We analysed the extent to which European politicians have adhered to scientific recommendations on annual total allowable catches (TACs) from 1987 to 2011, covering most of the period of the Common Fisheries Policy (CFP). For the 11 stocks examined, TACs were set higher than scientific recommendations in 68% of decisions. Politically-adjusted TACs averaged 33% above scientifically recommended levels. There was no evidence that the 2002 reform of the CFP improved decision-making, as was claimed at the time. We modelled the effects of such politically-driven decision-making on stock sustainability. Our results suggest that political adjustment of scientific recommendations dramatically increases the probability of a stock collapsing within 40 years.In 2012 European fisheries policy will undergo a once-a-decade reform. Ten years ago radical reforms were promised but the changes failed to improve sustainability. It is likely that the 2012 reform will be similarly ineffective unless decision-making is changed so that catch allocations are based on science rather than politics.  相似文献

The bacteria and plants were associated to remove diesel oil pollutants from soil.Three efficiently degrading bacteria(named strains Q10,Q14 and Q18,respectively) were isolated.Two plants(alfalfa and Indian mustard) were selected to form the association.Biodegradation of diesel oil pollutants in soil was accelerated by bacteria-plants association.The main results are summarized as follows.The plants-bacteria association was more effective in biodegradation of diesel oil pollutants in soil than in respective experiments carried out with plants or bacteria alone.Strain Q18-Indian mustard association resulted in the maximum diesel oil reduction(69.18%).The activities of catalase and polyphenol oxidase in soil were enhanced and microbial populations in soil,especially in rhizosphere,were also stimulated in the treatment of bacteria-plant association.Overall,the soil conditions might be improved by alfalfa or Indian mustard to benefit the growth of bacteria,which resulted in degradation of diesel oil pollutants more effective by the bacteria-plant association.The bacteria-plants association may be a better approach to the removal of diesel oil pollutants from soil.  相似文献

This paper proposes that the spatial pattern of known prospects of the deposit‐type sought is the key to link predictive mapping of mineral prospectivity (PMMP) and quantitative mineral resource assessment (QMRA). This proposition is demonstrated by PMMP for hydrothermal Au‐Cu deposits (HACD) and by estimating the number of undiscovered prospects for HACD in Catanduanes Island (Philippines). The results of analyses of the spatial pattern of known prospects of HACD and their spatial associations with geological features are consistent with existing knowledge of geological controls on hydrothermal Au‐Cu mineralization in the island and elsewhere, and are used to define spatial recognition criteria of regional‐scale prospectivity for HACD. Integration of layers of evidence representing the spatial recognition criteria of prospectivity via application of data‐driven evidential belief functions results in a map of prospective areas occupying 20% of the island with fitting‐ and prediction‐rates of 76% and 70%, respectively. The predictive map of prospective areas and a proxy measure for degrees of exploration based on the spatial pattern of known prospects of HACD were used in one‐level prediction of undiscovered mineral endowment, which yielded estimates of 79 to 112 undiscovered prospects of HACD. Application of radial‐density fractal analysis of the spatial pattern of known prospects of HACD results in an estimate of 113 undiscovered prospects of HACD. Thus, the results of the study support the proposition that PMMP can be a part of QMRA if the spatial pattern of discovered prospects of the deposit‐type sought is considered in both PMMP and QMRA.  相似文献

The European Common Fisheries Policy (CFP) has failed to deliver on social, economic and ecological goals. This failure is in part the result of a number of social–ecological feedback mechanisms. The policy is currently undergoing reform, with unknown practical outcomes. Here, relatively successful fisheries policies outside the European Union are reviewed. Through interviews and workshops with scientists, managers and other stakeholders, complemented with literature reviews, practices that can create incentives for long-term sustainability are investigated. The focus is on how the provision of clear and trusted scientific evidence can stimulate defensible decisions, in turn creating incentives for compliance, leading to positive social–ecological outcomes. Despite differences between Europe and the investigated case studies, the prospects of an increased regionalization within the European CFP provides the best starting point for implementing best practice identified in this study.  相似文献

This paper reviews the evidence of the impacts of marine management interventions on human development and well-being reported in marine management literature in the past two decades. Documents dealing with fisheries, aquaculture, marine conservation and coastal zone management are assessed in terms of the methodologies used, the human development dimensions considered, and the results reported. The choice of dimensions for defining human development in this literature is contrasted with proposals from the literature on the capability and human development approaches. Until the 1990s fisheries were largely managed by the state. Since then, Dutch government and the sector increasingly recognized that a fishing industry cannot be managed effectively without the cooperation and participation of fishers to formulate policy and to implement and enforce laws and regulations. As a result, in the nineties, the existing neo-corporatist arrangement was replaced by a co-management system in the Dutch flatfish fishery. Co-management is often seen as leading to greater procedural legitimacy and subsequently compliance. However, constructing an effective co-management arrangement is not only a matter of building institutions but also a matter of building trust relations between the government and industry. Institutional arrangements such as co-management can contribute to these trust building processes; however, a too strong reliance on institutional arrangements can lead to distrust when new challenges are being faced and institutional arrangements fail to adapt to these changes.  相似文献

The live reef fish for food trade is a highly significant fishery that provides income for many coastal communities in the Asia-Pacific region but faces challenges relating to sustainability. This paper draws attention to the large gaps that exist between policy and practice in the live reef fish for food trade in Palawan, Philippines. While many policies have been introduced over many years, effective implementation remains a challenge. We show how the implementation of successive sets of policies has been hindered by three broadly inter-related features of the local social landscape: the capacity of government institutions and legal frameworks to implement regulations, the distinctive culture of fisheries governance in the Philippines, and the perspectives and practices of local fishers themselves. By focusing on the gaps between policy and practice, we highlight the ongoing need to examine more explicitly the ways in which local contexts shape the effectiveness of implementation, enforcement and policy more generally.  相似文献

Although many species in the pelagic ocean are widespread, they are not randomly distributed. These species may have associations with particular water masses or habitats, but to best understand patterns in the ocean, these habitats must be identified. Previous efforts have produced static or seasonal climatologies, which still represent smearing over habitats. The Eastern Tuna and Billfish Longline Fishery (ETBF) targets a range of high trophic level species in oceanic waters off eastern Australia. In this study, dynamic ocean habitats in the region were identified for each month based on cluster analysis of five oceanographic variables averaged at a monthly time scale and a spatial scale of 0.5° for the period 1995-2006. A total of seven persistent habitats were identified off eastern Australia with intra and interannual variation in size and location, indicating the importance of spatial and temporal variation in the dynamics of the region. The degree to which these dynamic habitats were distinguished was tested using (i) stable isotope analysis of top fish predators caught in the region and (ii) estimates of variation in estimated abundance generated from catch data from the fishery. More precise estimates (measured as lower total CV) of isotopic values from swordfish (Xiphias gladius), yellowfin tuna (Thunnus albacares) and albacore (Thunnus alalunga) were obtained for 4 of 6 isotope comparisons using the dynamic habitat groupings, which indicate that stratifying by pelagic habitat improved precision. Dynamic habitats produced more precise abundance estimates for 7 of 8 large pelagic species examined, with an average reduction in total CV of 19% compared to when abundance was estimated based on static habitat stratification. These findings could be used to guide development of effective monitoring strategies that can distinguish patterns due to environmental variation, and in the longer term, climate change.  相似文献

空间分布格局、空间关联性对尺度具有较强的依赖性,种群在不同的尺度上往往表现出多种空间分布格局和空间关联性。在黑河上游高寒退化草地,采用点格局分析方法,研究了小尺度上狼毒(Stellera chamaejasme)种群的分布格局和空间关联性。结果表明:小尺度上随着种群的发育,狼毒种群的空间分布格局由聚集分布逐渐向随机分布过渡;两个形体大小程度越接近的种群之间,空间关联性越有可能表现为正关联,随着种群的共同发育,空间关联性逐渐向不显著过渡,形体大小差异程度越大,则越有可能表现为负关联,而较大尺度上空间关联性趋于复杂化。种群个体之间的相互庇护促使狼毒个体的数量不断增长,并通过种内竞争使斑块不断扩张,狼毒种群合作与竞争机制的相互转变实现了种群的扩散。  相似文献
