The National Agricultural Policy was implemented to arrest the decline that agriculture experienced in the 1970s and early 1980s. It aims to modernise and revitalise Malaysian agriculture and alleviate rural poverty while retaining labour in agriculture. This paper evaluates its likely effects on poverty among small‐scale padi farmers. The analysis is based on an evaluation of the strategies and programs that are being implemented as part of the policy. It is argued that the National Agricultural Policy will not alleviate poverty in the padi sub‐sector for three main reasons. Firstly, the strategies and programs currently being employed are essentially unchanged from those that were unsuccessfully employed in the past. Secondly, it is premised on a theoretical base which will not lead to the development of effective anti‐poverty strategies. And, finally, it is flawed by policy contradictions.  相似文献

The Triassic Indosinian Orogeny followed extinction of the Palaeotethys Ocean resulting in suturing of Gondwana affinity and Cathaysian blocks.The Gondwana affinity Sinoburmalaya block of Peninsular Malaysia, characterized by Carboniferous—Permian mudstones containing glacial dropstones and sparse fauna and flora, is traced extensively into Sumatra. This mudstone facies is flanked on the east by a sandstone-dominated facies and by carbonate localized in the Kinta Valley. The muddy and sandy facies both begin with a basal Carboniferous condensed red bed sequence, which unconformably overlies the older formations of Sinoburmalaya. Both facies also demonstrate a Late Permian conformable transition into overlying limestone. The Cathaysian block of East Malaya is characterized by Late Permian Gigantopteris flora and fusulinid limestones associated with andesitic volcanism. It is similar but not identical to the West Sumatra Carboniferous—Permian block, characterized by Early Permian volcanism, fusulinid limestones and early Cathaysian Jambi flora.The South to SSE trending central Peninsular Malaysian Triassic orogenic belt swings south-east from Singapore to Bangka, then east to Billiton. The Palaeotethys suture (Bentong—Raub Line) forms the western margin of this belt and is therefore unlikely to continue south along the Palaeogene Bengkalis Graben, which transects the north-west—south-east orogenic fabric of Sumatra.The oroclinal bending of the Indosinian Orogen, from a north-west—south-east grain in Sumatra to a northerly grain through Peninsular Malaysia, is attributed to the Palaeocene collision of India and its subsequent indentation into Eurasia. The bending was accomplished by clockwise rotation and right-lateral shear parallel to the orogenic grain. The Mesozoic Palaeotethyan sutures were transformed into Palaeocene and younger shear zones. The outer zones of the orocline experienced pull apart tectonics (Andaman Sea and Sumatra basins) while the inner part (East Malaya to Billiton), being compressional, lacks Cenozoic basins.  相似文献

Mainstream and alternative media play an important role in circulating powerful narratives within and often beyond a country's borders. This article specifically examines how Malaysia's media have framed the relationship between information and communication technologies (ICTs) and the country's electoral process. To this end, the authors conducted a content analysis of selected domestic mainstream and alternative media sources for two weeks before and two weeks after Malaysia's last three federal elections – 1999, 2004 and 2008 – to gauge how coverage has changed over time with shifts in the local political landscape and growing ICT access and usage.  相似文献

A series of laboratory tests was conducted on a tropical residual soil, which is widespread and readily available over a considerable part of Peninsular Malaysia, to assess whether it could be compacted as hydraulic barriers in waste disposal landfills. Index properties, swelling potential, cation exchange capacity (CEC), compaction characteristics, and hydraulic conductivity of the soil indicate that it is inorganic, very plastic, inactive (activity <0.75), moderately expansive (modified free swell index is about 3.06), and of fair attenuation capacity (for inorganic contaminants). For hydraulic conductivity measurement, the soil was compacted in rigid-wall permeameter moulds at a variety of water contents and compactive efforts and then permeated with de-aired tap water. The results of hydraulic conductivity tests illustrate that hydraulic conductivity lower than 1×10–7 cm/s can be achieved using a broad range of water contents and compactive efforts, including water contents dry of optimum. Its shrinkage and strength properties show that it has minimal potential to shrinkage and has adequate strength to support the overburden pressure imposes by the waste body. These findings suggest that the residual soil can be potentially utilized as compacted soil liner material.  相似文献

The Malaysian government has embarked on an ambitious refashioning of the nation called Vision 2020 in pursuit of its goal of becoming a ‘developed country’. A pivotal component of this ‘vision’ is the planning and provision of information technology (IT) infrastructure in a multi-billion dollar urban mega-project called the Multimedia Super Corridor (MSC). The purpose of my paper is twofold. First, I situate an official planning document for the MSC entitled Physical Design Guidelines for the Multimedia Super Corridor in the activity of transnational planning practice. Second, I argue that a thematic series of organizing planning concepts and practices can be identified in this document. These concepts and practices work in two ways: first, by representing highly positioned notions of sub-urban, middle-class urban design conventional in specific North American cities as universally applicable to, and desirable for, the broader national development goals the MSC is intended to lead; second, by creating a ‘total image’ for the MSC that suggests an apparently seamless relationship between the MSC and the proper citizens for it at every imaginable scale. One important effect of these plans is the material transformation of a rural landscape of and for production into an urban landscape of and for consumption. This transformation raises the question of who can belong to the ‘nation’ being (re)imagined via the MSC.  相似文献

We report here that seismicity near Govind Ballav Pant reservoir is strongly influenced by the reservoir operations. It is the second largest reservoir in India, which is built on Rihand river in the failed rift region of central India. Most of the earthquakes occurred during the high water stand in the reservoir with a time lag of about 1 month. We use the concept of coulomb stress change and use Green's function based approach to estimate stresses and pore pressure due to the reservoir load. We find that the reservoir increases coulomb stress on the nearby faults of the region that are favourably oriented for failure in predominantly reverse slip manner under the NNE–SSW compression and thus promotes failure. The above two factors make it an obvious, yet so far unreported case of reservoir triggered seismicity.  相似文献

India is a vast country and is highly diversified in terms of natural resources and socio-economic setup. Moreover, its water resources are unevenly distributed in space and time. With increasing population and increasing aspiration for improved standard of living, there is an acute pressure on the demand and availability of water. Though the idea of interlinking of rivers is not a new concept in India, it had rather persisted long back as much as in other countries of ancient civilization. National Water Development Agency (NWDA) has given the real shape to the proposal of the interlinking of rivers of the country. In India the river-linking project in a sensible and scientific manner will not only allow the prevention of the colossal wastage of a vitally important natural resource, mitigate the flood and inundation by detaining flowing surface water of rainy seasons, but also ensure availability of water to drier areas; combating both flood and drought simultaneously. Moreover, this project will generate 34,000 MW of hydropower and irrigation of an additional 35 million hectares (135,135 square miles) of land. Though linking of rivers may initially appear to be a costly proposition in ecological, geological, hydrological and economical terms, in the long run the net benefits coming from it will far outweigh these costs or losses. However, in the absence of any definite international legal framework, Bangladesh has raised objections against the project. This paper aims at looking at this long-term plan, the project proposal, its involvement and impact not only on the states of India, India as a whole, but also on its neighbouring nations which are linked with India through the waterways, and share the common climatic conditions and economic status.  相似文献

The Royal Belum forest reserve is one of the oldest tropical rainforests in the world and it is one of the largest virgin forest reserves in Malaysia. However, not many studies have been conducted to understand the ecology of this forest. In this study we estimated the aboveground biomass (AGB) of the forest using diameter at breast height (DBH) and height of trees (h ), tree species and hemispherical photographs of tree canopy. We estimated AGB using five allometric equations. Our results demonstrated that the AGB given by the one tree species specific allometric equation does not show any significant differences from the values given by the non‐tree species specific allometric equations at tree and plot levels. The AGB of Intsia bijuga species, Koompassia malaccensis species and Shorea genera were comparatively higher, owing to their greater wood density, DBH and h. This has added importance because some of these species are categorized as threatened species. Our results demonstrated that mean AGB values in this forest (293.16 t ha‐1) are the highest compared to some studies of other areas in Malaysia, tropical Africa and tropical Bazilian Amazonia, implying that the Royal Belum forest reserve, is an important carbon reservoir.  相似文献

The geographical literature on the politics tied to formal commemorations of the past is a burgeoning one. Yet, there has been less attention paid to similar practices undertaken by nonstate agents seeking to ensure that what is written out of official history is not forgotten. This paper explores how and why the story of Sybil Kathigasu, a woman who played a salient role in the resistance movement against the Japanese during the Second World War in Perak, Malaysia, has been peripheralized within formal memory making even as it has been informally revived elsewhere. It specifically suggests that, while the sidelining of her story may be the product of the tendency of the state of Perak to downplay its war past, Sybil's gender, race and political ideologies have also made it more difficult for her to be embraced as a ‘national’ heroine. Drawing on a private museum that was set up in her honor in Papan, the paper also reveals how factors impeding her formal remembrance also have implications for alternative efforts to recover her story. More broadly, the paper offers insights into women's absences in Malaysian public memory, and argues the need for more emphasis on memoryscapes ‘from below’ as a means of nuancing local remembrance politics.  相似文献

In the coastal waters of Johor Straits, Peninsular Malaysia, the dugongs occur and their habitat suitability model has yet not been attempted, while it could be critical information for developing their conservation strategies. This study derived spatially explicit dugong population information on the abundance and distribution of dugongs based on fisher surveys. The survey revealed the highest dugong abundance around eastern areas, followed by southern areas of Johor Straits. Degradation of seagrass habitat, which dugong uses as feeding ground, could be the main reason for reducing dugong sighting around western areas. A habitat suitability map was produced based on dugong presence and interacting environmental factors such as seagrass biomass, distance from shoreline, and water depth. Using ArcGIS mapping capability, the data layers on those environmental factors were fied into MaxEnt. The MaxEnt model output showed seagrass biomass as the highest contributing factor to the likelihood of dugong presence. The model also estimated 20 kg/m2 of seagrass biomass, 3 km distance from shoreline and a water depth of 25 m as the optimum habitat condition for dugong population. The combination of fisher interview, habitat suitability, and risk modeling has the ability to provide adequate information required for monitoring and developing policy strategies for sustainable management and conservation of marine mammals.  相似文献
