美丽乡村地理信息服务平台的设计与实现

建设美丽乡村地理信息服务平台,是加大宣传美丽乡村建设成果的有效途径,也是实现农村信息服务可持续发展的关键。本文介绍了安吉县美丽乡村地理信息服务平台的建设及其关键技术,阐述了GIS在美丽乡村宣传介绍及服务应用方面的重要作用。     

河南省农村饮水安全问题与对策研究

解决农村饮水安全是国家战略目标,河南省在此方面做了很多工作。但根据国家饮用水卫生标准及随机抽样调查,发现还存在水文地质条件、人为污染饮用水源、饮水供水方式、安全饮水工程管理体制等影响河南农村饮水安全的现实问题,为此,提出了进一步提高认识,加强领导和组织管理;统筹规划,因地制宜,逐步优化供水方式;理顺管理体制,规范管理制度,形成高效管理机制;加强饮水安全宣传,唤起广大人民群众的责任意识等对策建议。     

1:50000～1:60000航片制作1:10000DOM可行性研究

利用航片制作1∶10 000 DOM可作为农村土地调查使用高分辨率遥感数据的重要来源。本文以承德实验区为例,通过航片控制测量,采用全数字摄影测量系统制作1∶10 000 DOM,并评价其平面精度是否满足规范的要求,以及地类解译能力。研究表明:采用1∶50 000～1∶60 000万航片制作的1∶10 000 DOM,平面精度优于规范规定要求,影像清晰、色调均匀、反差适中,不同地块之间的界线明显,图斑边界、面积与土地利用数据库吻合情况良好,1∶50 000～1∶60 000航片可以满足农村土地调查所需1∶10 000 DOM制作的要求。     

Analysis on the Status of Farmers, Agriculture and Countryside, and Development Strategies and Measures in Tibet Autonomous Region

Coordinated and sustainable development of farmers, agriculture and countryside (FAC) is key to realize the national objective of comprehensively developed well-off society. Since the peaceful liberation of Tibet, outstanding achievements have been made in FAC work. However, compared with East and Middle China, there still exists a big gap. The farmers‘ net income per capita in 2001 was 1,404 yuan, 962 yuan lower than the nation‘s average. In late 90‘s the farmers‘ income growth slowed down. Agricultural industrialization is at low level, technologies play a small role in agricultural development, rural infrastructure is weak, the rural grass root organization is much underdeveloped, and construction of towns is behind the other regions of China. Based on the problems of FAC development there, this paper proposes FAC development strategies and measures for accelerating rural development in Tibet.     

小城镇在城乡一体化中的作用

城市体系的完善在中国城乡一体化道路中十分重要，迅速发展起来的小城镇是城市体系中的重要结点，由于它的特殊位置-城之尾、乡之首，能真正起到联系城乡的重大作用，而以大城市为中心、中小城市为骨干、小城镇为基础的多层次城镇居民点体系的形成等等，均使小城镇的不断壮大成为了必然，更在城乡一体化中起到了不可替代的作用，在分析了小城镇作为增长极的六大特征后阐述了小城镇以增长极的身份在城乡一体化过程中起到的重大作用，为小城镇在新时期进一步发挥其功能起到了一定的指导作用。     

Cottagers in an Urban Field

The use of rural areas by the urban population is an important organizing principle in the study of the rural hinterland of urban centers. One of the important land uses identified within the urban field is recreation. This paper focuses on cottage property ownership in one part of the urban field, the rural-recreational countryside. Using three case studies from Canada, it was found that cottage properties account for a large proportion of local residential property. Although most cottage properties are owned by urban residents, up to one-quarter are owned by local residents. Using a questionnaire survey, it was also found that cottage owners are more likely to be older, better educated, and have higher incomes than rural residents.     

Spatio-temporal analysis of land-use conversion in the eastern coastal China during 1996–2005

Based on the acquaintance of the regional background of urban-rural transformational development and investigations on the spot,this paper discusses the holistic situation, dominant factors and mechanism of arable land loss and land for construction occupation in the coastal area of China over the last decade,with the aid of GIS technology.Conclusions of the research are summarized as follows：（1）the arable land had been continuously decreasing from 1996 to 2005,with a loss of 1,708,700 hm^2 and an average decrement of 170,900 hm^2 per year;（2）land for construction increased 1,373,700 hm^2 ,with an average increment of 153,200 hm^2 per year;（3）total area of encroachment on arable land for construction between 1996 and 2005 was 1,053,100 hm^2 ,accounting for 34.03%of the arable land loss in the same period,the percentages of which used for industrial land（INL）,transportation land（TRL）,rural construction land（RUL）and town construction land（TOL）are 45.03%,15.8%,15.47%and 11.5%,respectively;and（4）the fluctuation of the increase of construction land and encroachment on arable land in the area were deeply influenced by the nation＇s macroscopic land-use policies and development level of regional economy.The growth of population and advancement of technology promoted the rapid industrialization, construction of transportation infrastructures,rural urbanization and expansion of rural settlements in the eastern coastal area,and therefore were the primary driving forces of land-use conversion.

该文总结了淄川区国土资源分局以保护耕地、科学规划、合理用地为指导思想,促进城乡土地规划与土地利用总体规划相衔接,加强农田水利综合治理,加大巡查执法检查力度等一系列工作。分析了在推进新农村建设中遇到的困难和问题,提出了积极争取中央和省级政策支持,用足用活各项现行政策,加大对旧村土地整理的探索实践,结合村庄和集镇用地规划,抓好农村建设用地管理;积极探索土地征收制度改革,动态巡查等相关的措施和方法。
