Marine spatial planning (MSP) has emerged worldwide as a tool for sustainable ocean governance. This paper reviews how sustainability and ecosystem-based management (EBM) have been included so far within the MSP general framework, by carrying out: (1) a review on the links between sustainability, EBM and MSP in EU maritime policy initiatives; (2) an analysis on the differences between ecosystem-based MSP versus MSP focused on delivering blue growth; and (3) a discussion on how adaptive management may address some of the main challenges found in achieving sustainable ocean management. From the EU Green Paper (2006) to the MSP Directive Proposal (2013), MSP processes based on the principle of EBM have been recognized as a necessary tool to ensure maritime sustainable development. Although ecosystem-based MSP has been recently presented as the best way to ensure both ecosystem conservation and development of human activities, most national and European MSP initiatives seem to follow a MSP approach focused in delivering blue growth. A challenge, therefore, arises: how to adjust policy decisions to properly preserve ecosystems and the services they provide? If truly implemented, an adaptive approach seems to be a way forward in ensuring that spatial planning, management and policy-making in marine spaces can be continuously adjusted, thus allowing for sustainability. 相似文献

With one of Europe׳s largest exclusive economic zones, Portugal has a paramount role in the implementation of EU maritime policies. In the Portuguese context, ocean planning and management are presently undergoing major advances. This paper analyzes and discusses the present state of affairs regarding the Portuguese marine spatial planning (MSP) process, comprising: (1) an update on the status of MSP in Portugal; (2) an analysis on how sustainability concepts are to be implemented in the Portuguese MSP process and (3) a discussion on major challenges to Portuguese MSP long-term sustainability. The Portuguese MSP process can be divided in two phases: development of the “Plano de Ordenamento do Espaço Marítimo” (POEM) – initially intended to be the first Portuguese “marine spatial plan” but then published as a “study”; and development of the Law Proposal 133/XII on marine planning and management – soon to be approved. A key question for the long-term adequacy of Portuguese MSP is how is it addressing environmental sustainability: is it relying on soft or hard sustainability concepts? Is it prioritizing the achievement of good environmental status (GES) or blue growth? In both cases (POEM and Law Proposal), soft sustainability seems to be the underlying principle, because although the ecosystem approach is recognized as fundamental, environmental quality seems to come second when set against economic goals. 相似文献

Knowledge about the existing safety culture in a maritime organization such as in shipping companies or on board ships can enable the formulation of effective interventions to maintain and improve safety culture and safety in the organization. When assessing the safety culture, questionnaires developed for this purpose are often used. This paper proposes a work process that facilitates the analysis and interpretation of the relationships between safety culture aspects using questionnaire data. The work process includes the use of variable cluster analysis where the cluster solutions are presented in dendrograms. These were found to be an excellent way to visualize complex relationships in the quantitative data and to facilitate the understanding of the safety culture concept. Results are presented from applying the statistical process to safety culture data from six Swedish ships in international traffic. The visualized safety culture results can enable group discussions about safety on different organizational levels and can constitute an important input to the continuous improvement processes for safety and safety culture. 相似文献

Studies conducted to determine the efficacy of the ISM Code in the past include investigations of the trends of accident numbers and insurance claims and users' perceptions. None of these, however, could produce a definitive conclusion. This is because both the use of safety outcome as well as the use of perception have inherent problems and are not reliable. This paper takes a different approach. It draws on wider research on management of workplace health and safety to ascertain whether or not employment and social conditions that support effective implementation of self-regulation are present in the maritime context. The findings reveal a considerable disparity between managers' and seafarers' understanding of the use of the Code resulting in a wide gap between its intended purpose and practice. The analysis shows that the critical factor is the lack of seafarers' participation in management of workplace health and safety. The underlying causal factors for such lack of participation were located in seafarers' poor employment condition and low-trust relationship with their managers. 相似文献

海上丝绸之路作为一种跨地域的地理现象,涉及到物资、商品、技术、文化、移民等要素的时空流动以及在岭南的区域影响。基于历史文献资料分析,以历史地理视角,探讨海上丝绸之路在岭南所产生的区域效应。研究表明,海上丝绸之路使岭南及其江河、海陆交互处的地域具有明显的地理边缘效应,对外贸易及其伴生的诸要素的溢出、汇融和交流,带来岭南区域地理空间结构、功能的变化,以及在土地利用、经济地理、聚落地理和社会文化地理等方面的区域效应。结合当下“一带一路”国家战略的提出,以史为鉴,对指导“21世纪海上丝绸之路”在岭南的实践具有一定的现实意义。 相似文献

Thorough comprehension of the perceptions of offshore Marine Protected Areas (MPAs) by different local social actors is lacking, especially in developing countries. This study aims to analyze the perceptions and socioeconomic characteristics of divers and artisanal fishers of an offshore MPA, located in Brazilian waters. Data on the perceptions, conflicts, and management of the MPA were gathered through questionnaires and interviews with local actors. The results show that scuba divers and fishers consider the MPA to be very important for biodiversity. They also consider their collaboration in participative management to be of considerable importance, even though they do not form part of the administration. For local actors, the area helps foster the preservation of the marine environment and benefits recreational diving, tourism, and artisanal fishery in local communities. Divers and fishers use the resources and space of the offshore area differently, which results in diverging perceptions and conflicts. Divers propose restricted protection (No-Take Zones), while fishers propose that the MPA should be used exclusively by the poor local communities for artisanal fishing. Conflicts arising from inefficient public administration (lack of environmental zoning, management plans, and participative management) and illegal use of the MPA were also identified. Data stemming from the local actors themselves are central to reducing the conflicts and improving public policies on offshore marine conservation. 相似文献

Hostile acts against ships and mariners remain a global social and political phenomenon which usually reflects a high degree of socioeconomic vulnerability. The identification of the causes and driving factors behind the deteriorating maritime security has received considerable attention. However, their potential impact upon biodiversity conservation initiatives remains poorly evaluated. In the present study the spatial overlap between biodiversity hotspots and hotspots of hostile maritime acts are explored. The majority of such hostile acts occur in economically vulnerable countries, with the operation of their Marine Protected Areas largely depending on the revenue generated by visitors. Given that hostile maritime acts could cause financial losses and increase social and political instability, they could significantly alter conservation efficiency. In the past two decades, the seafarer workforce in China has been growing at a much faster pace than that of the Chinese merchant fleet, resulting in an oversupply of seafarers in the domestic market. As one of the major seafarer suppliers in the world, China still faces great challenges to assign Chinese seafarers to the international maritime labour market. Although literature claims that a lack of English communication ability of Chinese seafarers is one of the main barriers for them to compete with seafarers of other nationalities for job opportunities, there is little empirical research to substantiate such claim. To fill this gap, this paper aims to investigate: 1) employers’ views on the current level of Chinese seafarers’ communicative competence; and 2) to what extent their communicative competence correlates with their employability in the international maritime labour market. To achieve the research objectives, a questionnaire survey relating to factors affecting the employability of Chinese seafarers on foreign ships was conducted. Interviews were carried out with employers who had been recruiting seafarers in China. The findings show that English communicative competence is among the top determinants for seafarers to be employed on foreign ships. Most employers believe that there has been a declining trend in the communicative competence of Chinese seafarers over the last decade. Employers interviewed agree that a high priority should be placed on the improvement of quality of maritime English teachers. 相似文献
