This article examines how financial institutions, such as pension funds and insurance companies, have interpreted and used UN-issued climate change management policies. A critical discourse approach is used to analyse material issued by the United Nations Framework Convention on Climate Change, the World Bank Group and some business and investment consultancies, with interview data supplementing the document analysis. It is argued that although policymakers and business consultants have been eager to appropriate the discourses of financial services, they have not produced guidance on how the outputs of climate science might best be used to allocate managed capital. In terms of outcomes, financial services remain on the periphery of policy implementation, attention has been deflected from the emitters of greenhouse gases, and policy objectives have been frustrated. This article uses a case-study approach to investigate the challenges of protected area (PA) management for Huascaran National Park in the Peruvian Andes. The park is analyzed by situating the timing of establishment of the park boundaries within the context of two historical Peruvian events: agrarian reform (1969) and an earthquake (1970). Interviews and narratives from community members and stakeholders associated with park delimitation and management were used for the study. Analysis of narratives revealed that the establishment of park boundaries, the legal definition used for the park, and land use restrictions contribute to diminished support for the park from surrounding communities. Community and national institutions negotiate the spatial boundary of conservation in Huascaran National Park while engaging with historical narratives that invoke environmental constraints and acts of resistance. 相似文献

Over its 17 years, the UN's Global Environment Facility (GEF) has allocated US $7.5 billion intended to develop and implement scientifically and socially credible solutions to key global environmental problems such as climate change, biological diversity loss and degradation of transboundary aquatic systems. We studied 906 GEF projects to analyse the challenges that it is facing in delivering solutions that are likely to be sustainable in the long-term. The research included desk reviews of relevant documents and follow-up interviews with a wide range of stakeholders. Some of the challenges the GEF faces are deeply rooted in temporal and spatial mismatches of scale between human economies and their environmental consequences and the strongly sectoral way current society is managed. We conclude that the GEF obtained impressive results for tackling problems of limited complexity and easily quantified benefits but progress is slower on more complex and less tangible problems impeding sustainable development. Potentially, the GEF could enable adaptive management through a ‘learning by doing’ process, transforming it into an innovative mechanism for delivering global benefits. Trans-nationally-scaled, multi-stakeholder, non-governmental product certification systems are emerging as important elements of neoliberal environmental governance. However, analysts question the extent to which they represent effective alternatives to the damaging impacts of neoliberalized, global production. They call for work examining the environmental politics arising in these new arenas of regulation, where social movements advocating environmental conservation and social justice interact with business interests in debates over how to use neoliberal tools to govern global commodity chains. This article examines The Forest Stewardship Council (FSC) process to revise tree plantation certification standards. First, it considers the political process surrounding standard-setting and argues that tensions between rigor, legitimacy, and acceptability restrain the political struggles over standards within voluntary, multi-stakeholder environmental governance organizations. It proffers findings at odds with the expectation that mainstreaming diminishes the rigor of social and environmental standards. Second, it speculates on the implications of this form of neoliberal environmental governance for promoting more sustainable productions of nature. The review process failed to adequately consider the role of plantation certification in strategies for natural forest conservation. Neither did it adequately consider vital questions of the appropriate scale and location of production, the community actors best suited to deliver both forest conservation and poverty alleviation, or the need to encourage reduced consumption. The reliance on a neoliberal framework and values limits the scope of action. These contradictions suggest that FSC certification is an important part of what needs to be a broader movement questioning current practices of environmentally damaging production and complicit, complacent, consumption. 相似文献

Groundwater is crucial for the livelihoods and food security of millions of people, and yet, knowledge formation in the field of groundwater has remained asymmetrical. While, scientific knowledge in the discipline (hydrology and hydrogeology) has advanced remarkably, relatively little is known about the socio-economic impacts and institutions that govern groundwater use. This paper therefore has two objectives. The first is to provide a balanced view of the plus and the down side of groundwater use, especially in agriculture. In doing so, examples are drawn from countries such as India, Pakistan, Bangladesh, China, Spain and Mexico—all of which make very intensive use of groundwater. Second, institutions and policies that influence groundwater use are analyzed in order to understand how groundwater is governed in these countries and whether successful models of governance could be replicated elsewhere. Finally, the authors argue that there is a need for a paradigm shift in the way groundwater is presently perceived and managed—from management to governance mode. In this attempt, a number of instruments such as direct regulation, indirect policy levers, livelihood adaptation and peoples participation will have to be deployed simultaneously in a quest for better governance.
