Within the context of neoliberal conservation and ecotourism development, the Honduran state has prioritized the desires of foreign tourists and private investors over the needs of indigenous and black coastal inhabitants, and increasingly this is leading to state-sanctioned violence against marginalized groups. I use Peluso’s analytic of coercive conservation (1993) to show how conservation practice furthers the expansionist policies of the state and elite investors while simultaneously dehumanizing the indigenous peoples that depend on natural resources for their livelihoods. While Garífuna culture is central to Honduras’s ecotourism ambitions, their livelihoods, in the eyes of many developers and conservation NGOs, are a potential threat to the viability of the emerging tourism imaginary. Black and indigenous coastal inhabitants are valued for the cultural cache they add to regional tourism plans, yet denigrated for their inherent “backwardness” and presumed inability to respect the delicate ecosystems they inhabit. This imaginary authorizes material practices of racialized dispossession, which were set in motion by neoliberal conservation regimes designed to exploit the natural and cultural resources upon which tourism development is premised.  相似文献

ABSTRACT. As visible, material expression of human activities and goals, the landscape communicates as well as reflects. Specific landscapes communicate specific messages within the public sphere of which they are a part. In Honduras, many plaza landscapes have seen recent changes in form and in what they communicate. Once open, treeless spaces, many Honduran plazas are now filled with trees. These trees often support signs announcing the virtues of forests, linking the trees themselves to the official discourse on forest issues and illuminating the role of public‐space landscapes in influencing public perception. This article points out the links between such iconographic landscapes and the complex, multitiered environmental issues that are part of environmental conditions and their perception by local actors.  相似文献

Repeat photography is the process of rephotographing the same scene that appears in an earlier photograph. As a methodology, repeat photography is a valuable tool for investigating and assessing landscape change. Beyond the disadvantages of scale, composition, areal coverage and temporal punctuation, the method is useful. Photographs are comprehensive views that offer a 'contextualized' landscape to examine. As well, the unexpected may be revealed through the process. My research in Honduras using this method led me to find a vegetation increase, rather than the decrease that was expected of a tropical area. A few example photographs illustrate the variety of manifestations this increase takes.  相似文献

ABSTRACT. Latin America's lowland indigenous groups have been characterized in contradictory ways. Are populations shrinking or growing? Do groups face cultural extinction, or are they increasingly asserting their ethnic identities? This article uses a case study of the Tawahka Amerindians of Honduras to show how basic demographic techniques can shed light on these issues. A multimethod approach resolves conflicting reports of population growth and ethnic admixture within the 1,000‐strong population. Household surveys indicate a contemporary growth rate in excess of 4 percent; a review of historical sources suggests that this rapid growth has been building for more than fifty years. Although genealogical evidence shows high levels of interethnic mixing since 1900, the Tawahka retain their language and identity. The potentially negative effects of rapid population growth on local resources are likely to be mitigated as the Tawahka translate their renewed ethnic identity into political gains, which in turn have increased educational and economic opportunities. Closer attention to microdemographic processes is recommended for those involved in the long‐term management of Latin America's indigenous homelands.  相似文献

In this paper we have described the proceduresused, input data applied and results achieved in ourefforts to develop seismic hazard maps of Honduras.The probabilistic methodology of Cornell is employed.Numerical calculations were carried out by making useof the computer code SEISRISK III. To examine theimpact of uncertainties in seismic and structuralcharacteristics, the logic tree formalism has beenused. We compiled a de-clustered earthquake cataloguefor the region comprising 1919 earthquakes occurringduring the period from 1963 to 1997. Unified momentmagnitudes were introduced. Definition of aseismotectonic model of the whole region under review,based on geologic, tectonic and seismic information,led to the definition of seven seismogenetic zones forwhich seismic characteristics were determined. Fourdifferent attenuation models were considered. Resultsare expressed in a series of maps of expected PGA for60% and 90% probabilities of nonexceedence in a50-year interval which corresponds to return periodsof 100 and 475 years, respectively. The highest PGAvalues of about 0.4g (90% probability ofnon-exceedence) are expected along the borders withGuatemala and El Salvador.  相似文献

Loss of life and property caused by landslides triggered by extreme rainfall events demonstrates the need for landslide-hazard assessment in developing countries where recovery from such events often exceeds the country's resources. Mapping landslide hazards in developing countries where the need for landslide-hazard mitigation is great but the resources are few is a challenging, but not intractable problem. The minimum requirements for constructing a physically based landslide-hazard map from a landslide-triggering storm, using the simple methods we discuss, are: (1) an accurate mapped landslide inventory, (2) a slope map derived from a digital elevation model (DEM) or topographic map, and (3) material strength properties of the slopes involved. Provided that the landslide distribution from a triggering event can be documented and mapped, it is often possible to glean enough topographic and geologic information from existing databases to produce a reliable map that depicts landslide hazards from an extreme event. Most areas of the world have enough topographic information to provide digital elevation models from which to construct slope maps. In the likely event that engineering properties of slope materials are not available, reasonable estimates can be made with detailed field examination by engineering geologists or geotechnical engineers. Resulting landslide hazard maps can be used as tools to guide relocation and redevelopment, or, more likely, temporary relocation efforts during severe storm events such as hurricanes/typhoons to minimize loss of life and property. We illustrate these methods in two case studies of lethal landslides in developing countries: Tegucigalpa, Honduras (during Hurricane Mitch in 1998) and the Chuuk Islands, Micronesia (during Typhoon Chata'an in 2002).  相似文献

How researchers describe groups living within or near the world's tropical rain forests has important implications for how and why these groups are targeted for assistance by conservation and development organizations. This article explores how data about market behavior can be used to assess one aspect of forest peoples’ livelihoods: their “dependence” on forest resources as a source of market income. With the intent of revealing the importance of methodology to how we describe forest peoples’ livelihoods, I draw from a multiyear survey of market activity among the Tawahka Sumu of Honduras and distinguish nested measures of the Tawahkas’ engagement in forest‐product sale. Results indicate that whether or not the Tawahka —or any forest group — can be considered financially “dependent” on forest resources depends on the spatial and temporal scales at which data are aggregated. As a group, the Tawahka earned 18 percent of total market income from forest‐product sale, but their group profile masked a high degree of heterogeneity at the village and household level. Similarly, multiyear data indicated that while group‐level generalizations adhere from year to year, they belie considerable change in households’ market behavior across years. I discuss three ways in which the findings are relevant to the theory and practice of conservation and development in the humid tropics. I emphasize the importance of spatial scale in interventions, how market‐oriented conservation schemes can benefit from a broader conceptualization of the economic context in which forest‐product sale occurs, and how longitudinal analysis can reveal the dynamism of forest peoples’ livelihoods.  相似文献

Neotropical cloud forests have been locked away in protected areas that conservationists seek to fashion into spaces exclusively for “Nature,” but they often cannot do so because of the pressure of migrant agriculture, among other factors. The author documents the case of a protected area in Honduras that, while it fails to evolve into an idealized “conservation space,” nevertheless undergoes transformations until it becomes accepted by local actors as a space that provides protection for marginalized groups under threat from a hydroelectric project that seeks to dislodge them. A Deleuzian theoretical approach loosely drawing from complexity theory is utilized to explain the process whereby diverse and conflicting land-use spatialities come to embrace an alien and imposed national park and in the process ally with each other against a perceived greater threat from the outside. The author shows the transformative potentials of protected areas as allies, rather than enemies, of spatial justice movements currently confronting the challenges of “regional economic integration” initiatives such as the Central American Free Trade Agreement.  相似文献
