In the early stages of economic development in Korea, national territorial planning was used as a policy tool to guide spatial structure and to provide physical infrastructure for urban and industrial development. Such a top-down approach was inevitable because Korea maintained the centralized political and government system until the early 1990s. Circumstances, however, have changed recently since the 1990s with progress in democratization and localization. In addition, forces of globalization are making significant impacts on the parameters of national territorial planning. Reflecting these changes in both internal and external conditions, the Fourth National Territorial Plan (2000–2020) has adopted a different approach from the past three territorial plans. This paper reviews the socio-economic background that necessitated such changes in approaches to national territorial planning. A major thrust of the Fourth Plan, a focus on emergent or anticipated planning issues in Korea, is discussed. Finally, the paper examines the rationale for long-term strategic planning in the highly fluctuating situation facing Korean society in the new century. 相似文献

Marine spatial planning (MSP) is advocated as a means of managing human uses of the sea in a manner that is consistent with the maintenance of the ecological goods and services of the marine environment. Support for the process is evident at international and national levels but the degree to which it is acceptable to local level stakeholders is not clear. An Daingean (formely Dingle) is a small sea-oriented town situated on the southwest coast of Ireland in which marine-based tourism and other relatively new uses of the sea are pursued along side traditional fishing activities. Stakeholders in An Daingean are found to be positively disposed to a local process of MSP that incorporates meaningful local involvement. 相似文献

This article summarizes briefly the principal conclusions from papers presented in this special issue on marine spatial planning. It identifies potential economic, ecological, and administrative benefits (and costs) that might be realized from the implementation of MSP. From 2009 to 2011, marine spatial planning (MSP) rapidly gained visibility in the United States as a promising ocean management tool. A few small-scale planning efforts were completed in state waters, and the Obama Administration proposed a framework for large-scale regional MSP throughout the U.S. Exclusive Economic Zone. During that same time period, the authors engaged a variety of U.S ocean stakeholders in a series of dialogs with several goals: to share information about what MSP is or could be, to hear stakeholder views and concerns about MSP, and to foster better understanding between those who depend on ocean resources for their livelihood and ocean conservation advocates. The stakeholder meetings were supplemented with several rounds of in-depth interviews and a survey. Despite some predictable areas of conflict, project participants agreed on a number of issues related to stakeholder engagement in MSP: all felt strongly that government planners need to engage outsiders earlier, more often, more meaningfully, and through an open and transparent process. Equally important, the project affirmed the value of bringing unlike parties together at the earliest opportunity to learn, talk, and listen to others with whom they rarely engage. 相似文献

In those coastal communities where the most seaward strip of mainland consists of dunes, these dunes often serve as a flexible sea defence. In addition, this strip offers large potential for housing and commercial enterprises. Unfortunately, due to severe storm surges part of this strip (the erosion zone) is subject to erosion, and as a result of which any buildings or infrastructure located here, are destroyed. Therefore, as we will illustrate in this paper, a building policy for this zone should reflect a compromise between two opposite interests: exploitation of the existing potential and, prevention of an unacceptable high risk due to erosion. Accordingly, the authors have developed a framework for such a building policy on the basis of which the desirability of various different types of investments and the location within the erosion zone of such investments can be determined. The examples that are used to illustrate this framework in this paper are limited to experiences in The Netherlands as relevant data and experiences are available and relatively easy accessible here. Nevertheless, the approach as is described is generic and applicable worldwide suggesting that the discovered unused potential for exploitation is not just limited to The Netherlands. 相似文献

This paper uses spatial, temporal, and use-intensity data for 27 major marine uses in Washington waters to feature a method for assessing potential use conflicts in a variety of scenarios. The study represents a first step towards quantifying potential conflicts within Washington’s Marine Spatial Planning (MSP) study area by using a cumulative analysis to highlight high- and low-use intensity areas and the novel Marine Potential Conflict Index (MPCI), which incorporates space, time, and intensity of use, to quantify pairwise potential conflicts between uses. About 10% of pairs of uses do not overlap spatially and are likely compatible with one another. Temporally, the number of uses peaks in July and August and falls during January and February. Additionally, the MPCI identified three important use types with a substantial degree of potential conflict: commercial fishing, tribal fishing, and shipping. External data were used in three cases to ground-truth the analysis, as a limited test of its utility in managing any potential conflict. This article assesses the extent of Washington’s existing marine uses along spatial, temporal, and intensity axes, and more broadly provides a straightforward way to examine potential conflicts between marine uses. 相似文献
