This paper considers how farmers perceive and respond to climate change policy risks, and suggests that understanding these risk responses is as important as understanding responses to biophysical climate change impacts. Based on a survey of 162 farmers in California, we test three hypotheses regarding climate policy risk: (1) that perceived climate change risks will have a direct impact on farmer's responses to climate policy risks, (2) that previous climate change experiences will influence farmer's climate change perceptions and climate policy risk responses, and (3) that past experiences with environmental policies will more strongly affect a farmer's climate change beliefs, risks, and climate policy risk responses. Using a structural equation model we find support for all three hypotheses and furthermore show that farmers’ negative past policy experiences do not make them less likely to respond to climate policy risks through participation in a government incentive program. We discuss how future research and climate policies can be structured to garner greater agricultural participation. This work highlights that understanding climate policy risk responses and other social, economic and policy perspectives is a vital component of understanding climate change beliefs, risks and behaviors and should be more thoroughly considered in future work.  相似文献

Abstract

The well-established physical and mathematical principle of maximum entropy (ME), is used to explain the distributional and autocorrelation properties of hydrological processes, including the scaling behaviour both in state and in time. In this context, maximum entropy is interpreted as maximum uncertainty. The conditions used for the maximization of entropy are as simple as possible, i.e. that hydrological processes are non-negative with specified coefficients of variation (CV) and lag one autocorrelation. In this first part of the study, the marginal distributional properties of hydrological variables and the state scaling behaviour are investigated. Application of the ME principle under these very simple conditions results in the truncated normal distribution for small values of CV and in a nonexponential type (Pareto) distribution for high values of CV. In addition, the normal and the exponential distributions appear as limiting cases of these two distributions. Testing of these theoretical results with numerous hydrological data sets on several scales validates the applicability of the ME principle, thus emphasizing the dominance of uncertainty in hydrological processes. Both theoretical and empirical results show that the state scaling is only an approximation for the high return periods, which is merely valid when processes have high variation on small time scales. In other cases the normal distributional behaviour, which does not have state scaling properties, is a more appropriate approximation. Interestingly however, as discussed in the second part of the study, the normal distribution combined with positive autocorrelation of a process, results in time scaling behaviour due to the ME principle.  相似文献

Flood hazard and risk assessment was conducted to identify the priority areas in the southwest region of Bangladesh for flood mitigation. Simulation of flood flow through the Gorai and Arial Khan river system and its floodplains was done by using a hydrodynamic model. After model calibration and verification, the model was used to simulate the flood flow of 100‐year return period for a duration of four months. The maximum flooding depths at different locations in the rivers and floodplains were determined. The process in determining long flooding durations at every grid point in the hydrodynamic model is laborious and time‐consuming. Therefore the flood durations were determined by using satellite images of the observed flood in 1988, which has a return period close to 100 years. Flood hazard assessment was done considering flooding depth and duration. By dividing the study area into smaller land units for hazard assessment, the hazard index and the hazard factor for each land unit for depth and duration of flooding were determined. From the hazard factors of the land units, a flood hazard map, which indicates the locations of different categories of hazard zones, was developed. It was found that 54% of the study area was in the medium hazard zone, 26% in the higher hazard zone and 20% in the lower hazard zone. Due to lack of sufficient flood damage data, flood damage vulnerability is simply considered proportional to population density. The flood risk factor of each land unit was determined as the product of the flood hazard factor and the vulnerability factor. Knowing the flood risk factors for the land units, a flood risk map was developed based on the risk factors. 随着长江上游梯级水库的陆续建成投运,三峡水库的水文情势和功能需求与设计条件相比发生了显著变化,仍维持固定的汛限水位运行已不能适应新形势需求。本文通过辨析三峡水库设计阶段汛限水位的设置条件,挖掘流域洪水特性和洪水遭遇规律,论证三峡水库汛期运行水位动态控制的可行性。结果表明:① 三峡水库设计推求的汛限水位145 m的适用条件是应对流域性大洪水,而流域性洪水发生概率小且特征明显,可以通过水文水情分析提前预判。② 根据流域洪水类型、洪水分期和遭遇规律,预判发生区域性大洪水时,三峡水库6月初至梅雨期结束汛限水位按145 m设置,从梅雨期结束后逐渐提高水位,8月20日后过渡到155 m。③ 在考虑上游水库群联合调度和气象水文预报的配合下,正常年份三峡水库汛期运行水位可在155 m上下浮动,并考虑提前蓄水。④ 三峡水库汛期运行水位动态控制,不会增加防洪风险和库区淤积风险,对中下游江湖关系和水文情势有利,可显著提高发电、航运、生态保护和供水等综合利用效益。  相似文献

There is a need to study hazards faced by physically disabled people during earthquakes. A literature review showed the importance of occupant behavior as a factor that contributes to casualty during earthquakes. A survey questionnaire was used to study the behavioral responses of 33 disabled residents, none of whom sustained injury, during the Loma Prieta earthquake of 17 October 1989. An occupant risk analysis methodology was developed to study the sequence of activities of the disabled people. Severe restrictions in the physical capabilities of the respondents did not appear to increase their exposure to hazards. Overall, the physically disabled occupants did not think of themselves as vulnerable, and those who felt vulnerable initiated self-protective action in response to the hazards present in their immediate surroundings.  相似文献

Information on fatalities from lightning strikes has been extracted from a specially compiled database on natural hazards in Australia. Records dating from 1803–1991 indicate that at least 650 persons have been killed by lightning strikes. Maps and charts show the percentages of victims with respect to age, sex, locality, activity, and other circumstances of the strike. The majority of the 650 fatalities recorded have occurred along the more populous southeastern coast. The overall death rate, from 1910–1989, is 0.08 per 100 000 population. The annual number of lightning fatalities has decreased with time, from a death rate of 0.21 in 1910–1919 to 0.01 in 1980–1989. This trend is more pronounced when population figures are taken into account. The group that has been most at risk in Australia is that of males aged 15–19, followed by males aged 20–34. The male:female ratio of victims has decreased with time but is not approaching equality, being 11.6 in 1910–1919 and 5.3 in 1980–1989. The diurnal and monthly occurrences of lightning fatalities peak at 12.00–18.00 hours and November-February respectively. About 86% of fatalities have occurred outdoors and 14% have occurred indoors. Approximately three-fifths of fatalities have been work-related, and the group of workers that has traditionally been most at risk is that of land-workers. Approximately one-fifth of fatalities have been recreation-related, although this proportion has been increasing with time. The recreational activities of water sports, golf, and cricket have had the greatest number of lightning fatalities. Comparisons are made between these data and the results of other similar studies, both in Australia and overseas.  相似文献

南水北调中线工程输水总干渠上需建数以百计的河渠交叉建筑物。总干渠经过地区为暴雨多发区,只要其中任一座遭遇特大洪水而失事,干渠供水将会受到影响。对这些交叉建筑物进行水毁风险分析,是此项工程规划、设计和运行管理的供输水风险评价和可靠度分析必不可少的组成部分。主要从水文风险要素的辨识入手,采用概率组合法,建立了整个总干渠洪水水毁风险计算的框架,并提出了二维复合事件的风险计算模型。所建模型巧妙地解决了各交  相似文献

Conventional design practice aims at obtaining optimal estimates of floods with specified exceedance probabilities. Such estimates are, however, known on the average to be exceeded more frequently than expected. Alternatively, methods focusing on the expected exceedance probability can be used. Two different methods are considered here; the first is based on the sample distribution of true exceedance probabilities. The second is a Bayesian analogue using the likelihood function and a noninformative prior to describe the variability of exceedance probabilities. Appropriate analytical solutions are presented in both cases using the partial duration series approach.  相似文献
