基于GIS的山地林道网优化配置系统

应用系统选择永安元沙国有林业采育场的部分林班为示范,建立森林资源空间数据库.以ARC/INFO为开发平台,以山地林道网理论为指导,应用G IS技术、DBMS技术与数学规划集成技术,使用AML语言进行二次开发设计山地林道网优化配置系统,实现计算机辅助林道网配置,提高决策的科学性。     

The political geography of religion: historical state-church relations in Europe and recent challenges

Historical processes of state formation and nation building are crucial for an understanding of the geography of religions and churches in Europe. Each country has developed its own model of state-church relations, giving rise to a ‘bewildering variety’ as Grace Davie aptly remarks. The aim of this paper is to bring some order to this variety by developing a framework for the comparative study of church-state relations based on Stein Rokkan’s famous conceptual map and recent extensions of it to Central and Eastern Europe by John Madeley. According to that framework Europe has been divided into three mono-confessional (Roman Catholic, Lutheran, and Eastern Orthodox) blocs and two multi-confessional culture belts from Northwest to Southeast, and from Northeast to Southeast. This historical pattern has been challenged by secularisation, which started with the Enlightenment and the French Revolution (Western Europe) and the Russian Revolution (Eastern Europe until the velvet revolutions of 1989/1991) and then became widespread after the ‘cultural revolutions’ of the 1960s. A second challenge has to do with globalisation and its consequences, such as massive immigration and the rise of immigrant religions, and in general deterritorialisation, which means the disembeddedness of religion from its national territory. A third challenge concerns reterritorialisation at other (supranational, regional, transnational, and local) scales, of which the new territorial order of the European Union seems to be the most important. Finally, this paper serves as an introduction to the case studies on church-state relations in this special issue.     

绿色建筑的内涵及其发展的若干思考

随着我国城市化进程的快速推进,大规模的人居环境建设使我国的资源与环境面临巨大的挑战,发展绿色建筑已经成为可持续发展的重大战略问题.文章从可持续发展的角度,指出了绿色建筑的内涵与特征,并归纳了绿色建筑与一般建筑的区别.在此基础上,提出了发展绿色建筑的具体对策.     

Potential of High-Resolution Satellite Data in the Context of Vulnerability of Buildings

High-resolution space-borne remote sensing data are investigated for their potential to extract relevant parameters for a vulnerability analysis of buildings in European countries. For an evaluation of large earthquake scenarios, the number of parameters in models for vulnerability is reduced to a minimum of relevant information such as the type of building (age, material, number of storeys) and the geological and spatial context. Building-related parameters can be derived from remote sensing data either directly (e.g. height) or indirectly based on the recognition of the urban structure type in which the buildings are located. With the potential of a fully- or semi-automatic inventory of the buildings and their parameters, high-resolution satellite data and techniques for their processing are a useful supporting tool for the assessment of vulnerability.     

领导人才资源开发经营的实践与思考

人才资源是第一资源，谁拥有人才优势，谁就能抢占事业发展的制高点，因此，对人才资源开发与经营的效益要远远大于对其他资源开发的效益。对山西省气象局近几年来领导人才资源开发与经营的实践进行了详细的探讨和总结，指出领导人才资源开发与经营的基础环节是造拔优势年轻人才，中介环节是创新人才选拔机制，关键环节是优化配置人才资源。     

某既有建筑物改造工程地基加固质量的综合检测

随着既有建筑物的增层改造工程的发展和技术的日益成熟 ,为了提高原有建筑物地基土强度和变形能力 ,对其基础加固处理也愈加频繁。如何准确有效地评价其地基加固质量及其空间变化的均匀性是关系此类工程安全可靠的重要保证。本文以某一工程为例 ,讨论既有建筑物增层改造工程的地基加固质量的检测和综合评价方法。该建筑物建于 5 0年代 ,原设计为 5层 ,现增层为 6层 ,采用高压注浆方法进行地基加固处理.     

东昆仑东段中更新世以来的成山作用及其动力转换

对东昆仑造山带东段第四纪构造及与地貌关系的分析表明，现代山盆相间的地貌格局成型于中更新世，且在中更新世以来发生了多次构造变形体制的转换。根据布青山北部查干额热格地区第四系剖面的构造、地层时代及地层与构造关系的分析表明，中更新世时期为伸展构造体制，昆仑山内部开始发生了差异隆升，布青山开始崛起。中更新世末应力体制发生急剧变化，由伸展体制转为收缩事件，又急速转为伸展构造体系，短暂的收缩事件造成了中更新世冲洪积层的褶皱，随后的伸展则导致了影响深刻的向北依次断落的阶地状正断层系统。晚更新世应力体系再度发生重大转换，伸展正断层体系被左旋走滑运动体系所代替，并一直延续至今。中更新世以来多次隆升构造变形体制的转换说明东昆仑地区的成山过程受控于多种动力背景，而非单一的挤压抬升。隆升构造变形体系的确定及其时代约束为深入刻划青藏高原东北缘隆升作用的动力过程提供了重要信息。     

隔震及超高层建筑的地震反应观测

2001年5月24日和6月20日分别发生了宜良4.2级和呈南3.6级两次地震，架设在云南省抗震培训中心隔震大楼和昆明佳华广场的结构强震观测台阵记录了这两栋建筑物对这两次地震反应。本介绍了获取的记录，并分析了两栋建筑物的地震反应情况。     

Recent developments in seismically isolated buildings in Japan

The Building Standard Law of Japan and related Enforcement Order and Notifications have been substantially revised since the year 2000 to introduce a performance-based regulatory and deregulation system for building control systems. Up to then, time-history analyses were mandatory for isolated buildings and had to be specially approved by the Minster of the Ministry of Construction (MOC). Simplified design procedures based on the equivalent linear method for seismically isolated buildings have been issued as “Notification 2009 — Structural calculation procedure for buildings with seismic isolation” from MOC, and are now integrated into the Ministry of Land, Infrastructure, and Transportation (MLIT). Along with Notification 2009, “Notification 1446 of year 2000 — Standard for specifications and test methods for seismic isolation devices” was also issued. Buildings with heights equal to or less than 60m and that are designed according to these Notifications, including base isolated buildings, only need approval from local building officials, and no longer require the special approval of the Minister of MLIT. This paper summarizes: 1) some statistics related to buildings with seismic isolation completed up to the end of 2001; 2) simplified design procedures required by Notification 2009 of year 2000; and 3) performance of seismic isolation devices required by Notification 1446 of year 2000.
