Climate change impacts increase pressure on challenges to sustainability and the developmental needs of cities. Conventional, “hard” adaptation measures are often associated with high costs, inflexibility and conflicting interests related to the dense urban fabric, and ecosystem-based adaptation (EbA) has emerged as a potentially cost-efficient, comprehensive, and multifunctional approach. This paper reviews and systematises research on urban EbA. We propose an analytical framework that draws on theory from ecosystem services, climate change adaptation and sustainability science. It conceptualises EbA in terms of five linked components: ecological structures, ecological functions, adaptation benefits, valuation, and ecosystem management practices.Our review identified 110 articles, reporting on 112 cities, and analysed them using both quantitative statistical and qualitative content analysis. We found that EbA research in an urban context is fragmented due to different disciplinary approaches and concepts. Most articles focus on heat or flooding, and the most studied ecological structures for reducing the risk of such hazards are green space, wetlands, trees and parks. EbA is usually evaluated in bio-geophysical terms and the use of economic or social valuations are rare. While most articles do not mention specific practices for managing ecological structures, those that do imply that urban EbA strategies are increasingly being integrated into institutional structures. Few articles considered issues of equity or stakeholder participation in EbA.We identified the following challenges for future EbA research. First, while the large amount of data generated by isolated case studies contributes to systems knowledge, there is a lack of systems perspectives that position EbA in relation to the wider socio-economic and bio-geophysical context. Second, normative and ethical aspects of EbA require more thought, such as who are the winners and losers, especially in relation to processes that put people at risk from climate-related hazards. Third, there is room for more forward-looking EbA research, including consideration of future scenarios, experimentation in the creation of new ecological structures and the role of EbA in transformative adaptation. 相似文献

Modelling complex systems of heterogeneous agents to better design sustainability transitions policy
This article proposes a fundamental methodological shift in the modelling of policy interventions for sustainability transitions in order to account for complexity (e.g. self-reinforcing mechanisms, such as technology lock-ins, arising from multi-agent interactions) and agent heterogeneity (e.g. differences in consumer and investment behaviour arising from income stratification). We first characterise the uncertainty faced by climate policy-makers and its implications for investment decision-makers. We then identify five shortcomings in the equilibrium and optimisation-based approaches most frequently used to inform sustainability policy: (i) their normative, optimisation-based nature, (ii) their unrealistic reliance on the full-rationality of agents, (iii) their inability to account for mutual influences among agents (multi-agent interactions) and capture related self-reinforcing (positive feedback) processes, (iv) their inability to represent multiple solutions and path-dependency, and (v) their inability to properly account for agent heterogeneity. The aim of this article is to introduce an alternative modelling approach based on complexity dynamics and agent heterogeneity, and explore its use in four key areas of sustainability policy, namely (1) technology adoption and diffusion, (2) macroeconomic impacts of low-carbon policies, (3) interactions between the socio-economic system and the natural environment, and (4) the anticipation of policy outcomes. The practical relevance of the proposed methodology is subsequently discussed by reference to four specific applications relating to each of the above areas: the diffusion of transport technology, the impact of low-carbon investment on income and employment, the management of cascading uncertainties, and the cross-sectoral impact of biofuels policies. In conclusion, the article calls for a fundamental methodological shift aligning the modelling of the socio-economic system with that of the climatic system, for a combined and realistic understanding of the impact of sustainability policies. 相似文献

Traditionally, propeller design has been focused on all activities necessary to obtain a propeller featuring a high efficiency, avoiding erosive cavitation for given operating conditions and having adequate structural strength. In recent years, more and more challenging requirements have been imposed, such as the reduction of radiated noise and pressures pulses, requiring more precise analyses and methods in the optimization of the propeller performance. On the other hand, the evaluation of the propeller strength still relies on simplified methods, which basically consider the blade as a cantilever beam subjected to characteristic static forces. Since the loads acting on a blade are variable in the blade revolution and in different operating conditions throughout the ship life, a procedure to account for the influence of fatigue phenomena is proposed. Research reveals that disasters are disproportionately debilitating for marginalized social groups. Numerous studies have examined racial/ethnic dimensions of disaster vulnerability, but few have focused on Hispanic immigrants. More research on Hispanic immigrants is needed, since they constitute a major component of the Hispanic population—the largest and fastest‐growing minority group in the U.S.—and because they experience distinctive cultural and immigration status disadvantages. We examine the flood/hurricane vulnerabilities of Hispanic immigrants in comparison to U.S.–born Hispanics and non‐Hispanic whites. Using mixed methods to analyze data from 429 surveys and 31 interviews with residents living in flood zones, we examine differences in self‐protective action, risk perception, and hazard knowledge between the three groups in Houston and Miami. Hispanic immigrants exhibited lower levels of self‐protection and hazard knowledge, and higher perceptions of risk, which reflects their heightened vulnerability. Risk‐reduction programs should target the particular vulnerabilities of Hispanic immigrants, and future studies should examine their vulnerabilities in other contexts. 相似文献

To assess the impact of pile driving on adjacent submarine pipelines during the reconstruction of a pier berth, the local damage model of submarine pipelines is established to explore the safety thresholds of the particle peak velocity and horizontal displacement. The results are analyzed and adjusted by the existing standards and the corresponding literatures. Then, a three-dimensional numerical model is presented to assess the feasibility of the construction of piles by the obtained safety limits, in which the nonlinear behavior of the soil and stress–seepage coupling analysis are considered. After the construction, the safety of submarine pipelines is rechecked by the measured value of the particle peak velocity and horizontal displacement. Meanwhile, the propagation law of vibration, the horizontal displacement of underground soil, and the pore pressure during pile driving are explored. The results indicate that the construction of piles of 2# mooring pier did not cause damage to adjacent submarine pipelines. 【目的】为快速评估单次过程冰雹强度和范围,及时为灾后的救援、勘察和保险核灾工作提供参考依据,【方法】本文利用贵州省2021-2023年间的141次冰雹过程的多普勒天气雷达资料和探空资料,结合降雹观测资料和灾害损失调查记录,在贵州山区防雹业务预报预警指标的框架下,通过历史资料回算的定性评估结果跟网格化处理后的降雹数据做一致性对比,选取冰雹强度精细化评估的影响结果覆盖94%以上的降雹观测点位置且收敛性较好的阈值作为单时次的识别指标确定的依据,采用加权时间积分方法建立冰雹过程评估模型,该模型能够对冰雹过程进行精细化评估得到1km空间分辨率的评估结果。【结果】为验证评估结果的准确性,选取了一次典型灾害开展无人机遥感调查,反演结果与评估结果作对比检验,25处冰雹受灾位置中有22处降雹区位于评估范围的重度区域内,3处降雹区位于评估结果对应的中度灾害范围内,调查情况与冰雹精细化评估的强度范围和分布一致。以六盘水市风雹灾害损失记录和冰雹影响面积区域评估数据作对比分析,结果表明三种不同冰雹强度的评估面积与直接经济损失数据的两两相关系数均达到0.8以上,在0.01的显著性水平下进行假设检验,具有显著正相关。【结论】检验结果说明该评估方法在冰雹区域强度评估中能够较好地反映实际受灾程度。 相似文献

网络结构韧性是城市空间组织未来发展的重要指向,是社会经济稳定性与恢复力的结构保障。论文借鉴复杂网络指标,构建城市网络结构韧性演化评价模型,以哈大城市带为例,对比分析多重城市网络结构韧性的演化特征。结果表明:① 多重城市网络层级性与匹配性存在分异,在层级性上,交通和金融网络趋于扁平,信息和创新网络趋于立体;在匹配性上,交通和创新网络分别表现为同配性与异配性且特征强化,金融和信息网络为异配性但特征削弱。② 网络结构韧性类型相对稳定,交通运输网络为“同配—核心边缘网络”,金融、信息与创新网络为“韧性网络”;韧性演化综合水平表现为创新合作网络>信息关联网络>0>金融联系网络>交通运输网络。③ 可以从整体结构、片区差异和要素流动三方面优化网络结构韧性演化水平。 相似文献
