Although a global cap-and-trade system is seen by many researchers as the most cost-efficient solution to reduce greenhouse gas (GHG) emissions, the governments of developing countries refuse to enter into such a system in the short term. Many scholars and stakeholders, including the European Commission, have thus proposed various types of commitments for developing countries that appear less stringent, such as sectoral approaches. A macroeconomic assessment of such a sectoral approach is provided for developing countries. Two policy scenarios in particular are assessed, in which developed countries continue with Kyoto-type absolute commitments, while developing countries adopt an emissions trading system limited to electricity generation and linked to developed countries' cap-and-trade systems. In the first scenario, CO2 allowances are auctioned by the government, which distributes its revenues as a lump sum to households. In a second scenario, the auction revenues are used to reduce taxes on, or to give subsidies to, electricity generation. The quantitative analysis, conducted with a hybrid general equilibrium model, shows that such options provide almost as much emissions reduction as a global cap-and-trade system. The behaviour of an instrumented unstable slope in a profile of weathered overconsolidated clay has been analysed. Available
field investigation data and laboratory tests were integrated in a coupled hydromechanical model of the slope. Particular
attention was given to the unsaturated soil conditions above the water table and to the influence of the rainfall record.
Recorded pore-water pressures helped to identify the hydrogeological conditions of the slope. The coupled model was used to
compute slope deformations and the variation of safety with time. Actual rainfall records were also integrated into the analysis.
Comparison of measurements and calculations illustrate the nature of the slope instability and the complex relationships between
mechanical and hydraulic factors.

Examples of situations are presented where the grading of a soil changes during its lifetime either by crushing of particles
leading to an increase of fine material or by slow transport of fine particles with seepage leading to a decrease of fine
material. Such grading changes influence the basic constitutive properties of the soil, in particular properties such as critical
states which are dependent on the available range of densities of packing. Discrete element modelling is used to show the
dependence of critical state conditions on grading and the way in which the particle assembly seeks out new critical state

Upon completion, China’s national emissions trading scheme (C-ETS) will be the largest carbon market in the world. Recent research has evaluated China’s seven pilot ETSs launched from 2013 on, and academic literature on design aspects of the C-ETS abounds. Yet little is known about the specific details of the upcoming C-ETS. This article combines currently understood details of China’s national carbon market with lessons learned in the pilot schemes as well as from the academic literature. Key policy insights
Accurate emissions data is paramount for both design and implementation, and its availability dictates the scope of the C-ETS.
The stakeholder consultative process is critical for effective design, and China is able to build on its extensive experience through the pilot ETSs.
Current policies and positions on intensity targets and Clean Development Mechanism (CDM) credits constrain the market design of the C-ETS.
Most critical is the nature of the cap. The currently discussed rate-based cap with ex post adjustment is risky. Instead, an absolute, mass-based emissions cap coupled with the conditional use of permits would allow China to maintain flexibility in the carbon market while ensuring a limit on CO2 emissions.
Summary A review is presented of conceptual approaches that are currently in use for interpreting the operation of reinforced soil.
The concepts of enhanced confining pressure and of reduced normal tensile strains are found to be closely related to current
experimental and theoretical investigations as well as to the design methodologies available at present for reinforced soil
applications. Focusing on the enhanced confining pressure concept, analytical expressions are developed that allow the estimation
of the value of equivalent confining stress increase when the properties of soil and reinforcement and the state of stresses
acting on a cylindrical reinforced soil element are known. The derived expressions can also be utilized for estimating the
soil-reinforcement friction angle from the results of triaxial tests on cylindrical samples reinforced with horizontal layers
