面向对象技术在城市配电网GIS数据库中的应用

针对当前城市配电网基础数据管理的现状,本文阐述了利用面向对象与关系数据库技术设计城市配电网基础数据库的重要性,重点讨论了城市配电网GIS数据库的基本模型,包括数据库基本构架、编码方案、属性数据与空间数据、系统对象模型向数据库基本模型的映射,为构建城市配电网GIS应用平台及实现企业级的数据共享提供了基础。

STRUCTURE AND COMPOSITION OF A WATERSHED-SCALE SEDIMENT INFORMATION NETWORK

A "Watershed-Scale Sediment Information Network" (WaSSIN), designed to complement UNESCO’s International Sedimentation Initiative, was endorsed as an initial project by the World Association for Sedimentation and Erosion Research. WaSSIN is to address global fluvial-sediment information needs through a network approach based on consistent protocols for the collection, analysis, and storage of fluvial-sediment and ancillary information at smaller spatial scales than those of the International Sedimentation Initiative. As a second step of implementation, it is proposed herein that the WaSSIN have a general structure of two components, (1) monitoring and data acquisition and (2) research. Monitoring is to be conducted in small watersheds, each of which has an established database for discharge of water and suspended sediment and possibly for bed load, bed material, and bed topography. Ideally, documented protocols have been used for collecting, analyzing, storing, and sharing the derivative data. The research component is to continue the collection and interpretation of data, to compare those data among candidate watersheds, and to determine gradients of fluxes and processes among the selected watersheds. To define gradients and evaluate processes, the initial watersheds will have several common attributes. Watersheds of the first group will be: (1) six to ten in number, (2) less than 1000 km2 in area, (3) generally in mid-latitudes of continents, and (4) of semiarid climate. Potential candidate watersheds presently include the Weany Creek Basin, northeastern Australia, the Zhi Fanggou catchment, northern China, the Eshtemoa Watershed, southern Israel, the Metsemotlhaba River Basin, Botswana, the Aiuaba Experimental Basin, Brazil, and the Walnut Gulch Experimental Watershed, southwestern United States.

在讨论了各种GIS网络应用方式的基础上,提出一种基于主流GIS空间数据库和自主开发的中间件的GIS网络应用解决方案。并分析了广州市城市规划局采用该方案实现宽带城域网环境下的GIS应用实例。     

关于国有地了企业经营者实行年薪制的构想

为建立社会主义市场经济的地矿工作新秩序，本文对国有地矿企业的经营者（厂长、经理）这一特殊群体进行了分析。着重研究了新形势下企业经营者实行年薪制的问题。指出年薪制就是以企业一个生产经营周期为单位确定经营者的报酬，这一周期通常为一年。进而阐述了为什么要实行企业经营者年薪制；企业经营者的收入应与职工工资完全脱钩；采用基础报酬加效益报酬的方法确定收入等等。并构想了实行经营者年薪制所需要的外部环境：建立经营者人才市场、经营者要能进能出、实行任职资格制度、建立风险机制、按劳动力市场经济规律办事。     

Rockburst research at Falconbridge's Strathcona Mine,Sudbury, Canada

Microseismic systems at five mines in the Sudbury Basin provide the basic data for Falconbridge Limited's rockburst research. Daily and long-term analysis of this data as well as underground observations have confirmed the fault-slip mechanism at three mines. A detailed analysis of the complete history of Falconbridge Mine is being conducted and Distinct Element numerical models are being used to simulate both the stick-slip behaviour of faults and the dynamic effects of the induced vibrations on rock and backfill. University research includes acoustic tomographic imaging of the rock mass based on seismic wave propagation and collection of full microseismic waveforms to allow application of advanced seismic and statistical analysis techniques.Formerly with Mines Technical Services, Falconbridge Limited, Sudbury Operations, Falconbridge , Ont., P0M 1S0.Presented at the Fred Leighton Memorial Workshop on Mining Induced Seismicity, Montreal, Canada, August 30, 1987.     

广州市人居环境可持续发展水平综合评价

在探讨人居环境与可持续发展关系的基础上,从居住条件、城市生态环境、公共服务基础设施和可持续性4个方面构建了广州市人居环境可持续发展的评价指标体系,并采用简单算术平均方法计算出近11年广州市人居环境的各指标及其可持续发展水平评价分值,对广州市人居环境可持续发展现状及其与经济发展之间的关系进行了定量评价.结果表明,广州市人居环境正朝着可持续方向发展,与经济发展的阶段基本一致,但滞后于经济发展.     

Patterns of Irrigated Agricultural Land Conversion in a Western U.S. Watershed: Implications for Landscape-Level Water Management and Land-Use Planning

In irrigated agricultural landscapes, land-use conversion may have landscape-level social, hydrological, and ecological effects. We used geographic information systems (GIS) and interviews to analyze development effects on irrigation in the Henry's Fork Watershed, Idaho. Farmers developed irrigation there in the 19th century, and incidental recharge from canal seepage and flood irrigation raised groundwater levels and expanded wetlands. Cohesive culture in agricultural communities sustained irrigation systems until amenity-driven demographic shifts beginning in the 1970s led to development approved by local governments with land-use planning but no water-management authority. Although only 5% of irrigated land has been converted, development has fragmented irrigated landscapes and made canal-system operation more difficult, potentially reducing groundwater levels, wetland extent, and return flows critical to downstream irrigators and fish and wildlife. We discuss future scenarios, highlighting the need for increased communication among local and state governments regarding land use and water management in irrigated landscapes across the West.
