Open space of metropolitan suburbs in mountain region, has been increasingly becoming the coupling mosaic structure of industrial actions and landscape behaviors. However, the local governments, when making land use planning, often aim at economic development, and rarely refer to the coordination of compatibilities and conflicts between industrial actions and landscape behaviors in the mosaic structure. In this study land use in the Jinyun Mountain and its surrounding area, Chongqing is adjusted by gray multi-objective programming approach and local-level decision-making process to cope with conflicts between objectives for human welfare and objectives for landscape conservation. The results indicate that: 1) the compatibilities and conflicts among different behavior characters and different landscape types result in the compatibilities of landscape to human behavior; 2) a land use planning in the study area is produced based on the sustainable land use and social-eco development, which pays more attention to the resources and environment constraints and economic objectives, and follows the distribution law of rare resources; 3) in the study area, cultivated land of 1,207.27 ha can meet the demands for food and byproducts by the residents there, orchard land and forestland of 632.55 ha, 2,276.61 ha, respectively can provide enough spaee for the local people to improve their living structure and meet their demands for reereational activities, and urban residential land, rural residential land, mining land and transportation land of 1107.60 ha, 120.27 ha, 162.48 ha, 100.91 ha, respeetively can satisfy the resident's eeonomie development and infrastructures; 4) the equilibrium among industrial actions, landscape accessibility and ecological conservation can be obtained by analyzing the possible impaets of human activities on landscape eeologieal proeess in open spaee of metropolitan suburbs in mountain areas.  相似文献

China's national emissions trading scheme (ETS) is expected to be operational in 2017. Effectively addressing regional disparities at the provincial level in allowance allocation will greatly affect the acceptance of the allocation approach and thus deserves careful consideration. This article aims to explore possible approaches for addressing regional disparities, by introducing regional adjustment factors (RAF) in free allowance allocation. Based on the principle of ‘national unified rules?+?stricter adjustment by provincial authorities’, four single factorial and three multi-factorial methods are proposed to calculate the RAFs, through a normalization process. These methods are associated with the most acknowledged factors dealing with regional disparities, including per-capita GDP; per-capita CO2 emissions; industrial sector contribution to GDP; economy-wide emissions control targets and CO2 emissions per unit GDP, per unit power and heat output and per unit industrial added value. A comparative analysis is made for the seven methods, in regard to value distribution and level of matching regional political demand.

Key policy insights
  • ‘Allowing stricter regional adjustment’ represents a dominant feature for China's national ETS, which aims to address regional disparities and government demands.

  • How the adjustment plan is designed will have a major influence on the operation of the national ETS and regional business competitiveness. Provincial governments need to consider the trade-off between auction revenue and local business competitiveness.

  • Applying the different methods leads to more scattered results for some regions, for whom the choice of adjustment approach will therefore have a greater impact.

  • Based on the analysis, four adjustment methods that generate similar results – the per-capita GDP-based method, the intensity reduction target-based method, the 12th FYP target-based method and intensity-based grandfathering – are recommended for most provincial-level regions, with some exceptions.

随着水资源短缺程度的加剧,可交易水权制度逐渐成为当今世界水资源管理制度发展的新方向.水资源初始产权是水资源管理的基础和前提.在干旱区内陆河流域,产权初始配置要在生态环境可持续的前提下,坚持公平、效益相结合的分配目标和配置原则.通过建立初始水权配置指标体系,对黑河流域进行实地问卷调查,在此基础上对用户调查结果进行专家判断修正,应用层次分析法研究了各分配指标的权重分布.以黑河流域张掖地区为例的界定结果表明,除上游的肃南县和山丹县外,其余各县市的实际用水量都超过了各自界定的初始水权,这种差别为水资源产权交易管理提供了现实依据,为开展流域上游的生态保护补偿提供了理论基础.  相似文献

According to the present situation and problems of land use in Huanghua, this article determines the objectives of optimal allocation of land resources. As the basis of gray linear programming approach, we create gray linear programming model and set decision variables. By constructing the objective function and collection of constraint equations in which the main constraints is water resources, we obtain the program of optimal allocation of land resources under different constraints of water resources. The optimal result is analyzed to the present situation and planning of land use, to study feasibility of the program and the effectiveness in the decision of sustainable use of water -soil resources  相似文献

自20世纪50年代以来,在区域水文地质调查、专项水文地质勘查、地下水资源量与地下水环境调查评价等几个大的方面,取得了丰硕的水工环地质成果。水文地质勘查方面先后完成了综合地质水文地质调查与编图工作、地下水资源评价、供水水源地勘查评价、以及专项地下水资源试验研究工作。地质灾害调查、预警与防治主要进行了山东省县级地质灾害调查、矿山地质灾害、环境调查、防灾减灾、预报预警研究工作。农业地质完成了山东省黄河下游流域生态地球化学调查、种植区特色农业地质调查等项目,山东省城市地质调查工作开展了济南、潍坊、枣庄、东营、青岛、烟台等城市地质调查工作。加大中大比例尺区域水工环调查工作、水工环工作成果的转化和水工环地质信息系统建设,更好的满足区域性国家战略规划的需求。深入落实“蓝黄”两大战略、加快省会城市经济圈及重要经济区带发展、全面建设“生态山东”提供基础支撑,已成为山东省水工环地质工作的主要任务。  相似文献

In response to recommendations made by a recent performance review, the Indian Ocean Tuna Commission (IOTC) is attempting to develop a quota allocation system (QAS) for management of the tuna and tuna-like species of the Indian Ocean. As “first-movers” in the process, Indonesia, the Seychelles, the European Union, Iran, and the Republic of Korea made contrasting proposals to the IOTC in March 2011 on possible QAS form and structure. Structure (the factors to be taken into account in determining allocation) is critical as it will determine on a long term basis the share accruing to each IOTC member state of the estimated USD 2-3 billion worth of tuna caught in the Indian Ocean each year. This article records and discusses the content of these first steps towards QAS formulation by placing them in the context of rights-based management as applied to the offshore areas falling under tuna RFMO management. The options proposed in March (which the IOTC is still considering) all have a similar architecture but result in sharply divergent allocation outcomes. Despite the sophistication of some of the proposals, the recent IOTC review suggests that the regulatory and management capacity of the IOTC does not match the science and enforcement requirements appropriate to these recent proposals. Perhaps efforts to improve IOTC performance need to be made in parallel with discussions on QAS definition and implementation. To further advance the debate and also concretely demonstrate likely economic outcomes, the article provides indicative monetary valuations of quota allocations proposed. In developing countries, land productivity involves little market, where the agricultural land use is mainly determined by the food demands as well as the land suitability. The land use pattern will not ensure everywhere enough land for certain cropping if spatial allocation just according to land use suitability. To solve this problem, a subzone and a pre-allocation for each land use are added in spatial allocation module, and land use suitability and area optimization module are incorporated to constitute a whole agricultural land use optimal allocation (ALUOA) system. The system is developed on the platform .Net 2005 using ArcGIS Engine (version 9.2) and C# language, and is tested and validated in Yili watershed of Xinjiang Region on the newly reclaimed area. In the case study, with the help of soil data obtained from 69 points sampled in the fieldwork in 2008, main river data supplied by the Department of Water Resources of Xinjiang Uygur Autonomous Region in China, and temperature data provided by Data Center for Resources and Environmental Sciences, Chinese Academy of Sciences, land use suitability on eight common crops are evaluated one by one using linear weighted summation method in the land use suitability model. The linear programming (LP) model in area optimization model succeeds to give out land area target of each crop under three scenarios. At last, the land use targets are allotted in space both with a six subzone file and without a subzone file. The results show that the land use maps with a subzone not only ensure every part has enough land for every crop, but also gives a more fragmental land use pattern, with about 87.99% and 135.92% more patches than the one without, while at the expense of loss between 15.30% and 19.53% in the overall suitability at the same time.  相似文献

The Kungurian-Capitanian ( Permian) Zhesi branchiopod fauna is mainly composed of cold-water typed taxa with high diversity and abundance. This fauna is similar with the coeval brachiopod faunas from Timan-Pechora,Svalbard,and Queen Elizabeth Islands of the Boreal Realm,with no real"warm-water"species. Zhesi brachiopod fauna is a cold-water fauna and should be assigned to the Boreal Realm. Considering the paleogeographic characteristics of this fauna and the basic rationale of paleobiogeographic provinces being controlled by latitude-temperate,and that the above areas were located at 50°N 70°N in the global paleoclimate reconstruction map compiled by Boucot et al. ,the paleo-latitude of the southern margin of Jiamusi-Mongolia Block,where developed the Zhesi brachiopod fauna,is suggested ranging from 40°N to 60°N. Zhesi brachiopod fauna is an endemic fauna,containing more than 75% endemic species and self-grouped as a biogeographic province,termed Inner Mongolia Province. These characteristics indicate that this area was closed or semiclosed at that time. On the Jiamusi-Mongolia Block,the Herlen-Jiamusi Old-land as an obvious "continental barrier"hindered the northward migration of the Zhesi brachiopod fauna and the immigration of brachiopod species from other areas. The Tarim plate has collided with the Kazakhstan plate and the western part of South Tianshan-Beishan-Xar Moron Ocean has been closed. At the same time,the western margin of Jiamusi-Mongolia Block was joined with the Tarim plate. The Xar Moron Ocean in south of Jiamusi-Mongolia Block was wide enough and the ocean temperature rose gradually southward,so that it is not suitable for the cold-water brachiopods to survive and thrive on the northern margin of the North China plate. Thus,the ocean with large width and high temperature formed another natural barrier for the southward migration of the cold-water brachiopods.  相似文献
