Environmental justice is both a vocabulary for political opportunity, mobilization and action, and a policy principle to guide public decision making. It emerged initially in the US, and more recently in the UK, as a new vocabulary underpinning action by community organizations campaigning against environmental injustices. However, as the environmental justice discourse has matured, it has become increasingly evident that it should play a role in the wider agendas for sustainable development and social inclusion. The links between sustainability and environmental justice are becoming clearer and more widely understood in the UK by NGOs and government alike, and it is the potential synergy between these two discourses which is the focus of this paper. This paper argues that the concept of 'just sustainability' provides a discourse for policymakers and activists, which brings together the key dimensions of both environmental justice and sustainable development. 相似文献

After dividing the source regions of the Yellow River into 38 sub-basins, the paper made use of the SWAT model to simulate streamflow with validation and calibration of the observed yearly and monthly runoff data from the Tangnag hydrological station, and simulation results are satisfactory. Five land-cover scenario models and 24 sets of temperature and precipitation combinations were established to simulate annual runoff and runoff depth under different scenarios. The simulation shows that with the increasing of vegetation coverage annual runoff increases and evapotranspiration decreases in the basin. When temperature decreases by 2oC and precipitation increases by 20%, catchment runoff will increase by 39.69%, which is the largest situation among all scenarios. 相似文献

High buildings or architectural complex in urban areas remarkably distort the urban surface wind fields. As the air flow approaches,local strong wind may appear around the buildings. The strong wind makes the pedestrians on sidewalks, entrances and terrace very uncomfortable and causes the pedestrian level wind environment problem. In this studies, hot-wire wind measurement, wind scouring in wind tunnel and numerical computation were carried out to evaluate the wind environment of tall buildings in the prevailing flow conditions in Beijing areas. The results obtained by three techniques were compared and mutually verified. The conclusions drawn from three approaches agree with each other. Also the advantages and limitations of each method were analyzed. In this paper, the four-dimensional variational data assimilation technique (4D-VAR) is presented as a tool to forecast floods. Our study is limited to purely hydrological flows and supposes that the weather, here a big rain, has been already forecasted by meteorological services. The technique consists in minimizing, in the sense of Lagrange, the cost function: a measure of the difference between calculated data and available observations, here the water level. This is done under constraints that are the equations of the physical model. In our case, we modified the shallow-water equations to include a simplified sediment transport model. The steepest descent algorithm is then used to find the minimum. This is made possible because we can compute analytically the gradient of the cost function by using the adjoint equations of the model. As an application of the 4D-VAR technique, the overflowing of the Chicoutimi River at the Chute-Garneau dam, during the 1996 flood, is investigated. It is found that the 4D-VAR method reduces the error in the water height forecast even when the erosion model is not activated. In terms of Lyapunov exponents, we estimate the predictability horizon of such an event to be about half-an-hour after a big rain. However, this limit of predictability can be increased by using more observations or by using a finer computational grid. 相似文献
