通过理论分析与实地调研,构建人口就地城镇化模型,分析推进人口就地迁移的影响因素、就业模式和居住模式。理论模型与甘肃省敦煌市的实证结果都表明:人们在就地能找到理想的工作及农业生产有利可图的前提下,通过居住成本、就业成本、家庭、农业与乡土情结等因素的综合影响选择就地迁移。就地迁移的就业模式有农业模式、农-工业模式、农-服务业模式3种,不同的就业模式形成合居式、分居式和季节性迁移3种居住模式。通过深度访谈及问卷调研发现,敦煌人口基于地方农-服务业的资源优势就地流动,呈就地城镇化模式。青年人和老年人在该模式影响下形成了以城乡分离为主的分居式居住模式。  相似文献

Analyses of the patterns of national population change have been influenced by the US experience where major differences between a older north and a newer south are prominent in many studies. The current paper argues that these perspectives overlook some inertia in the pattern of population and jobs. Drawing upon US and European experience the paper explores the pattern of change in Australia. There it finds that population has favoured newer locations but that gains in share of national population have not been large. At the same time some of the older regions have maintained population share, or at worst recorded small declines. That broad insight is enriched by sectoral analysis where it is clear that only the retail sector has experienced the large gains in new regions; employment change in other sectors showed the links with population change are weak. The paper concludes that simple notions of new region population and employment gains are oversimplified and overlook the substantial development around established centres. In particular it is possible that the old regions are re-structuring their spatial form and spilling over statistical boundaries and so actually maintaining established role in national networks.  相似文献

It has been posited that small‐scale industry – businesses with less than 30 workers – provides a large share of employment and income in Ghana. This paper examines the proposition that while such enterprises in the informal sector are said to act as a sponge to soak up surplus labour in marginal activities, they are unprofitable. Using data from a survey in 1998 of 175 micro and small‐scale enterprises in the Central Region of Ghana, the paper also confirms problematic aspects of employment in this sector including the lack of formal contracts, irregular pay, low remuneration, non‐existent social protection and only marginal employment growth. The implication is that the small‐scale industry sector is not economically sustainable in its present form in Ghana.  相似文献

ABSTRACT. For much of the twentieth century, women in the United States found it difficult to obtain university positions in geography. Opportunities existed in other types of institutions, however, including the American Geographical Society (ags ). This article addresses ways in which the Society's mission intersected with its historical context from 1895 to 1970 to create niches for women in editorial and library work. It explores the women's origins, their perspectives and experiences with the ags , and the significance of their contributions to the discipline. It suggests the potential of a gendered social approach for enriching understanding of the histories of geographical institutions.  相似文献

新型城镇化与非正规就业:规模、格局及社会融合   总被引:2,自引:0,他引:2  
中国城镇化由偏重数量转向更加注重质量的新型城镇化,促进农村转移人口市民化、提高就业质量成为城镇化发展的重要目标,疫情影响下非正规就业问题更为突出。论文从新型城镇化与非正规就业的关系出发阐释非正规就业人口的历史产生和发展要求,基于人口普查和《中国劳动力动态调查》测度了中国城镇非正规就业的规模和格局特征,总结了非正规就业者当前面临的社会融合难题,并提出发展思路和路径。结果发现:① 城镇化与非正规就业之间关系密切,非正规就业为城镇化过程中农村转移人口提供大量就业机会,缓解了城镇就业压力。以人为本的新型城镇化需要关注非正规就业模式,以促进农业转移人口市民化和社会融合。② 经多源数据估算,中国城镇非正规就业占城镇总就业的33.2%~44.7%,就业人数达1.38亿~1.55亿,以隐性就业部分为主。在空间分布上总体呈现东、中、西逐渐减少的特征;在雇佣类型上以从事各类非正规工作的被雇型就业为主;行业结构主要集中在批发和零售贸易及餐饮业,居民服务、修理和其他服务业与制造业等。③ 非正规就业者主要面临职业困境、户籍限制、公共服务差距、风险应对能力弱等问题,需要通过完善就业服务体系等改革,提升就业质量,推动市民化和社会融合。  相似文献

Histories of geography, especially those dealing with the twentieth century, tend to focus on geographic thought or academia rather than on practice in other arenas such as government agencies. In the United States during that period, however, the latter included a higher proportional representation of women professionals than did research-oriented universities. This article examines the careers of selected women geographers who had long-term and senior positions in Washington, DC, in agencies such as the Library of Congress, Bureau of the Census, the Department of State, and the Office of Naval Research. Drawing on sources including directories, the archives and oral history collections of the Society of Woman Geographers, and interviews conducted in the late 1980s and early 1990s, I explore four main themes: how these women came to government work, aspects of the intersections of personal and professional lives, ways in which economic and political contexts shaped their opportunities and experiences, and the nature of their contributions.  相似文献

Restructuring the Polish countryside is a complex and urgent task. Adapting agriculture for EU entry will mean a considerable reduction in employment and rural diversification is needed because other sectors of the national economy will not be able to absorb all the displaced people if they arrive in the towns. However, providing non-agricultural employment in rural areas depends to a large extent on the technical infrastructure available: running water, sewerage systems, gas supply and telecommunications. The paper deals with voivodeships in southern and southwestern Poland (formerly Galicia) and shows that while much progress has been made since the end of the communist period, the inherited inequalities are being perpetuated and in some cases increased. However, even where the infrastructure is satisfactory, private business does not develop at a uniform rate and action is needed to stimulate communities in remoter rural areas, particularly in the eastern part of the study region. This study identifies the skill requirements for geographic information system (GIS) positions, including GIS analysts, programmers/developers/engineers, specialists, and technicians, through a content analysis of 946 GIS job advertisements from 2007–2014. The results indicated that GIS job applicants need to possess high levels of GIS analysis and modeling skills (e.g., database development) and personal and social skills (e.g., communication) to obtain employment, although specific skill requirements differed significantly depending on job title. The findings from this study may be useful for improving GIS majors’ employability.  相似文献

Achieving the international 2 °C limit climate policy requires stringent reductions in GHG emissions by mid-century, with some countries simultaneously facing development-related challenges. South Africa is a middle-income developing country with high rates of unemployment and high levels of poverty, as well as an emissions-intensive economy. South Africa takes into account an assessment of what a fair contribution to reducing global emissions might be, and is committed to a ‘peak, plateau and decline' emissions trajectory with absolute emissions specified for 2025 and 2030, while noting the need to address development imperatives. This work utilizes an economy-wide computable general equilibrium model (e-SAGE) linked to an energy-system optimization model (TIMES) to explore improving development metrics within a 14 GtCO2e cumulative energy sector carbon constraint through to 2050 for South Africa. The electricity sector decarbonizes by retiring coal-fired power plants or replacing with concentrated solar power, solar photovoltaics and wind generation. Industry and tertiary-sector growth remains strong throughout the time period, with reduced energy intensity via fuel-switching and efficiency improvements. From 2010 to 2050, the model results in the unemployment rate decreasing from 25% to 12%, and the percentage of people living below the poverty line decreasing from 49% to 18%. Total energy GHG emissions were reduced by 39% and per capita emissions decreased by 62%.

Policy relevance

Lower poverty and inequality are goals that cannot be subordinated to lower GHG emissions. Policy documents in South Africa outline objectives such as reducing poverty and inequality with a key focus on education and employment. In its climate policy and Intended Nationally Determined Contribution (INDC), South Africa is committed to a peak, plateau and decline GHG emissions trajectory. As in many developing countries, these policy goals require major transformations in the energy system while simultaneously increasing affordable access to safe and convenient energy services for those living in energy poverty. The modelled scenario in this work focuses on employment and poverty reduction under a carbon constraint, a novel combination with results that can provide information for a holistic climate and development policy framework. This study has focused on the long term, which is important in generating clear policy signals for the necessary large-scale investments.  相似文献
