North Americans have had a profound affect on wildlife, especially migratory animals such as elk, bison, salmon, and many species of birds. Migration is a vital adaptation for these and other species. Yet despite this importance and the myriad ways in which people have influenced and understood migration, environmental geographers have devoted scant attention to it. This paper examines the role of animal migration in North American history. North Americans have affected and managed animal migrants in six primary ways: transforming migrant habitats; harvesting migrants; obstructing and facilitating migrants; working across borders; visualizing migrants; and accepting and resisting migrants. I examine these different aspects of animal migration history in North America and end with a discussion of how other geographers such as environmental historical geographers, political ecologists, and animal geographers can employ this framework.  相似文献

Over the last decade, fire governance practices in the British Fire and Rescue Service (FRS) have undergone fundamental transformation. Rather than just being responded to as and when they occur, the FRS have adopted a range of anticipatory governing strategies to govern fires in anticipation of their occurence. This turn towards anticipatory governance has been facilitated in no small part by the digital infrastructure now embedded in the FRS. Composed of data, hardware, software, fibre-optic cables along with human analysts and organisational processes, this infrastructure operates to make risk projections on fire which shape and condition strategic decision making. This paper explores the operation of this digital infrastructure through the notion of interface. Drawing on empirical material relating to processes of data sourcing and risk calculation, interfaces account for the sites, moments and experiences in which human and non-human agents relate to one another in making fire risk projections. Showing relations to exist spatially, temporally and sensually, I argue that interfaces are crucial to the operation of an anticipatory security apparatus which relies on digital devices.  相似文献

The use of transboundary conservation as tools for improving interstate relations has become a widely supported initiative in nature conservation. The rationale follows the environmental peacemaking hypothesis, which argues that seemingly neutral environmental issues can provide a sound basis for cooperation between states. The paper investigates the hypothesis’ premise through the case of International System of Protected Areas for Peace (Si-A-Paz), a transboundary protected area shared by Costa Rica and Nicaragua. In recent years, both countries have been involved in a number of border conflicts within Si-A-Paz and linked to the use of the San Juan River, contested land areas, and oil resources. The case of Si-A-Paz shows that transboundary environmental issues can provide arguments for maintaining or even strengthening conflicts rather than fostering peace between states. The case also shows the emergence of environmental issues as a new arena for geopolitical play, where actors not only justify their actions through an environmental discourse but also, the environmental discourse is stretched to include a variety of issues through which actors can obtain international support. The events in Nicaragua and Costa Rica raise questions about the role of transboundary conservation as a peacebuilding tool.  相似文献

This article examines changing water governance modalities in the context of the neoliberalization of nature. Specifically, it focuses on Brazilian water sector reforms passed in 1997 that mandate decentralized and participatory decision-making at the river basin scale. Critics have suggested that rescaling, decentralization, and participatory governance mechanisms – supposedly intended to render decision-making more equitable, accessible, and relevant – can serve to legitimate, facilitate, and thus further embed processes of neoliberalization. Examining the impact of Brazil’s water sector reforms on the state–society relationship, this article presents a case study of water governance in the São Francisco River Basin and finds that the reforms – despite their neoliberalizing potential – have not significantly contributed to the neoliberalization of governance therein. Instead, water governance continues to be characterized by longstanding patterns of traditional elite control. Through an institutional and socio-natural analysis, this article describes and accounts for the continued dominance of these patterns relative to neoliberalization and explores activists’ efforts to use water sector reforms to pursue more progressive possibilities. The article concludes with a discussion of the implications for variegation and contestation in ongoing debates over neoliberal natures.  相似文献

This paper investigates the spaces for participation that have been created by readiness preparations launched in connection with the international initiative “Reduced Emissions from Deforestation and Forest Degradation” (REDD+) in Colombia and Costa Rica. I analyse the emergence of these spaces and who is leading the process in each country. My findings indicate that in Costa Rica, the public sector is leading preparation activities and creating the public spaces for participation in REDD to which private actors are invited. In Colombia on the other hand, NGOs, development assistance agencies and other private actors are leading the process and the state is the invited actor. I identify four factors that determine the scope of different actors’ possibilities to participate in the REDD+ spaces. These are (a) control of key resources, (b) ideological affinity, (c) the creation and dissemination of information and knowledge, and (d) the creation of norms to validate REDD+ pilot initiatives. The separation between these factors is not clear-cut and consequently they reinforce each other at different levels. The research presented here contributes to a better understanding of the implications that national REDD+ politics may have in the future functioning of the programme.  相似文献

Private sector actors are playing an increasingly significant role in the definition and governance of ‘sustainable’ agri-food practices. Yet, to date little attention has been paid by social scientists to how greenhouse gas (GHG) emissions are addressed as part of private agri-food governance arrangements. This paper examines how private actors within agri-food supply chains respond to emerging pressure for measures to reduce GHG emissions from agriculture. Drawing upon the Anglo-Foucauldian governmentality literature, we introduce the notion of the corporate carbon economy to conceptualise the practical techniques that enable private agri-food actors to make GHG emissions thinkable and governable in the context of existing market, regulatory, and supply chain pressures. Using a case study of the Australian dairy industry, we argue that private agri-food actors utilise a range of techniques that enable them to respond to existing government environmental regulations, balance current market pressures with future supply chain requirements, and demonstrate improved eco-efficiency along food supply chains. These techniques – which include environmental self-assessment instruments, tools for measuring GHG emissions, and sustainability reporting – have little direct relevance to the ‘international climate regime’ of carbon trading, and carbon markets more broadly, yet individually and in combination they are crucial in enacting an alternative regime of GHG governance. In concluding, we contend that the growing use of sustainability metrics by international food companies is likely to have the most powerful implications for GHG governance in the agri-food sector, with potentially far-reaching consequences for how future action on climate change is rendered thinkable and practicable.  相似文献

As demand for energy is growing and resources become scarcer, energy increasingly becomes the site of heated controversies. In Latour’s terms, energy turns from a “matter of fact” into a “matter of concern”. In these energy controversies, environmental movements frequently play a central role, highlighting what is at stake in these developments. While these movements have often been studied, these studies rarely focus on the interaction between controversies, environmental movements, and place-making. In this article, we not only argue that energy is frequently turned from matter of fact into a matter of concern, but that this argument also extends to the notion of place. As such, energy controversies turn villages, cities, or regions themselves into “places of concern”. The article delves deeper into the production of places of concern through two case studies of energy controversies around power plants: a proposed coal plant in Bo Nok, Thailand, and HidroAysen, a hydropower project in Chilean Patagonia. We specifically focus on the issues that were opened up for debate in both countries, and on the role of environmental movements in the production of these places. Our examples are based on fieldwork and interviews in these two areas, as well as media and document analysis. While the two cases are from two different countries, we nonetheless find surprising parallels between them. These insights are instrumental to link theoretical debates on controversies and place-making. Moreover, they provide empirical insights into the transformative and lasting effects of energy controversies on people and places.  相似文献

碳关税是各国高度关注的贸易问题,因涉及各国经贸利益,南北国家在碳关税问题上分歧很大。任何有关碳关税的政策措施,都会引起发展中国家的强烈反对。因此,部分发达国家试图另辟蹊径,在国际贸易中通过增加生产标准、碳标签等技术要求,以比较隐蔽的方式实现执行碳关税的目的。文中将这些隐蔽的但能起到碳关税执行效果的政策措施归纳为隐形碳关税,并定义隐形碳关税是指那些虽然没有在边境环节征收碳关税,但与征收碳关税起到相同贸易壁垒作用的,对发展中国家出口产品和服务构成限制的政策和措施。隐形碳关税比较典型的表现形式包括生产标准、碳标签等措施。这些措施本身是政策中性的,并不构成隐形碳关税,但如果叠加了转移应对气候变化成本、限制发展中国家产业发展等目的,这些措施的性质便不再中性,而成为现实中的贸易壁垒。隐形碳关税的治理应该是国际气候治理进程的一个部分,《联合国气候变化框架公约》则应是隐形碳关税治理的主要国际平台。无论是在气候公约内还是气候公约外的治理机制,隐形碳关税的国际治理都应遵循气候公约的相关原则,尤其是共同但有区别责任原则,区别对待发达和发展中国家的责任和义务,充分发挥生产标准、碳标签等措施的积极环境效用,同时约束其不当使用,建立公平、互信、务实的国际合作模式,实现气候治理与经济发展的协同。  相似文献

Abstract

Since the World Climate Change Conference held in the autumn of 2003 in Moscow, Russian Federation, the fate of international climate policy architecture designed around the Kyoto Protocol hangs in the balance. After the withdrawal of the USA from the Kyoto Protocol, the condition of its ratification cannot be met without the Russian Federation. There has been a considerable uncertainty as to Russia's intentions regarding ratification of Kyoto. In this contribution, an attempt is made to identify the Russian motives and concerns, and explain their attitudes regarding the Kyoto Protocol. Pressures against and for ratification are discussed. Finally, a few comments are made about the future of the efforts to solve the global environmental problem of protecting the Earth's climate.  相似文献

Institutional capacity is an important element for climate change adaptation (CCA) and the development of such capacity is a great challenge in a Least Developed Country like Cambodia where resources are limited. An important first step to increasing capacity is via an understanding of the level of existing capacity; future priorities can then be subsequently identified. This study aimed to assess the capacity of organizations to implement climate change activities in Cambodia in order to provide such a basis for building capacity. Four elements of capacity were investigated in this research: (1) financial resources, (2) cooperation and coordination of stakeholders, (3) availability and quality of information on vulnerability and adaptation to climate change, and (4) the level of understanding of climate change vulnerability and adaptation. The data were collected through semistructured interviews with a wide range of government and non-government informants across a number of sectors. Results of the study showed that informants perceived capacity for CCA to be very constrained, especially in terms of financial resources and cooperation, and addressing these factors was ranked as the highest climate change capacity priority. Institutional capacity constraints were considered to relate more generally to weak governance of CCA. In light of our research findings, the absence of local higher education institutions in CCA activities should be addressed. The support of such institutions would provide an important mechanism to progress both capacity development as well as partnerships and coordination between different types of organizations and relevant sectors.

Policy relevance

Capacity for CCA within Cambodian health and water sectors was perceived to be very constrained across a range of interdependent factors. Increasing funding was ranked as the highest priority for building capacity for CCA; however, governance factors such as ‘improved cooperation’ were also ranked highly. Improving stakeholders' awareness of the availability of adaptation funds and resources, and their responsiveness to funding criteria, is an important implication of our research, as is improving the mobilization of local resources and the private sector. To address the issue of weak cooperation among stakeholders, improving the coordination function of the National Climate Change Committee (NCCC) regarding stakeholder engagement and capacity building is crucial. Ensuring that CCA activities are based on sound information and knowledge from across different disciplines and, importantly, include the perspectives of vulnerable people themselves, ultimately underpins and supports the realization of the above priorities.  相似文献
