While ocean acidification (OA) poses a significant threat to ocean-related ecosystems and communities reliant on marine fisheries, aquaculture, and coral reef systems, limited public understanding and awareness can prevent coastal regions from being able to adequately assess the need for OA adaptation or mitigation. This study assessed public understanding of OA and how social and demographic factors influence the public’s concern for OA. The analysis was based on 311 questionnaires from full-time Alaska residents. The results showed that most Alaskans self-reported to have a basic awareness of OA, and subsequently were able to recognize that CO2 emissions related to human activity are the dominant driver of changing ocean conditions. However, there was a low recognition of how natural variability in the marine environment affects OA, and most respondents were not very confident in their understanding of OA-related science. Moreover, even though many communities in Alaska are reliant on commercial and subsistence fishing activities, the respondents had a low awareness of fisheries-related OA risk. Given the ongoing debate associated with climate change research, evaluating CO2 mitigation efforts through the perspective of OA could give individuals an unbiased way to assess the pros and cons of more intensive efforts to curb CO2 emissions. Furthermore, using OA communication to enhance the understanding of how natural variability influences OA around the state and the potential economic implications for Alaska fisheries would help residents and stakeholders make informed decisions when considering fisheries management plans, food security, and job diversity as OA intensifies. Solidifying the understanding that any reduction in pH and intensification of OA can have implications for marine species that are irreversible on human timescales will reinforce not only that OA is an immediate concern, but also the importance of taking action now. 相似文献

This article provides a historical account of Chinese public policy on fisheries subsidies, and a discussion of problems and limitations resulting from the World Trade Organization (WTO) Doha Round fisheries subsidies negotiation. By analyzing subsidization trends and applying a proportional assessment of subsidized areas, the article tracks the evolvement of Chinese fishery policy objective and priorities. Chinese fishery is not historically significantly subsidized in light of its relatively market-oriented structure and a sustained momentum in reducing marine capture capacity. However, due to the commitment to encouraging qualitative growth and to satisfying a rising domestic demand for fish, the government seeks for adequate policy space to employ fuel, distant water fisheries, infrastructure and various ‘green light’ subsidies. While the notion of results based management has been devoted recent attention in the context of reforming European fisheries management, it remains unclear what it entails. A conceptual model of results based management in fisheries is proposed as a way for public authorities to delegate specific management and documentation responsibilities to resource users. The model comprises three defining features: (1) That authorities define measurable objectives for the utilization of fisheries resources; (2) that resource users are made responsible for achieving these objectives and for (3) providing documentation that allows for an audit of the extent to which they are met. Selected cases are used to illustrate these features. Rationales and prospects of introducing results based management as an alternative in a European fisheries management context are discussed, giving consideration to how it may be pursued under the reformed common fisheries policy. 相似文献

Over the last several years, significant regulatory changes related to Pacific halibut Hippoglossus stenolepis have occurred in the for-hire recreational charter boat fishing sector in Alaska. In addition to limited entry restrictions and adoption of a catch sharing plan that provides a formal means of determining allocation between the commercial and charter boat fishing sectors, more restrictive harvest regulations were placed on anglers fishing from charter boats. This article provides insights into how the value anglers place on charter boat fishing is affected by these regulations, principally bag and size limits. Such information is helpful in assessing the trade-offs in economic benefits associated with different regulatory tools used to manage angler harvest levels. Stated preference choice experiment data from a 2012 survey are analyzed using a panel rank-ordered mixed logit model to estimate the economic value, or willingness to pay (WTP), non-resident anglers place on saltwater charter boat fishing trips in Alaska and to assess how changes in characteristics of fishing trips, particularly harvest restrictions related to Pacific halibut, affect this value. The model specification accounts for a wide array of size and bag limit restrictions that have been recently implemented or are under consideration by Pacific halibut fishery managers. The results indicate that very strict harvest restrictions have the effect of driving WTP to zero, while allowing at least one (potentially) large fish to be caught is valuable to anglers. The results also suggest that WTP for fishing trips with bag limits that allow two or more fish to be harvested with no size restrictions on the first fish harvested are not statistically different from the value for trips for larger bag limits or for the case where all the fish in the limit can be any size. This suggests that fishery managers can restrict the size of the second fish in a two-fish bag limit and still maintain economic values for fishing trips. 相似文献

Despite the fact that Sustainable Fisheries Management (SFM) has long been proposed internationally, it remains controversial. Practical and successful applications are scarce, especially in developing countries with a recent history of massive overfishing, such as Mexico. Although SFM has been adopted at the highest level of the Mexican legal framework during the last two decades, its successful implementation still faces a series of complex challenges. At present, important changes in the Mexican political regime are at a breaking point, motivating the academic discussion about the national implications of adopting SFM approaches. Through the analysis of a series of deep interviews of key actors, combined with published material, the article illustrates how the fast-track adoption of SFM approaches has fared in a national fisheries context, the current situation being largely dysfunctional with regard to the challenges of SFM. A complicated mixture between unbeaten management and academic vestiges caused the present circumstances of an enhanced but limited fisheries system. The article proposes academic initiatives required to improve the implementation of SFM in Mexico based on an enhanced understanding of domestic historic conditions and challenges. 相似文献

Measuring and forecasting recruitment are central to the understanding and management of fish stocks. Kainge et al. (2013) studied the effect of spawning stock size and environmental fluctuations on the recruitment levels of the Cape hake Merluccius capensis in Namibia. However, their study contains some flaws that undermine the conclusion that Cape hake recruitment is under the influence of upwelling in summer. We present 10Be exposure ages from moraines in the Delta River Valley, a reference locality for Pleistocene glaciation in the northern Alaska Range. The ages are from material deposited during the Delta and Donnelly glaciations, which have been correlated with MIS 6 and 2, respectively. 10Be chronology indicates that at least part of the Delta moraine stabilized during MIS 4/3, and that the Donnelly moraine stabilized ∼ 17 ka. These ages correlate with other dates from the Alaska Range and other regions in Alaska, suggesting synchronicity across Beringia during pulses of late Pleistocene glaciation. Several sample types were collected: boulders, single clasts, and gravel samples (amalgamated small clasts) from around boulders as well as from surfaces devoid of boulders. Comparing 10Be ages of these sample types reveals the influence of pre/post-depositional processes, including boulder erosion, boulder exhumation, and moraine surface lowering. These processes occur continuously but seem to accelerate during and immediately after successive glacial episodes. The result is a multi-peak age distribution indicating that once a moraine persists through subsequent glaciations the chronological significance of cosmogenic ages derived from samples collected on that moraine diminishes significantly. Geomorphic, stratigraphic, geotechnical, and biogeographic evidence indicate that failure of a Pleistocene ice dam between 15.5 and 26 ka generated a megaflood from Glacial Lake Atna down the Matanuska Valley. While it has long been recognized that Lake Atna occupied ≥ 9000 km2 of south-central Alaska's Copper River Basin, little attention has focused on the lake's discharge locations and behaviors. Digital elevation model and geomorphic analyses suggest that progressive lowering of the lake level by decanting over spillways exposed during glacial retreat led to sequential discharges down the Matanuska, Susitna, Tok, and Copper river valleys. Lake Atna's size, ∼ 50 ka duration, and sequential connection to four major drainages likely made it a regionally important late Pleistocene freshwater refugium. We estimate a catastrophic Matanuska megaflood would have released 500–1400 km3 at a maximum rate of ≥ 3 × 106 m3 s− 1. Volumes for the other outlets ranged from 200 to 2600 km3 and estimated maximum discharges ranged from 0.8 to 11.3 × 106 m3 s− 1, making Lake Atna a serial generator of some of the largest known freshwater megafloods. 相似文献

An AMS radiocarbon-dated pollen record from a peat deposit on Mitkof Island, southeastern Alaska provides a vegetation history spanning ∼12,900 cal yr BP to the present. Late Wisconsin glaciers covered the entire island; deglaciation occurred > 15,400 cal yr BP. The earliest known vegetation to develop on the island (∼12,900 cal yr BP) was pine woodland (Pinus contorta) with alder (Alnus), sedges (Cyperaceae) and ferns (Polypodiaceae type). By ∼12,240 cal yr BP, Sitka spruce (Picea sitchensis) began to colonize the island while pine woodland declined. By ∼11,200 cal yr BP, mountain hemlock (Tsuga mertensiana) began to spread across the island. Sitka spruce-mountain hemlock forests dominated the lowland landscapes of the island until ∼10,180 cal yr BP, when western hemlock (Tsuga heterophylla) began to colonize, and soon became the dominant tree species. Rising percentages of pine, sedge, and sphagnum after ∼7100 cal yr BP may reflect an expansion of peat bog habitats as regional climate began to shift to cooler, wetter conditions. A decline in alders at that time suggests that coastal forests had spread into the island's uplands, replacing large areas of alder thickets. The global fisheries sector has undergone both rapid industrialization and considerable resource depletion. Unlike fisheries in the Northern Hemisphere, the Indonesian (and indeed Southeast Asian) sector is still largely dominated by small-scale producers, who are partially embedded within a subsistence economy. Changes in the nature of production and livelihoods in the fisheries sector appear similar to those in land-based agriculture but have received far less attention in the literature and demand further analysis given the distinct characteristics of the natural resource base. Using national datasets complemented by insights from a two-month period of fieldwork in South Sulawesi, this paper presents the process of capital intensification underpinning national fisheries growth and how it is transforming small-scale production systems. Despite increasing market integration, we found that smallholders have persisted across coastal production systems to an even stronger degree than land-based agriculture. We suggest some reasons why this is so. However, we also observed evidence of internal class differentiation within coastal communities. Such differentiation, combined with resource degradation and depletion, exposes the poorest in the community to enhanced livelihood vulnerability. 相似文献
