This study contributes to the existent literature on neoliberal urban governance examining the process-based character of this formation. I maintain that neoliberal governance is a fluid and evolving formation which is continuously being constructed and reconstructed beneath a rhetorical veneer of inevitable emergence and permanence. In this context, this work examines the interconnections between neoliberal urban ascendancy, changing rhetoric and urban waste management policies, and waste pickers (cartoneros), in a case study setting, Buenos Aires. Since 2002, the neoliberal urban governance in Buenos Aires (its institutions, programs and policies) has mobilized different rhetoric and policies to negotiate the waste pickers’ “disturbing” and “dirty” presence in the streets. In that process, the waste pickers, originally marginalized and stigmatized by the neoliberal discourse, have been regulated and disciplined into legal and “well behaved” workers. I would argue that, regulating this activity does not entail giving the waste pickers an opportunity to become central actors in the future of urban waste management in the city. Rather, it is compatible with the logic of the local neoliberal urban projects, focused on disciplining the city’s physical and social landscape as new opportunities for growth and development continue to emerge.  相似文献

During the 2010s, the South China Sea (SCS) became a geopolitical flashpoint over the sovereignty of the Paracels and Spratlys. China envisioned its transformation of coral reefs into military bases and island cities as an SCS ‘green construction’ project. This article analyses how the SCS is discursively construed and practically constructed as maritime national territory, by mobilizing fishing legacies and extending state limits through ‘state-led environmentalism’ rhetoric. Drawing on ethnographic fieldwork in China, I show that state-led environmentalism is a hierarchical process that intermittently co-opts and excludes local populations to advance the state's territorial ambitions, which are anchored in geographical, geopolitical and socio-technical imaginaries of ‘maritime civilization’. Yet, I also show that in this process, the SCS emerges as spaces of vernacularized political claims. Thus, I argue that territory is not only a political technology of control but also vernacular practice through which universalizing discourses— whether on the Exclusive Economic Zone regime, sovereignty or nature—are adapted and modified.  相似文献

The grassroots environmental movement often protests locally unwanted land uses. Many grassroots groups have, however, expanded their agenda to the scale of environmental justice. Explanations for this scale transformation include historical circumstances, individuals' radicalization through activism, and the growth of environmental justice networks. This case study, grassroots environmentalists' opposition to a proposed electricity transmission line in Monroe County, WV, explores another explanation: appeals for environmental justice are also a strategic response to siting regulatory procedures. With concepts emerging from the political geography of scale, I interpret the Monroe Countians' efforts and show how their strategies link the grassroots scale with that of environmental justice.  相似文献

This paper explores territorial struggles around ecotourism in community-based conservation in wildlife rich Northern Tanzania. At the centre of analysis are two emblematic and distinctly different ecotourism business models that rely on a particular territorialization of property relations and resource control: one model is based on land sharing with local communities and villages, while the other relies on the appropriation of large parts of village land for exclusive access and control. Conceptually engaging critical geography debates on internal territorialization with a poststructuralist political ecology inspired by the framework of multiple environmentalities, the paper shows how ecotourism companies employ different techniques of government to secure business-friendly environments and territories in neoliberal conservation. Different business models underpin different processes of territorialization that in turn produce different modes of engagements and regimes of rule and authority. While the case of ecotourism through land sharing reinforces village land rights through a neoliberal environmentality, ecotourism through land appropriation illustrates how neoliberal, sovereign and truth environmentalities are put to work to facilitate the re-territorialization of property relations and resource control to undermine land rights of an entire village or an ethnic minority.  相似文献

In an era of late capitalism and climate crisis, an expanding, heterogeneous network of people find themselves precariously positioned at the edge of disaster. This paper explores how Stop FEMA Now, a coalition of U.S. flood disaster survivors and other coastal homeowners, used social media to challenge neoliberal policies that produced – and then privatized – environmental risk. I find that social media played a crucial and sometimes unexpected role in enabling activists to organize across difference and cohere around an identity that emphasized their multiple layers of vulnerability and responsibilization. Through images that reembedded natural disasters in their political and economic contexts, activists exposed their historic and ongoing abandonment by neoliberal policies and state failures. Ultimately, such abandonments forfeited coastal homeowners to a future marked by fiscal and climate crisis, constituting them as sacrificed citizens. And yet, I also propose that the struggles of sacrificed citizens offer new possibilities for coalitions and pluralisms.  相似文献

This article analyzes how the intensification of neoliberal policies and the use of privatization to govern access to the ocean and its resources are producing the conditions for the dispossession of Indigenous fishing customary rights as well as resistance practices that interrupt neoliberal policies. This article highlights the role of actors beyond the state in producing the specific junctures at which the vocation of the Indigenous peoples in the Tehuantepec Isthmus in the state of Oaxaca, Mexico, is changed to become a “center of sustainable development.”  相似文献
