Socio-economic development of small-island fishing communities is greatly dependent on local coastal and marine resources. However, illegal fishing and aggressive practices in insular ecosystems lead to over-exploitation and environmental deterioration. Moreover, a lack of scientific data increases uncertainty and prevents the adequate monitoring of marine resources. This paper focuses on the integration of local fishing communities into decision-making processes with the aim of promoting artisanal fishing on the Island of Tenerife (the Canary Islands), as a way to preserve the marine ecosystem and socio-economic development of traditional cofradias (fishers' organisations). A qualitative methodological framework, based on participatory problem-solution trees and focus groups, was used to identify the main factors impeding the sustainable development of the artisanal fishing sector on the island and to elaborate collective proposals with policy implications. The fishing community involved identified four main issues that are maintaining an unsustainable island fishery: 1) Over-exploitation; 2) Poor self-management of cofradias and commercialisation problems; 3) Fisher individualism and low co-management strategies, and 4) Illegal fishing increase vs. artisanal fishing decline. The New Zealand region contains untapped natural mineral, oil, and gas resources while also supporting globally unique and diverse faunal communities that need to be managed sustainably. In this paper key information from the international literature is reviewed that can underpin an Environmental Mining Management System which includes elements of Environmental Risk Assessment, Environmental Impact Assessment and Environmental Management Planning. This paper focuses on four developing areas of seafloor mining activities presently being undertaken or planned in the New Zealand region: hydrocarbons (oil and gas), minerals, ironsands and phosphorite nodules. A number of issues with the implementation of environmental management systems are identified including the difficulty of assessing new marine activities or technologies and the need for standardised reporting metrics. Finally, the development of ecosystem-based management and marine spatial planning is discussed which will be required to enhance environmental mining management frameworks in New Zealand. 相似文献

The expansion of offshore wind farms (OWFs) is likely to increase conflict with other marine users as different sectors compete for space. There may also be positive interactions, as the artificial reef effects from energy infrastructure have the potential to sustain and enhance fishing opportunities. Recreational sea angling is an important sector within the UK but the experiences and opinions of UK sea anglers with respect to OWFs have not been documented. To address this, an online survey was undertaken with recreational anglers around the UK (n=199). Respondents represented a range of socio-demographic and angling characteristics, although male, more frequent and older fishers as well as club members were over-represented compared to a 2012 national survey. One quarter of the respondents had fished around the perimeter of or within an OWF, most on multiple occasions, and 73% of those who had not expressed a willingness to do so in future. Anglers reported both positive and negative effects on catch success when fishing near or within OWFs compared to their experiences of the same site prior to OWF development. Outcomes for individual species were also mixed. Anglers recognised the potential artificial reef effects of OWFs and their role as a “safe haven”, particularly due to the exclusion of commercial fishers. Negative perceptions included restricted access, harm to marine wildlife, and visual impact. There is little evidence that OWFs will have a significant economic impact on recreational fishing, as most anglers are unlikely to change their behaviour in response to future developments. 相似文献

Marine spatial planning (MSP) is advocated as a means of managing human uses of the sea in a manner that is consistent with the maintenance of the ecological goods and services of the marine environment. Support for the process is evident at international and national levels but the degree to which it is acceptable to local level stakeholders is not clear. An Daingean (formely Dingle) is a small sea-oriented town situated on the southwest coast of Ireland in which marine-based tourism and other relatively new uses of the sea are pursued along side traditional fishing activities. Stakeholders in An Daingean are found to be positively disposed to a local process of MSP that incorporates meaningful local involvement. 相似文献

Effective management of marine ecosystems is enhanced when detailed information on biodiversity is available. Key information to underpin management actions and conservation planning includes relationships between species assemblages and environmental gradients, and information on species distributions. We conducted a subtidal biodiversity assessment of surface‐dwelling subtidal molluscs in eight a priori defined habitat types using underwater visual censuses to quantitatively explore relationships between molluscan assemblages, and their correlation with benthic habitats and abiotic variables. In addition, variations in diversity were examined for two key habitat types (areas dominated by Dendronephthya australis and by filter feeders) over a period of 15 months to examine temporal change. We found that molluscs form distinct assemblages within subtidal habitats, but that assemblages within key habitats show inherent temporal variability. Regional (gamma) diversity of molluscs was found to result from a combination of: (i) within habitat alpha diversity, which increased with habitat complexity; (ii) between habitat beta diversity, with significant differences in molluscan assemblages amongst habitats with differing benthic growth, substrate type, and depth; and (iii) temporal beta diversity, with significant changes detected in molluscan assemblages over time. The results demonstrate how habitats and abiotic variables (principally depth and substrate type) combine to contribute to molluscan biodiversity in temperate estuaries, and illustrate the value of these factors as surrogates for surface‐dwelling subtidal molluscs in conservation planning. 相似文献

Numerous national governments and supranational organizations such as the OSPAR Commission, the European Union and the United Nations Educational, Scientific and Cultural Organization (UNESCO) have underlined the importance of maritime spatial planning (MSP) for balancing and solving conflicts between the needs of different sectors and conservation in the marine space. In the last decade, many maritime spatial plans have been developed around the world. The drivers to develop these plans and the approaches to find solutions for the particular problems differ significantly. The Portuguese national marine jurisdiction is one of the largest in Europe. For the continental part, a maritime spatial plan was initiated in 2009, and entered in 2010 in the final stage of approval. One of the driving forces for this MSP initiative was the claim to extend its continental shelf. The development process was led by a multidisciplinary team. Despite the challenges, the existing as well as potential future marine resources and activities were characterized, mapped and categorized. To overcome conflicts resulting from the many overlapping uses and to assure sustainable development of all sectors, a conflict analysis and evaluation of potential future uses were necessary. The applied zoning scheme represented an exercise of conflict solving and proved to be a powerful tool to promote discussion and participation among stakeholders. The successful implementation of Portuguese MSP will rely largely on its ability to provide efficient management, financial and legal mechanisms to achieve the integration of all strategies and spaces under the Portuguese maritime jurisdiction. 相似文献

The declining health of marine ecosystems around the world is evidence that current piecemeal governance is inadequate to successfully support healthy coastal and ocean ecosystems and sustain human uses of the ocean. One proposed solution to this problem is ecosystem-based marine spatial planning (MSP), which is a process that informs the spatial distribution of activities in the ocean so that existing and emerging uses can be maintained, use conflicts reduced, and ecosystem health and services protected and sustained for future generations. Because a key goal of ecosystem-based MSP is to maintain the delivery of ecosystem services that humans want and need, it must be based on ecological principles that articulate the scientifically recognized attributes of healthy, functioning ecosystems. These principles should be incorporated into a decision-making framework with clearly defined targets for these ecological attributes. This paper identifies ecological principles for MSP based on a synthesis of previously suggested and/or operationalized principles, along with recommendations generated by a group of twenty ecologists and marine scientists with diverse backgrounds and perspectives on MSP. The proposed four main ecological principles to guide MSP—maintaining or restoring: native species diversity, habitat diversity and heterogeneity, key species, and connectivity—and two additional guidelines, the need to account for context and uncertainty, must be explicitly taken into account in the planning process. When applied in concert with social, economic, and governance principles, these ecological principles can inform the designation and siting of ocean uses and the management of activities in the ocean to maintain or restore healthy ecosystems, allow delivery of marine ecosystem services, and ensure sustainable economic and social benefits. 相似文献
