Governments are being asked to integrate uses of ocean resources and space by developing comprehensive zoning plans. The current, sectoral practice establishes individual areas, such as marine protected areas, that satisfy constituents’ first-possession strategies to claim de facto ownership, but the zones are not integrated. Also, the emphasis on exclusive-use zoning to minimize spillovers in both approaches is costly when the value of excluded production is greater than spillover damages. Alternatively, property rights could be allocated to claimants and exchanged in contracts that internalize spillovers, account for all sources of value, and result in an optimal pattern of mixed-use and exclusive-use zones.  相似文献

We examined the conditions of successful common property-based management for coastal marine living resources, using a case of historically and anthropologically well established women divers communities on Jeju Island, South Korea, focusing on their decentralized work rules and production records. Due to their tight social network and work rule, the women divers have harvested coastal marine living resources with limited fishing pressure exclusively from their village fishing grounds for over 400 years. However, their harvest patterns have been mostly reactive to market prices, eventually requiring direct governmental regulations such as total allowable catch in some cases. Most recently, the communities have been experiencing multiple challenges: their aging population, water pollution in the coastal zone, competition with cultured products and imported seafood, and expanding barren grounds. These challenges demand a multi-scale/dimensional response if the women divers communities are to keep their village fishing grounds and communities sustainable.  相似文献

This paper applies the ecological modernization (EM) framework to analyze China’s green building program. EM focuses on the effective institutionalization of environmental objectives into respective political and economic systems, and thus provides valuable insights into the roles of the state and other stake holders in environmental regulation. Since the mid-2000s, the Chinese government has advanced an aggressive green building campaign, which is distinguished by its speed, scale, and evolution from one of voluntary participation to a top-down implementation through administrative hierarchies. While this has resulted in a remarkable growth of green building projects, questions remain about the effectiveness and sustainability of such a state-centered approach. Though interviews with officials, planners, architects, real estate developers, and property managers in several Chinese cities, data analysis of the green building stock, and surveys of architects, this paper analyzes Chinese green building patterns and situates such patterns among the contradictory motivations of different levels of government and their relationships to different stake holders. This research finds that the top-down state apparatus is not sufficient to overcome these contradictions and the profit motives of the property developers. However, many under-developed opportunities exist to leverage property developers, building professionals, and the public to engage in green building practices. In the end, I argue that the state must embrace reform to build flexible and collaborative movements with other parties with strong public participation. China’s ecological modernization process may feature a stronger state and faster changes, but it is not exempted from the need of political modernization.  相似文献

Carbon forestry has become a cornerstone of attempted climate change mitigation in developing countries. As such, dozens of projects have been developed to supply carbon offsets to both voluntary and regulated carbon markets. In this paper we shed further light on the effects of such projects on communities and households by studying the implementation of a carbon forestry project in four communities in the state of Chiapas, Mexico. The project pays farmers to carry out a number of tree-planting activities depending on the local agro-ecological systems. We investigate how such activities have been promoted in and adopted by communities and we identify a series of community-based, institutional, resource management and asset-related factors that explain farmers’ willingness to participate in the projects. Our analysis highlights a number of shared motivations for joining the project but varied levels of understanding about the project rationale. We also show how community norms, access to land tenure, financial and physical assets differ among participants and non-participants which translates in increasing inequalities in access to income and to other development projects. However, we also demonstrate that project activities, as currently designed, motivate some farmers to participate because of the potential of the project to act as a mechanism to bridge existing social divides through cooperation in the project and therefore financially and politically benefit from participation. Overall, the paper demonstrates that the project contributes to transforming local livelihoods and institutions, unfortunately not always as originally designed.  相似文献

Recreational fishing mortality can have a major impact on coastal fish populations, bringing recreational fishers into conflict with commercial fisheries. This article reviews exclusion zones for commercial fishing, or ‘recreational fishing areas’ as a solution to the conflict between commercial and recreational fisheries. Recently designated recreational fishing areas in the state of Queensland, Australia are examined as a case-study. The goal of recreational fishing areas is to enhance recreational fishing and provide economic opportunities through charter fishing. However, recently designated recreational fishing areas in Queensland have not been thoroughly assessed for their social, economic and environmental impacts and they are not integrated within existing management frameworks for fisheries. The designation of recreational fishing areas is thus a shift away from evidence-based management in Queensland's fisheries and has likely occurred solely for political reasons – there are more voters in the recreational fishery than commercial fishery. In Queensland, excluding commercial fishing on its own is unlikely to result in long-term benefits to recreational fisheries because recreational harvest is a major component of fish harvest for some key species and there is no legislated limit to recreational harvest. Current political attention on recreational fishing areas provides an opportunity for fisheries managers, politicians, conservation groups and the public to discuss what is needed to manage sustainable coastal fisheries. In particular, recreational fishing areas need to be combined with efforts to enhance stewardship among recreational fishers if they are to be successful in the long-term.  相似文献

Deforestation in Brazilian Amazonia accounts for a disproportionate global scale fraction of both carbon emissions from biomass burning and biodiversity erosion through habitat loss. Here we use field- and remote-sensing data to examine the effects of private landholding size on the amount and type of forest cover retained within economically active rural properties in an aging southern Amazonian deforestation frontier. Data on both upland and riparian forest cover from a survey of 300 rural properties indicated that 49.4% (SD = 29.0%) of the total forest cover was maintained as of 2007, and that property size is a key regional-scale determinant of patterns of deforestation and land-use change. Small properties (≤150 ha) retained a lower proportion of forest (20.7%, SD = 17.6) than did large properties (>150 ha; 55.6%, SD = 27.2). Generalized linear models showed that property size had a positive effect on remaining areas of both upland and total forest cover. Using a Landsat time-series, the age of first clear-cutting that could be mapped within the boundaries of each property had a negative effect on the proportion of upland, riparian, and total forest cover retained. Based on these data, we show contrasts in land-use strategies between smallholders and largeholders, as well as differences in compliance with legal requirements in relation to minimum forest cover set-asides within private landholdings. This suggests that property size structure must be explicitly considered in landscape-scale conservation planning initiatives guiding agro-pastoral frontier expansion into remaining areas of tropical forest.  相似文献

Some authors defend the implementation of regulation mechanisms such as individual transferable quotas, that is, the capacity to assign every fisherman an individual right so that he can fish a certain quantity of a specific species during a concrete period of time, as the most efficient way to reach a greater resource assessment and to guarantee biological sustainability. This paper investigates the equity implications of marketing ecosystem services in protected areas and rural communities. We use a three-tiered equity framework to analyse four distinct efforts to commercialise watershed recharge and carbon dioxide fixation by forests in Meso-America. We show that project development and participation are strongly mediated by organisational networks, as well as existing rights of access over land and forest resources. We demonstrate that procedural fairness diverges strongly when initiatives are implemented in protected areas or in rural communities. While in the former reserve managers and intermediaries concentrate all decision-making power, initiatives working with rural communities are able to integrate more significantly service providers in management decisions. Marketing ecosystem services in protected areas contributes to reduce expenditure rates for protected area management, but also results in less equitable outcomes, as rural communities and forest resource users become excluded from receiving sustained development benefits. When ecosystem services are commercialised by rural farmers, payments do not cover opportunity costs but act as a significant incentive for participation in most cases. Ecosystem service providers also benefit from complementary project activities, such as forest management training and agricultural extension support. We argue that limited economic impact and existing inequities in decision-making and outcomes can be explained by problems of institutional design, in particular the inability of markets and payments for ecosystem services to account for context-related factors, such as property rights.  相似文献

In the former coloured rural reserves of Namaqualand, land is held under an evolving form of communal tenure. This study, using in-depth interviews with both women farmers and non-farmers in Namaqualand, explores women's attitudes towards land and their experience of agriculture. It finds that women gain access to land for residential and production purposes mainly through dependent relationships with husbands, fathers and sons, and that unmarried women find it virtually impossible to obtain land rights in their own name. In the event of divorce or widowhood, women are vulnerable to loss of land rights and other resources. Women were found to engage in a range of agricultural activities, both on land allocated for their own use and on land controlled by male relatives, while a few better-off women engage in independent livestock farming. While the South African government's land reform programme has extended the area of communal land and attempted to secure the rights of existing land holders, this has largely benefited existing male farmers and appears to offer little to women farmers. Women's attitudes to the patriarchal system of land holding were found to be largely conservative. Few are willing to challenge the highly gendered nature of land rights within families, and women generally feel excluded from public processes around land. Nonetheless, women in the study expressed a demand for more secure access to land and an interest in agriculture as part of wider livelihood strategies.  相似文献
