The effectiveness of managing fisheries through the allocation of catch rights, including Individual Transferrable Quota's (ITQs), has been the subject of a number of recent reviews. Inspection of these reviews suggests that the effectiveness of ITQ and similar catch rights schemes in meeting single species sustainability objectives differs from their effectiveness in meeting broader Ecosystem Based Fisheries Management objectives, especially in terms of managing effects on associated and dependent species and habitats. This should not be a surprise, given the attributes of rights-based neoliberal market policy instruments, as discussed here.  相似文献

Measures to combat illegal, unreported and unregulated (IUU) fishing increasingly seek to constrain access to markets. These measures include enhanced seafood traceability and catch documentation schemes, the blocking of port access and landings, the identification and assessment of vessels engaged in IUU fishing and the prohibition on imports, transhipments or trade of fish products. It is important that such measures are in accordance with international law, including the agreements of the World Trade Organisation (WTO). This article evaluates a range of market-related measures for compatibility with international trade law, including the General Agreement on Tariffs and Trade (GATT) and the Agreement on Technical Barriers to Trade. The law requires measures to be non-discriminatory and, for certain technical regulations, not more trade-restrictive than necessary to achieve a legitimate objective. However, there are exceptions to these rules, including for measures relating to the conservation of exhaustible natural resources or for measures necessary for the protection of animal life or health, public morals, or to secure compliance with certain laws or regulations. While the design of current unilateral measures to combat IUU fishing appears to accord with trade law requirements, this article argues that there is scope for a wider and more collective approach. In this vein, new provisions in the recently concluded Trans-Pacific Partnership (TPP) are identified. The article concludes with recommendations for governments, international organisations, private actors and the global community wishing to take action in this area.  相似文献

Catch shares, where annual catch limits are divided among individuals, communities or cooperatives, are a commonly used fisheries management strategy to increase profits and reduce overcapitalization. Usually these quota shares can be sold or leased, which is theorized to allow for greater utilization of fleet-wide quota. However, this catch-quota balancing may not be achieved in multispecies trawl fisheries where it is difficult to selectively target valuable species while avoiding overfished species. Two similar catch-share-managed, multispecies trawl fisheries were compared to evaluate whether catch shares lead to catch-quota balancing. The U.S. West Coast Groundfish fishery has several species with low total allowable catches (TACs) while the Canadian British Columbia Trawl fishery has comparatively higher TACs. Results indicate that the West Coast fishery had a statistically significant decrease in catch-quota ratios from 0.41 in the three years before catch shares to 0.29 in the three years after catch shares. In contrast, the BC fishery experience no statistically significant change in fishery-wide average catch-quota ratios, which were 0.70 in the three years before and 0.62 in the three years after catch shares. In the West Coast fishery, the risk of exceeding quotas for some species may be so high that fishers are unable to achieve high degrees of catch-quota balancing and instead focus on species that can be easily selected with changes in fishing behavior. Multispecies fisheries management has direct tradeoffs between maximizing yield and achieving conservation goals, and these results may highlight the tradeoff between rebuilding overfished species by reducing TACs, and the achievement of catch-quota balancing.  相似文献

Here we reply to a commentary by Ye et al. (Mar. Policy 2017; Ye et al.) on our article (Pauly and Zeller, 2017 [2]) commenting on FAO's interpretation of current fisheries trends in SOFIA 2016 (The State of World Fisheries and Aquaculture). We show how arguments such as FAO's catch statistics being “the best they can possibly be”, and other manifestations of FAO's difficulties in constructively engaging with comments compromises FAO's stated goal to engage with academia and civil society. This is particularly serious in an age where the value of an open scientific discourse is increasingly under threat, as is the food security of many poor countries in which fish supplied by domestic fisheries constitutes a strong component of local diets.  相似文献

The annual catch entitlement (ACE) scheme was added to New Zealand's quota management system for fisheries in 2001. The scheme allocates quota owners an annual share of the total allowable commercial catch (TACC) in proportion to their quota holding of a particular fishstock. With ACE being transferable, the change made it simpler for fishers (permit holders) who did not own quota to purchase ACE to match catch for specific fishstocks. But to be viable, non-quota-owning (ACE reliant) fishers need access to a reliable, long-term supply of ACE. This study examines the relationships between ACE reliant purchasers and their suppliers of ACE in New Zealand's Fishing Management Area Three during the 2014-15 fishing year. The study found that most buyers and sellers of ACE form enduring relationships to their mutual benefit. This symbiotic relationship bodes well for the survival of small fishers with the expertise to land fish in an efficient manner.  相似文献

Recreational fishing mortality can have a major impact on coastal fish populations, bringing recreational fishers into conflict with commercial fisheries. This article reviews exclusion zones for commercial fishing, or ‘recreational fishing areas’ as a solution to the conflict between commercial and recreational fisheries. Recently designated recreational fishing areas in the state of Queensland, Australia are examined as a case-study. The goal of recreational fishing areas is to enhance recreational fishing and provide economic opportunities through charter fishing. However, recently designated recreational fishing areas in Queensland have not been thoroughly assessed for their social, economic and environmental impacts and they are not integrated within existing management frameworks for fisheries. The designation of recreational fishing areas is thus a shift away from evidence-based management in Queensland's fisheries and has likely occurred solely for political reasons – there are more voters in the recreational fishery than commercial fishery. In Queensland, excluding commercial fishing on its own is unlikely to result in long-term benefits to recreational fisheries because recreational harvest is a major component of fish harvest for some key species and there is no legislated limit to recreational harvest. Current political attention on recreational fishing areas provides an opportunity for fisheries managers, politicians, conservation groups and the public to discuss what is needed to manage sustainable coastal fisheries. In particular, recreational fishing areas need to be combined with efforts to enhance stewardship among recreational fishers if they are to be successful in the long-term.  相似文献

To date, none of the fisheries in the U.S. Pacific Islands Region is managed under a catch share program. In light of the NOAA policy to encourage the use of catch shares as a fishery management tool, the Western Pacific Fishery Management Council (WPFMC) listed six commercial fisheries, including the Hawaii pelagic longline fishery, the largest in the region, as potential candidates for catch share programs. This study examines the baseline economic characteristics and the main challenges facing the Hawaii pelagic longline fishery and evaluates the impact of these on the desirability and feasibility of a catch share program for this particular fishery.  相似文献

In a recent commentary, Pauly and Zeller disagreed with the Food and Agriculture Organization's interpretation of its global capture fishery production records, arguing that trends were distorted by unreliable statistics in some countries. They criticized FAO for not having used their “catch reconstructions” in the 2016 State of the World Fisheries and Aquaculture (SOFIA) report and questioned the interpretation and significance of FAO's aquaculture production statistics. In this paper, we refute their claims and demonstrate that their critique is based on fundamental misunderstandings caused by mixing up statistical metrics and using simple normative explanations to interpret highly complex datasets. We explain how FAO maintains, curates and updates the only validated source of global fisheries landings, describe our capacity building projects and activities underpinning the annual updates for the over 231 different sources of fisheries data, and clarify such updates include dialogues with member countries to improve and revise present and historical records. FAO will continue to work closely with member states, IGOs, NGOs, academia and civil society, to further improve fishery and aquaculture databases, while calling on states to make renewed efforts to improve data quality. It also welcomes research efforts that contribute to the improvement of statistical data which are critical to the sustainable management of fisheries and aquaculture.  相似文献

Scholars and fishermen alike view the privatization of fishing rights as a fundamental driver of social change in fishing communities. This article presents the results of a mixed-methods ethnographic study in Kodiak, Alaska, exploring how fisheries privatization processes remake fishery systems. Findings from this study suggest that a diverse range of fishery participants share core values about the social dimensions of fishery systems. Support or opposition to past privatization processes tended to be articulated in reference to how these core values (e.g., hard work, opportunity, and fairness) were perceived to have been strengthened or eroded by such processes. Data from this study suggest that while still widespread in the Kodiak fishing community, core social values in fishing may be changing as a result of privatization processes. Although ethnographic and survey data showed a range of perspectives on the effects of privatization on fishing and the Kodiak community, study participants tended to talk about privatization as a significant change that had divisive, negative impacts in the community. Crew members and the next generation of fishermen were identified as disproportionately affected by privatization processes. Ethnographic data detail important shifts in the power, status, and livelihoods of crew members. Nearly all Kodiak fishery participants interviewed expressed concern about the future of fisheries access in the community for the next generation, in large part because of the substantial financial barriers to entry generated by privatization of fisheries access. Many discussed the need for more entry-level opportunities necessary for access in all fisheries.  相似文献
