Land use conflict involving farm externalities represents an increasing policy concern in Australia as agricultural activities intensify and as the nation's metropolitan areas continue to expand outwards. A review of the rural-urban fringe literature reveals a noticeable absence of research exploring the intensity of conflict experienced by farmers. Similarly, inadequate attention has been given to the policies adopted by government to manage conflict. This article contrasts the regulatory system that has been implemented to manage conflict involving poultry farming on the metropolitan fringe of two Australian state capitals: Perth, Western Australia and Sydney, New South Wales. Spatial variation in the nature of government intervention is uncovered. In the discussion that follows reasons are identified to help explain such variation including state ideology, metropolitan growth, industry activism, geographical constraints and farm characteristics. It is concluded that where agricultural industries experience internal political divisions and a geographically dispersed membership it becomes more difficult to influence government policy. 相似文献

Riparian corridors have the potential to function as thermal refuges, moderating extremes of local temperature variation. However, although demonstrated at individual sites, and over short periods, the consistency of this effect at wider temporal and spatial scales is poorly understood. The aim of this study is to assess the temperature differences between riparian corridors and adjacent non-riparian habitats and to explore the influence of environmental characteristics on these differences. Air temperature was monitored hourly at 20 paired locations (riparian and non-riparian) for two consecutive years. Urban index and canopy cover were characterised by calculating the percentage of impervious surface area and tree canopy cover within a 100 m radius from the centre of each sampling site. Canopy cover reduced summer thermal stresses in both urban and rural areas whereas high urban index tended to increase the daily thermal indices. Rivers had a significant mitigating effect on the urban riparian thermal condition, particularly in extreme hot weather. Riparian corridors were generally 1 °C cooler than non-riparian locations in summer and could be up to 3 °C cooler at some sites in extreme hot weather. Furthermore, riparian corridors at some sites were warmer than non-riparian locations in winter. These findings suggest that the proximity of rivers can modify riparian thermal environments, potentially reducing the heat stress of riparian corridors across landscapes. 相似文献

A process of urban regeneration of the former industrial dock area of east London by the London Docklands Development Corporation (LDDC) recognised the importance of geotechnical and geoenvironmental information. A systematic programme of data collection was implemented and stored in a series of bespoke computer database systems and cartographic registers. These allowed retrieval and manipulation of the data to provide rapid site assessments. The understanding of the natural setting of the area was enhanced as a consequence of the collation exercise. The data stored included geotechnical and environmental information on soil and groundwater. The hydrogeological regime was modelled by computer to determine the consequences of development on groundwater movement. In addition, a cartographic register of historic land use was developed. This gave instant detail on the potential for contamination of a site and became a fundamental tool in the UK planning process of the area. 利用苏州2004-2007年自动气象站资料以及购自中国科学院对地观测与数字地球科学中心的Landsat 5卫星(25 m分辨率)资料,分析研究苏州地区城市热岛总体特点以及分布规律,并对可能变化做一些探讨.分析认为,由于城市热岛效应,苏州地区气温呈中间高两侧低的分布特征,气温高值中心呈西北-东南走向,沿太湖及沿江地区气温相对较低;苏州城市地表温度呈明显的放射型分布,以市区中心向四周呈放射状分布. 相似文献

不同城市小区规划方案对大气环境的影响不同。本文在已建城市小区尺度气象和污染扩散模式的基础上,针对城市小区规划对气象及大气环境的影响,提出了一套以人为本的客观、科学、可操作的影响评估指标及方法,并以北京市某小区两种规划方案为例,具体评估了它们对气象及大气环境的不同影响。结果表明:由于第二种规划方案在小区中部有一条较宽的东西向道路,并且道路中绿化较多,这条道路是气流东西向流动的重要通道,道路附近风速较大、气温较低、污染较轻,并且对整个小区的气象和大气环境都有改善。由此可见,基于城市小区尺度模式,对城市小区规划对大气环境的影响进行评估是必要和可行的。本文提出的人体舒适度、行人舒适度、地面污染物浓度、最高建筑高度以下污染物浓度、建筑物表面污染物浓度及扩散能力等六项评估指标,并分别给予该6种指标的权重系数为0.2,0.1,0.1,0.1,0.1及0.4,然后再加权平均的评估方法是合理可行的。 相似文献

以南京市为例,构建人工蜂群元胞自动机(CAABC)模型,对2000—2007年的土地利用变化进行模拟以实现CAABC模型的校正,并以2007—2015年的土地利用变化为案例,验证该模型的有效性。模拟结果总体精度(OA)2007年为87.79%,2015年为80.61%;模拟结果的品质因数(FOM)2007年为21.23%,2015年为19.25%。基于CAABC模型和马尔可夫链预测未来城市土地总量,对南京市2025和2035年的土地利用格局进行了预测,对城市扩张和生态用地被侵占现象进行分析。模型预测结果表明,未来20年的城市扩张主要以牺牲耕地和林地为代价,2025和2035年80%的城市扩张面积来源于对耕地面积的侵占,17%的城市面积扩张是由2015年的林地转换得到的。研究表明,准确模拟、预测未来城市格局及评估城市扩张能够对生态用地侵占,以及为决策者合理规划城市、推动城市可持续发展提供帮助。 相似文献

As a signatory to the Paris Climate Agreement, Australia committed to reduce emissions significantly by 2030. In a country highly urbanised and dependent on fossil fuels as its primary energy source, one key avenue for meeting these commitments is energy transition in the built environment. Australia has emerged as a leader in the design and construction of high-performance buildings in the premium commercial office sector. In this paper, we address a significant gap in understanding the diverse mechanisms through which building energy transition is being constituted in this sector, focusing on Sydney and Melbourne. In the absence of substantive publicly available data, we draw on mixed methods comprising a database developed around high-performing CBD office buildings and qualitative interviews with a range of sectoral stakeholders. We characterise the building stock in each city, and document five trends constituting energy transitions. We demonstrate that building energy transitions are not only shaped purposefully by dominant governance regimes but also by opportunistic responses to specific material and commercial conditions and legacies in each city. Thus the urban built environment affords significant opportunity for energy transitions, but pathways towards such transitions are necessarily multiple and ultimately shaped by material as well as institutional geographies. 相似文献
