借鉴物理学中的耦合理论,分析沿海城市经济系统、海洋生态环境系统与游艇旅游业系统三者间的耦合协调作用机理;构建耦合评价模型与指标体系,并基于改进的熵值法,对沿海16个游艇旅游发展重点城市三者的耦合度及耦合协调度进行实证研究;运用皮尔逊相关系数法探讨各因素间相互关系。结果表明:沿海城市经济、海洋生态环境和游艇旅游业发展水平的综合评价值并不高,可进一步分为城市经济滞后型、生态环境滞后型和游艇旅游业滞后型三种制约类型;区域内三大系统耦合度较高,但耦合协调度较低且存在明显的区域差异;系统内部各因素间相互关联。鉴于此,提出游艇城市应因地制宜,协调开发与保护关系,深化产业融合等建议,以促进三大系统较高层次的耦合协调发展。  相似文献

基于控制力矩陀螺群(CMGs)的水下航行器具有低速或零速机动的能力。采用基于分布式CMGs的水下航行器方案,并研究其水平面的轨迹跟踪控制问题。通过全局微分同胚变换将非完全对称的动力学模型解耦成标准欠驱动控制模型,并根据简化的模型构建其轨迹跟踪的误差动力学模型,将轨迹跟踪控制问题转化为误差模型镇定问题。基于一种分流神经元模型和反步法设计了系统的轨迹跟踪控制律,该控制器不需要对任何虚拟控制输入进行求导计算,且能确保跟踪误差的最终一致有界性。仿真结果表明该控制器能够实现在不依赖动力学参数先验知识的情况下对光滑轨迹的有效跟踪。  相似文献

Increasing demand for ocean resources, both living and non-living, have already lead to loss of biodiversity, habitat depletion and irreversible damage to the marine environment. Furthermore, introduction of new kinds of sea uses, spatial extension of ongoing sea uses and the need to better protect and conserve the marine biological diversity will result in increasing conflicts among the various users, as well as between the users and the environment. Marine spatial planning as a process to allocate space for specific uses can help to avoid user conflicts, to improve the management of marine spatial claims, and to sustain an ecosystem-based management of ocean and seas. This article explores the rights and duties towards exploitation and protection of the marine environment under the jurisdiction of coastal states as reflected in two important global conventions, the United Nations Convention on the Law of the Sea and the Convention on Biological Diversity. Both Conventions provide the main legal framework for marine spatial planning that have to be taken into account in planning at the regional and national level.  相似文献

This article summarizes briefly the principal conclusions from papers presented in this special issue on marine spatial planning. It identifies potential economic, ecological, and administrative benefits (and costs) that might be realized from the implementation of MSP. A randomized kinodynamic path planning algorithm based on the incremental sampling-based method is proposed here as the state-of-the-art in this field applicable in an autonomous underwater vehicle. Designing a feasible path for this vehicle from an initial position and velocity to a target position and velocity in three-dimensional spaces by considering the kinematic constraints such as obstacles avoidance and dynamic constraints such as hard bounds and non-holonomic characteristic of AUV are the main motivation of this research. For this purpose, a closed-loop rapidly-exploring random tree (CL-RRT) algorithm is presented. This CL-RRT consists of three tightly coupled components: a RRT algorithm, three fuzzy proportional-derivative controllers for heading and diving control and a six degree-of-freedom nonlinear AUV model. The branches of CL-RRT are expanded in the configuration space by considering the kinodynamic constraints of AUV. The feasibility of each branch and random offspring vertex in the CL-RRT is checked against the mentioned constraints of AUV. Next, if the planned branch is feasible by the AUV, then the control signals and related vertex are recorded through the path planner to design the final path. This proposed algorithm is implemented on a single board computer (SBC) through the xPC Target and then four test-cases are designed in 3D space. The results of the processor-in-the-loop tests are compared by the conventional RRT and indicate that the proposed CL-RRT not only in a rapid manner plans an initial path, but also the planned path is feasible by the AUV.  相似文献

This paper presents the Biogeographic Assessment Framework (BAF), a decision support process for marine spatial planning (MSP), developed through two decades of close collaborations between scientists and marine managers. Spatial planning is a considerable challenge for marine stewardship agencies because of the need to synthesize information on complex socio-ecological patterns across geographically broad spatial scales. This challenge is compounded by relatively short time-frames for implementation and limited financial and technological resources. To address this pragmatically, BAF provides a rapid, flexible and multi-disciplinary approach to integrate geospatial information into formats and visualization tools readily useable for spatial planning. Central to BAF is four sequential components: (1) Planning; (2) Data Evaluation; (3) Ecosystem Characterization; and (4) Management Applications. The framework has been applied to support the development of several marine spatial plans in the United States and Territories. This paper describes the structure of the BAF framework and the associated analytical techniques. Two management applications are provided to demonstrate the utility of BAF in supporting decision making in MSP.  相似文献

The adoption of UN Convention of the Law of the Sea in 1982 created optimism for indigenous peoples and marginalised coastal communities that they may (re)gain control of, or improve access to, marine resources. However concerns were also raised that opening the seas to industrial development might create threats for traditional users of the sea. Twenty-five years later the potential enclosure of large areas of coastal seas to marine renewable energy development is reigniting debates about marine governance, access and control over marine resources. Case studies in Scotland, Canada, New Zealand and Australia reveal a dynamic tension between: an economic development ‘blue growth’ agenda requiring the creation of private rights in the sea; and socio-political drivers which seek to address historic injustices and increase access to natural resources by indigenous and marginalised coastal communities. As yet there is little evidence of this tension being adequately addressed by emerging institutional frameworks for managing marine resources.  相似文献

An important task of natural resource management is deciding amongst alternative policy options, including how interventions will affect the dynamics of resource exploitation. Yet predicting the behaviour of natural resource users in complex, changeable systems presents a significant challenge for managers. Scenario planning, which involves thinking creatively about how a socio-ecological system might develop under a set of possible futures, was used to explore uncertainties in the future of the Indian Ocean tuna purse seine fishery. This exercise stimulated thinking on how key social, economic and environmental conditions that influence fleet behaviour may change in the future, and how these changes might affect the dynamics of fishing effort. Three storylines were explored: an increase in marine protection, growing consumer preference for sustainable seafood, and depletion of tuna stocks. Comparing across several possible future scenarios, a number of critical aspects of fleet behaviour were identified that should be important considerations for fishery managers, but which are currently poorly understood. These included a switch in fishing practices, reallocation of effort in space, investment in new vessels and exit from the fishery. Recommendations for future management interventions in the Indian Ocean were offered, along with suggestions for research needed to reduce management uncertainty.  相似文献

Socio-economic development of small-island fishing communities is greatly dependent on local coastal and marine resources. However, illegal fishing and aggressive practices in insular ecosystems lead to over-exploitation and environmental deterioration. Moreover, a lack of scientific data increases uncertainty and prevents the adequate monitoring of marine resources. This paper focuses on the integration of local fishing communities into decision-making processes with the aim of promoting artisanal fishing on the Island of Tenerife (the Canary Islands), as a way to preserve the marine ecosystem and socio-economic development of traditional cofradias (fishers' organisations). A qualitative methodological framework, based on participatory problem-solution trees and focus groups, was used to identify the main factors impeding the sustainable development of the artisanal fishing sector on the island and to elaborate collective proposals with policy implications. The fishing community involved identified four main issues that are maintaining an unsustainable island fishery: 1) Over-exploitation; 2) Poor self-management of cofradias and commercialisation problems; 3) Fisher individualism and low co-management strategies, and 4) Illegal fishing increase vs. artisanal fishing decline. Results show the required policy enhancements to tackle them and the need to adapt regulations to the local situation.  相似文献

The New Zealand region contains untapped natural mineral, oil, and gas resources while also supporting globally unique and diverse faunal communities that need to be managed sustainably. In this paper key information from the international literature is reviewed that can underpin an Environmental Mining Management System which includes elements of Environmental Risk Assessment, Environmental Impact Assessment and Environmental Management Planning. This paper focuses on four developing areas of seafloor mining activities presently being undertaken or planned in the New Zealand region: hydrocarbons (oil and gas), minerals, ironsands and phosphorite nodules. A number of issues with the implementation of environmental management systems are identified including the difficulty of assessing new marine activities or technologies and the need for standardised reporting metrics. Finally, the development of ecosystem-based management and marine spatial planning is discussed which will be required to enhance environmental mining management frameworks in New Zealand.  相似文献
