechanisms. The policy is currently undergoing reform, with unknown practical outcomes. Here, relatively successful fisheries policies outside the European Union are reviewed. Through interviews and workshops with scientists, managers and other stakeholders, complemented with literature reviews, practices that can create incentives for long-term sustainability are investigated. The focus is on how the provision of clear and trusted scientific evidence can stimulate defensible decisions, in turn creating incentives for compliance, leading to positive social–ecological outcomes. Despite differences between Europe and the investigated case studies, the prospects of an increased regionalization within the European CFP provides the best starting point for implementing best practice identified in this study.  相似文献

ABSTRACT

Environmental sustainability and the long-term wellbeing of Māori (the indigenous people of New Zealand) are interdependent and degradation of landscapes risks the progressive degradation of Māori wellbeing. The present study developed an analysis framework based on Ki Uta Ki Tai (holistic-mountains to the sea- management philosophy advocated by Ngāi Tahu) for exploring relationships between landcover and Māori values to enable predictions of cultural values through space and time. We used this framework to predict how two Māori values (Overall Health and Cultural Land Use) have been altered as a result of landcover change between 2001–2012 in three Canterbury catchments. The area of native vegetation declined while exotic pasture increased between 2001–2012, and there were corresponding declines in both cultural health scores. These results suggest that the change in landcover has reduced the ability of the landscape to support Māori values. This framework for assessing changes in Māori values with respect to changing environmental conditions may identify opportunities for Māori to better engage in land use management decisions.  相似文献

传统的渔业管理强调了政府的直接控制管理,忽视了渔区在其中的作用。渔业社区管理是随着市场经济和政府管理的发展而被作为一种解决传统渔业管理困境的途径提出。为此,首先总结了渔业社区管理的概念,并对目前有关各国的实践进行分类。在此基础上,利用制度经济学的理论分析该管理制度的作用机制及实施条件。然后,分析该管理制度在我国实施的必要性和可行性,渔业社区管理是解决目前我国渔业管理中存在诸多问题的一种合适方案,且当前国家政策和渔区实际也为其提供良好的实施环境。最后,提出从政府管理者和渔民或与渔业相关的利害人两个方面创造实施渔业社区管理的条件。  相似文献

Endangered species live inside the world's most densely populated cities. In the United States, the Fish and Wildlife Service is responsible for the protection and recovery of endangered species – wherever those species are found. Unfortunately, very little is known about urban endangered species policy or programs. This paper presents a comparative analysis of the five largest cities in the United States and examines issue of governance around conservation. Cities have a responsibility to steward the environment, but through the 1973 Endangered Species Act, the Fish and Wildlife Service has a legal mandate to protect endangered species throughout the country. Thus, this paper asks: What is the USFWS doing inside cities to recover endangered species? What are cities doing? Conservation is a shared duty but it is not clear that anyone is taking responsibility for urban endangered species.  相似文献

ABSTRACT. The use of e-mail by a grassroots activist group that straddles the Estonian-Russian border transcends political boundaries and provides ready connections to people in distant places. Activists create a perceived space of resistance in a supportive network that is stretched across space. This network of concern, defined by the physical space in which these activists work and by the strong communicative connections among them, was created to overcome continued environmental mismanagement and remove cultural barriers to cooperation. E-mail communication has enabled an ongoing influence on environmental policy in Estonia and Russia. This circumstance of a collaborative e-mail network created by grassroots activists to aid political work is a testament to how communication technology has expanded for the purpose of strengthening previously silenced voices in a regional and political context.  相似文献

工矿区作为中国重要的资源能源供给基地,长期以来为全国和区域经济社会发展做出了突出贡献。但随着不可再生资源的锐减,在市场经济体制下的区域竞争中,工矿区的经济、社会、生态环境问题日益凸显。本文根据从全国各省市汇总的一手数据,甄选出128个典型工矿区,经分析发现经济发展问题重点表现为可采资源面临枯竭、产业结构失调和财政收支失衡;社会发展问题重点表现为居民生活保障缺失、公共服务水平低下和管理体制机制落后;生态环境问题重点表现为工业污染严重和地质灾害频发。针对这些问题,本文重点围绕产业结构调整、管理体制改革、民生保障服务以及生态环境整治四个方面明确了未来促进工况区改造和可持续发展的对策建议。  相似文献
