ABSTRACT. In pursuit of its foreign‐policy goals, the administration of President George W. Bush has attempted a dramatic reshaping of the vision of the Middle East in the American mind. References to the “new” or “greater” Middle East now include countries far outside traditional concepts of the region, including those in West Africa, Southeast Asia, and Central Asia. The administration argues that this region is defined not by cultural (Arab) or religious (Islam) characteristics but by a lack of democracy; hence a grand strategy is needed to execute reform. This article examines current U.S. efforts to achieve reform in the region, the components of the ideological construction of the New Middle East, the perceived role of Iraq, Turkey's potential role as a “model” for the region, and responses from the region to current U.S.‐led reform efforts. 相似文献

The preservation and sustainable development of soil and water resources is one of the basic principles for the development of China. Throughout the course of history, all the social improvement and economic development are deeply concerned with soil loss and ecological environmental protection. It is now a common sense that soil and water conservation is the safety insurance for national ecology and its development. For the past long period of time, soil and water loss has been recognized as "the No.1 killer" to the ecological environment. The nation is on the stage of the critical conditions for its development. China has massive mountain and upland area with complicated geological conditions and accelerated human destruction and serious soil and water loss. Based on rich historical documents, renovating experience and detailed analysis of the data collected in field experiments and field surveys for soil and water conservation, this paper aims to review the general characteristics of soil and water loss, to explore the relationship between soil and water conservation and sustainable economic development, and to provide relevant strategies for soil and water conservation in China. 相似文献

建筑垃圾堆山造景是生态城市建设中的一个新课题,是有效处理及利用建筑垃圾的新方法,然而地基基础沉降和山体稳定性是建筑垃圾堆山造景中山体设计的关键.现利用大型有限元通用软件ANSYS对山体在自重载荷作用下的沉降和稳定性进行实体模型仿真计算,并与工程常用简化计算进行比较,两者结果基本一致.并在有限元计算中,利用ANSYS有限元软件中的参数化设计语言(APDL)编制了山体塑性判别程序,进而对山体堆填过程的沉降和稳定性有一个整体的了解,这对山体的施工有巨大的指导意义.这将为类似工程山体设计和施工控制提供有效依据. 相似文献

This paper presents a new identification technique for the extraction of modal parameters of structural systems subjected to base excitation. The technique uses output‐only measurements of the structural response. A combined subspace‐maximum likelihood algorithm is developed and applied to a three‐degree‐of‐freedom simulation model. Five ensembles of synthetically generated input signals, representing varying input characteristics, are employed in Monte Carlo simulations to illustrate the applicability of the method. The technique is able to circumvent some of the difficulties arising from short data sets by employing the Expectation Maximization (EM) algorithm to refine the subspace state estimates. This approach is motivated by successful application by previous authors on speech signals. Results indicate that, for certain system characteristics, more accurate pole estimates can be identified using the combined subspace‐EM formulation. In general, the damping ratios of the system are difficult to identify accurately due to limitations on data set length. The applicability of the technique to structural vibration signals is illustrated through the identification of seismic response data from the Vincent Thomas Bridge. A procedure based on rigorous non‐linear analysis is presented that estimates the peak deformation among all isolators in an asymmetric building due to strong ground motion. The governing equations are reduced to a form such that the median normalized deformation due to an ensemble of ground motions with given corner period Td depends primarily on four global parameters of the isolation system: the isolation period Tb, the normalized strength η, the torsional‐to‐lateral frequency ratio Ωθ, and the normalized stiffness eccentricity eb/r. The median ratio of the deformations of the asymmetric and corresponding symmetric systems is shown to depend only weakly on Tb, η, and Ωθ, but increases with eb/r. The equation developed to estimate the largest ratio among all isolators depends only on the stiffness eccentricity and the distance from the center of mass to the outlying isolator. This equation, multiplied by an earlier equation for the deformation of the corresponding symmetric system, provides a design equation to estimate the deformations of asymmetric systems. This design equation conservatively estimates the peak deformation among all isolators, but is generally within 10% of the ‘exact’ value. Relative to the non‐linear procedure presented, the peak isolator deformation is shown to be significantly underestimated by the U.S. building code procedures. This study focuses on the seismic performance of Ordinary Moment‐Resisting Concrete Frames (OMRCF) designed only for gravity loads. For this purpose, a 3‐story OMRCF was designed in compliance with the minimum design requirements in the American Concrete Institute Building Code ACI 318 (1999). This model frame was a regular structure with flexure‐dominated response. A 1/3‐scale 3‐story model was constructed and tested under quasi‐static reversed cyclic lateral loading. The overall behavior of the OMRCF was quite stable without abrupt strength degradation. The measured base shear strength was larger than the design base shear force for seismic zones 1, 2A and 2B calculated using UBC 1997. Moreover, this study used the capacity spectrum method to evaluate the seismic performance of the frame. The capacity curve was obtained from the experimental results for the specimen and the demand curve was established using the earthquake ground motions recorded at various stations with different soil conditions. Evaluation of the test results shows that the 3‐story OMRCF can resist design seismic loads of zones 1, 2A, 2B, 3 and 4 with soil types SA and SB . For soil type SC , the specimen was satisfactory in seismic zones 1, 2A, 2B and 3. For soil type SD , the OMRCF was only satisfactory for seismic zones 1 and 2A. This paper proposes a hybrid control strategy combining passive and semi‐active control systems for seismic protection of cable‐stayed bridges. The efficacy of this control strategy is verified by examining the ASCE first‐generation benchmark problem for a seismically excited cable‐stayed bridge, which employs a three‐dimensional linearized evaluation bridge model as a testbed structure. Herein, conventional lead–rubber bearings are introduced as base isolation devices, and semi‐active dampers (e.g., variable orifice damper, controllable fluid damper, etc.) are considered as supplemental damping devices. For the semi‐active dampers, a clipped‐optimal control algorithm, shown to perform well in previous studies involving controllable dampers, is considered. Because the semi‐active damper is a controllable energy‐dissipation device that cannot add mechanical energy to the structural system, the proposed hybrid control strategy is fail‐safe in that the bounded‐input, bounded‐output stability of the controlled structure is guaranteed. Numerical simulation results show that the performance of the proposed hybrid control strategy is quite effective in protecting seismically excited cable‐stayed bridges.
