Fluctuating global commodity prices affect the livelihoods of millions of tropical farmers worldwide. In recent years, systemic oversupply of many tropical agricultural products, grown in countries such as Indonesia, has meant that agricultural incomes have continuously fallen below subsistence levels. Within an increasingly open global trade regime, along with the limited ability of governments to protect domestic farm prices, quality-informed product differentiation appears to offer an escape route from the trap of low commodity prices. However, ownership and governance of quality constructions are fundamental to determining who benefits from such differentiation. This paper examines the use of geographical identities as a specific tool for value-adding in agricultural produce, presenting the case of specialty coffee production in South Sulawesi, Indonesia. The potential for producer-driven geographical indications compete with corporate-driven quality constructions, where the latter are able to appropriate place-related quality associations by using trademarks, vertical integration and tightly coordinated supply chain controls. An emergent politic of quality governance and ownership in global commodity chains reveals the highly restricted institutional terrain within which growers of specialty coffee might attempt to retain a higher share of the economic rent associated with quality production.  相似文献

There has been a huge surge in interest in the preservation of Madagascar's forests in the past two decades, but despite the investment of hundreds of millions of dollars, the goal remains elusive. Recent legislation has given the government the authority to enter into contractual arrangements with communities for the management of the country's public forests, so it has become crucial to grapple with the significant challenges involved. This paper explores the enormity of the challenge of forest governance in Madagascar in an era of decentralization. By examining several forests in one part of the country, it reveals a dizzying range of forest types and forms of use and governance within a fairly small portion of the country. These examples make it apparent that the history of forest management in Madagascar constitutes a broad-ranging experiment with forest governance. Simply monitoring the dynamics of the forest canopy is a significant technical challenge. However, this pales in comparison to the difficulties inherent in explaining those dynamics and assessing the sustainability and equity of different management regimes. Of the forests considered in the study, those where the Malagasy state has partnered with international conservation and development organizations seem to stand out, both in terms of stabilized, or even growing, forest cover, as well as a balance of interests among users.  相似文献

Eastern Europe lacks cohesion partly arising from a history of ethnic tension. Ways are now being found to overcome historic conflicts over alternative political structures, as the enlargement of membership for European institutions requires greater equality of rights at the same time as support and security is extended. Thus while ethnicity, as a political, social and cultural entity, persists in Eastern Europe as an essential element at the local level, it is now being seen more positively as cultural diversity and thus more compatible with democracy and a positive asset to national well-being. Multi-ethnic states are proving to be viable and some of the most intractable inter-ethnic problems (linked with the Hungarian minorities) are being addressed constructively. Yet there are signs that the southern part of the region is being marginalised regarding foreign investment. Also there is unease that European values are not being embraced unconditionally in parts of the Balkans. Recent military intervention has created fresh problems, committing the West to continued economic and political support to strengthen its stance on democracy and minority rights. Ethnic minorities are facing increasing problems of social exclusion in Central and Eastern Europe. The complex nature of the transition from socialism means that the institutional framework to support them is still being established. Whilst non-governmental organisations (NGOs) have a crucial role to play in promoting a more inclusive society, through improving access to local democratic structures for otherwise excluded groups and acting as fora for improved community participation throughout the region, their development remains fraught with problems. Examination of the experiences of one such organisation, ETNO Agentura based in northern Slovakia, provides an insight into the problems and opportunities arising as community representatives work together to provide social support for ethnic minorities. The paper outlines key issues arising from the case of ETNO Agentura, including difficulty in gaining access to supporting finance and securing long term financial viability, the lack of institutional capacity of local authorities to become receptive to their views, and implicit socio-cultural barriers to ethnic minority representation in community participation processes. Developing a fuller understanding of these problems and the measures required to overcome them is a central part of establishing a more effective role for NGOs within post socialist societies. Delhi, the worlds' second most populous city, has experienced rapid, planned and unplanned expansion at the cost of its green cover in recent decades. In this study, we use satellite images from 1986, 1999 and 2010 to map changes in urban and green cover, assess the fragmentation of green spaces, and identify the drivers of change. We find that urban patterns of development have shaped the distribution and fragmentation of green spaces, with the city center containing more green spaces with less fragmentation compared to intermediate areas and the peri-urban periphery. Yet, the city core has also experienced the greatest degree of vegetation clearing and fragmentation over time due to infrastructural expansion, while the peri-urban periphery has shown an increase in vegetation and a decrease in fragmentation due to recent compensatory plantation in these peripheral areas. Forests, archaeological sites, and military and academic campuses have played a major role in protecting green cover and limiting fragmentation in the core and intermediate areas of the city. This research helps in advancing our understanding of the pattern–process relationship between urbanization and land cover change/fragmentation in India's largest city.  相似文献

Based on interviews with local government officials and a survey of 44 foreigninvested enterprises (FIEs), this article examines the significance of local formal institutions for intramunicipal location decisions of multinational enterprises (MNEs) and for network properties of their investments in Hangzhou, China. This study finds that local formal institutions, in terms of municipal district governments and development zone authorities, are a significant force influencing the location decisions of MNEs within Hangzhou. These local entities shape the intramunicipal location decisions of MNEs through three primary vehicles including financial incentives, industrial infrastructures, and attitudes toward foreign investors. The start-up fiscal capability of local formal institutions is therefore central to the foreign investment development efforts. Local formal institutions, however, are a less significant force influencing the network properties of FIEs in Hangzhou. District governments and zone authorities are largely confined to measures for co-locating allied foreign supplier investments to promote FIE local linkages.  相似文献
