Cross-border cooperation is starting to overcome the isolation of frontier regions where interaction under the socialist system was minimal. Change has been particularly apparent in areas where trans-frontier organisations on the ‘Euroregion’ model have emerged. The Carpathian Euroregion is the first exclusively East European example of this approach and it has already made a positive impact in overcoming backwardness in an area where four East European countries were in contact with the Former Soviet Union. The paper outlines the challenge facing the Euroregion – and the national and local governments in the five countries concerned – in providing non-agricultural employment for a large rural population augmented by return-migration from the towns since 1989. Many small farming businesses have been started as a survival strategy but they cannot be economically viable in a market situation. Although most people are satisified with their rural lifestyle, the inevitability of radical consolidation in a future EU context could be politically destabilising if more jobs are not generated in manufacturing and in an expanding tertiary sector. Mechanisms of democratic participation have been activated in Colombia since 2006 for the purpose of protecting water sources, hydrosocial territories and peasant livelihoods. A chronological perspective on the numerous and varied cases illustrates their cumulative, transformative effect on judicial decisions taken by the high courts, which have endorsed these mechanisms of direct democracy and expanded the scope of democratization to socioenvironmental issues. The process of environmental democratization in Colombia has been gradual, starting with the creation of opportunities for citizen participation in the Constitution of 1991; followed in the first decade of this century by the activation of the mechanisms of democratic participation created; and culminating with the watershed Constitutional Court ruling T-445 of 2016, which confirmed the right of municipalities to consult with their citizens about mining and oil extraction in their territories. The cases are analyzed here through the lens of democratization and transformative and judicialized politics. The paper argues that the reconfiguration of power through the use and contestation of participatory mechanisms reveals an ambiguous state-formation process characterized by repressed democratization. It also demonstrates that the process of environmental democratization that started with the activation of the democratic participation mechanisms introduced in the Constitution of 1991 has been one of transformative democratic politics, in which a dynamic array of political actors have consolidated democratic participation on environmental issues through constitutional lobbying and activism.  相似文献

The spatiotemporal landscape heterogeneity implies multiple biodiversity mechanisms across scales, and the cross-disciplinary studies between landscape ecology and biodiversity are becoming a new research field in China. This paper briefly reviews the development of the field by comparing papers published in international journals and Chinese journals;then it investigates the differences in the trends and focuses between international and Chinese studies. We also introduce several study areas that have emerged over the last 10 years in this field, including metacommunity assembly, landscape genetics, biodiversity and ecosystem service relationship, and landscape planning for biodiversity conservation. The major advances emerging in this field in China over the past 5 years can be classified into six subject areas: 1) effects of urban landscape and urbanization on biodiversity;2) altitudinal patterns of biodiversity in mountain landscapes;3) effects of topographic heterogeneity on plant community assembly and species coexistence;4) impacts of landscape patterns and processes on animal behaviors;5) forest fires and spatiotemporal patterns of vegetation responses;and 6) landscape ecology applications in natural conservation planning and design. In an attempt to promote cross-field studies between geography and ecology, this special issue collected 10 research articles, involving multiple landscape types and biological assemblages, in order to explore the interaction between landscape features and biodiversity. We anticipate that the future development of this active front will be primarily driven by the application of novel information techniques and the realistic demands of sustainability issues, in addition to answering scientific questions cross scales.  相似文献

进入21世纪,特别是最近10年以来,社会发展和科技进步对矿床学研究提出了严峻的挑战和新的要求,具体表现在3个方面:学科发展前沿的挑战、国家战略布局需求和社会重大需求。其中学科发展前沿的挑战主要包括成矿模式创新研究不足、学科交叉融合程度不够、应用基础研究相对薄弱;国家战略布局需求则主要体现在“一带一路”、海洋强国和关键金属等方面;社会发展重大需求主要包括深部勘查、智能高效勘查和绿色生态勘查等方面。为了更好地应对挑战、满足需求,在未来30年为建设社会主义现代化强国、实现中华民族伟大复兴做出重要贡献,矿床学研究在未来发展中应注重以下几个方面:(1)成矿模式多维度综合研究;(2)勘查标识体系应用基础研究;(3)关键金属超常富集机制研究;(4)“一带一路”与海洋矿产研究;(5)深地勘查理论与方法集成研究;(6)智能高效绿色勘查体系研究。  相似文献

在全球变暖的背景下,海洋热浪发生频率、强度、持续时间及空间范围均呈现出显著增长趋势,对海洋生物多样性和生态系统造成极为严重的破坏,引起了世界各国的广泛关注。CiteSpace是一款具有多元、分时、动态等优势特点的引文分析工具,可用于分析学科或知识领域的研究发展进程和结构关系。以海洋热浪为主题,基于Web of Sciences Core Collection数据库,利用CiteSpace对检索到的514篇相关文献(2012—2021年)进行可视化分析,全面揭示了海洋热浪研究领域的发展趋势、研究热点及前沿。研究发现,海洋热浪研究的发文量逐年增加,从2012年至今总体呈现平稳—缓慢上升—迅速增长三个阶段特征。美国和澳大利亚两国在海洋热浪研究中占主导地位。中国虽起步较晚,但在该领域中影响力不断增强。发文作者集中度较高,且发文量排名靠前的作者合作关系紧密,对该研究领域的发展起到了引领作用。海洋热浪研究所属学科主要集中于环境科学与生态学、海洋及淡水生物学、海洋学等。基于关键词共现、突变分析及文献共被引方法,发现当前研究的前沿热点方向主要包括海洋热浪特征、变率及物理机制,海洋热浪对海洋生态系统及生...  相似文献
