There is an on-going process to establish Marine Conservation Zones (MCZs) in England, to form part of a coherent and representative network of marine protected areas under national and EU legislation. From 2009 to 2011, the MCZ process included strong participatory elements. Four regional multi-sector stakeholder groups developed MCZ recommendations collaboratively, in line with ecological guidance provided by the Government's nature conservation advisers. This guidance was based on Government policy principles, including that MCZs should be designated based on ‘best available evidence’. This paper analyses the multi-dimensional conflicts that emerged within the stakeholder group in south-west England, which were magnified by uncertainty about future MCZ management. In September 2011, after working through these conflicts through trade-offs and negotiations, the stakeholder groups jointly recommended 127 MCZs to Government. The process subsequently shifted to a top-down approach, with further stakeholder engagement limited to bilateral consultation. There was a concurrent shift in policy, from a broad-scale network-level focus towards single-feature conservation. A lengthy series of evidence reviews concluded that the existing evidence at the time was insufficient to progress with the designation of most sites, marking a clear departure from the policy principle of proceeding with the designation of a representative network based on ‘best available evidence’, and effectively undermining the work carried out by stakeholder groups. Though MCZ designation was originally timetabled for 2012, in November 2013 just 27 of the recommended 127 MCZs were designated in a first tranche. At the time, no clear timetable was in place for subsequent tranches.  相似文献

Tsunami education activities, materials, and programs are recognized by the National Tsunami Hazard Mitigation Program (NTHMP) as the essential tool for near-source tsunami mitigation. Prior to the NTHMP, there were no state tsunami education programs outside of Hawaii and few earthquake education materials included tsunami hazards. In the first year of the NTHMP, a Strategic Plan was developed providing the framework for mitigation projects in the program. The Strategic Plan identifies education as the first of five mitigation strategic planning areas and targets a number of user groups, including schools, businesses, tourists, seasonal workers, planners, government officials, and the general public. In the 6 years of the NTHMP tsunami education programs have been developed in all five Pacific States and include print, electronic and video/film products, curriculum, signage, fairs and workshops, and public service announcements. Multi-state education projects supported by the NTHMP include TsuInfo, a bi-monthly newsletter, and Surviving a Tsunami, a booklet illustrating lessons from the 1960 Chilean tsunami. An additional education component is provided by the Public Affairs Working Group (PAWG) that promotes media coverage of tsunamis and the NTHMP. Assessment surveys conducted in Oregon, Washington, and Northern California show an increase in tsunami awareness and recognition of tsunami hazards among the general population since the NTHMP inception.  相似文献

A unique historical data set describing the 142 storms each producing losses in excess of $100 million in the United States during the 1950–89 period were analyzed to describe their temporal characteristics. The storms caused $66.2 billion in losses (in 1991 values), 76% of the nation's insured storm losses in this period. These extreme storm catastrophes (SCs) were most prevalent in the south, southeast, northeast, and central U.S., with few in and west of the Rocky Mountains. Storm incidences were high in the 1950s, low in the 1960s-early 1970s, and increased in the 1980s. Losses due to SCs peaked in the 1950s, again in the late 1960s, with a lesser peak after 1985. The areal extent of storm losses peaked after 1975 and was least in the 1960s. The temporal variations of the three storm measures (incidence, losses, and extent) did not agree except when they all peaked in the 1950s. Regionally-derived time distributions of SCs showed a marked north-south differences in the United States with a U-shaped 40-year distribution in the northern half of the nation, and a relatively flat trend until a peak in the 1980s in the southern regions. The temporal distributions of hurricane-caused catastrophes differed regionally with occurrences in the prime areas, the southern, southeastern, and northeastern U.S., each quite different. Temporal distributions of thunderstorm and winter storm catastrophes were regionally more uniform.  相似文献

青岛是典型的花岗岩地区,通过分析青岛不同岩性的氡浓度探讨其差异和控制因素。结果表明:青岛不同岩芯的氡浓度变化范围为0.05~19.51 KBq/m3,平均值为2.56 KBq/m3(n=210),花岗岩氡浓度均值为1.54 KBq/m3,同其他岩性相比氡浓度较低。不同岩性样品氡浓度释放量平均值表现为粉质黏土>泥岩>砂质泥岩>泥质砂岩>闪长岩>粉土/填土>砂岩>正长花岗岩>粗砂>花岗岩>二长花岗质片麻岩。综合来看,土壤层中氡浓度最高,其次是沉积岩和岩浆岩,变质岩中氡浓度最低。不同岩性氡浓度与其铀含量和孔隙率有关,除花岗岩外,沉积岩和变质岩中铀含量越高所含氡浓度越高,沉积岩、岩浆岩以及变质岩的氡浓度和孔隙率大小呈正相关,沉积岩中氡浓度高于岩浆岩,推测与其所含的富水砂层有关;土壤的土质均匀疏松,孔隙度最高,氡在土壤中有大量的存储空间,故在所有岩性中所含的氡浓度最大。  相似文献

Public service systems, such as emergency health care, police or fire brigades, are critical for day-to-day functioning of the society. To design and operate these systems efficiently much data needs to be collected and properly utilised. Here, we use the OpenStreetMap (OSM) data to model the demand points (DPs), which approximate the geographical location of customers, and the road network, which is used to access or distribute services. We consider all inhabitants as customers, and therefore to estimate the demand, we use the available population grids. People are changing their location in the course of the day and thus the demand for services is changing accordingly. In this paper, we investigate how the used demand estimate affects the optimal design of a public service system. We calculate and compare efficient designs corresponding to two demand models, a night-time demand model when the majority of inhabitants rest at home and the demand model derived from the 24-hour average of the population density. We propose a simple measure to quantify the differences between population grids and we estimate how the size of differences affects the optimal structure of a public service system. Our analyses reveal that the efficiency of the service system is not only dependent on the placement strategy, but an inappropriate demand model has significant effects when designing a system as well as when evaluating its efficiency.  相似文献

城市地质信息系统建设的基本功能目标是:支持多源异构地质空间数据的存储、管理、提取、传输与交叉访问,实现地下地质结构与关系的表达、分析和过程的三维可视化,支持政府决策并开展相关领域的信息社会化服务。为此,应当将其纳入“数字国土”和“数字城市”工程的统一规划中去,一方面借鉴地矿点源信息系统的设计思路与方法,研发并建造主题武的“城市国土资源基础数据平台”,以及相关的决策支持系统和服务应用系统;另一方面运用“多S”集成技术、联邦数据库技术、数据仓库技术、三维可视化技术和计算机网络技术,整合各种已有的和新建的多源异构的数据库、图形库、知识库、方法库、模型库和管理系统、决策系统。在具体设计时,可以将客户机/服务器(C/S)结构与浏览器/服务器(B/S)结构结合起来,并按市(局)—县(区、分局)两级联网的构架进行设置。  相似文献

A randomized kinodynamic path planning algorithm based on the incremental sampling-based method is proposed here as the state-of-the-art in this field applicable in an autonomous underwater vehicle. Designing a feasible path for this vehicle from an initial position and velocity to a target position and velocity in three-dimensional spaces by considering the kinematic constraints such as obstacles avoidance and dynamic constraints such as hard bounds and non-holonomic characteristic of AUV are the main motivation of this research. For this purpose, a closed-loop rapidly-exploring random tree (CL-RRT) algorithm is presented. This CL-RRT consists of three tightly coupled components: a RRT algorithm, three fuzzy proportional-derivative controllers for heading and diving control and a six degree-of-freedom nonlinear AUV model. The branches of CL-RRT are expanded in the configuration space by considering the kinodynamic constraints of AUV. The feasibility of each branch and random offspring vertex in the CL-RRT is checked against the mentioned constraints of AUV. Next, if the planned branch is feasible by the AUV, then the control signals and related vertex are recorded through the path planner to design the final path. This proposed algorithm is implemented on a single board computer (SBC) through the xPC Target and then four test-cases are designed in 3D space. The results of the processor-in-the-loop tests are compared by the conventional RRT and indicate that the proposed CL-RRT not only in a rapid manner plans an initial path, but also the planned path is feasible by the AUV.  相似文献
