振兴东北老工业基地是我国重大区域发展战略之一,其关键环节在于促使核心城市快速发展,发挥其对区域的带动作用。文章以哈尔滨市为例,分析了核心城市物流发展对推动东北老工业基地振兴的基础作用。在运用城市物流规划理论与方法、借鉴国内外经验的基础上,结合城市发展需要和现存问题,对哈尔滨市城市物流体系规划进行了探讨,为其他城市的物流规划提供了一定的思路和模式借鉴。

针对上一轮规划存在的问题,提出了新形势下开发土地利用规划编制信息系统的必要性和设计思路,尤其把环境影响评价引入规划编制的过程中,为土地优化配置、合理利用土地提供了决策依据。     

Predicting tsunami arrivals: Estimates and policy implications

Tsunami is one of a few kinds of natural disasters that leave people some time for escape. This escape time, which is essentially the time for the giant wave to propagate from the epicentre to a coast, has to be estimated without delay upon the occurrence of the incident. With the advancement of water wave theories, much work has been done to model the propagation of tsunamis from deep oceans to shallow water. The authors argue that while much emphasis has been put on the expansion of the high-tech early warning system and the development of complicated tsunami models, a simple-to-use yet accurate predictive model is still wanting. This paper presents a handy linear wave model, which is capable of estimating the arrival time of a tsunami with very good accuracy, as has been verified by comparison with past incidents. With the availability of such a simple model, even local communities without access to a high-tech warning system can readily estimate the time left for emergency evacuation.

Interrogating the ten-year transport plan

This paper presents an analysis of Transport 2010, the government's ten-year plan for transport. It develops discussions held by members of the RGS-IBG's Transport Geography Research Group (TGRG) in September 2000. It is argued that the plan marks something of a return to previous policies designed to accommodate increasing mobility.

近年来湖南省在地勘行业管理上开展了法规法制建设、规划计划编制、勘查秩序维护、勘查成果管理、勘查外部环境改善等方面的工作,“八五”后3年继续开展法制建设、勘查登记管理、勘查成果管理、建立行业统计系统、做好服务协调工作,推广改革经验等。     

Pre‐ and post‐test mathematical modelling of a plan‐asymmetric reinforced concrete frame building

Pre‐ and post‐test analyses of the structural response of a three‐storey asymmetric reinforced concrete frame building were performed, aimed at supporting test preparation and performance as well as studying mathematical modelling. The building was designed for gravity loads only. Full‐scale pseudo‐dynamic tests were performed in the ELSA laboratory in Ispra. In the paper the results of initial parametric studies, of the blind pre‐test predictions, and of the post‐test analysis are summarized. In all studies a simple mathematical model, with one‐component member models with concentrated plasticity was employed. The pre‐test analyses were performed using the CANNY program. After the test results became available, the mathematical model was improved using an approach based on a displacement‐controlled analysis. Basically, the same mathematical model was used as in pre‐test analyses, except that the values of some of the parameters were changed. The OpenSees program was employed. Fair agreement between the test and numerical results was obtained. The results prove that relatively simple mathematical models are able to adequately simulate the detailed seismic response of reinforced concrete frame structures to a known ground motion, provided that the input parameters are properly determined.
