The Helsinki Commission (HELCOM) Baltic Sea Action Plan, adopted by the coastal countries of the Baltic Sea and the European Community in November 2007, is a regional intergovernmental programme of measures for the protection and management of the marine environment explicitly based on the Ecosystem Approach. The Action Plan is structured around a set of Ecological Objectives used to define indicators and targets, including effect-based nutrient input ceilings, and to monitor implementation. The Action Plan strongly links Baltic marine environmental concerns to important socio-economic fields such as agriculture and fisheries and promotes cross-sectoral tools including marine spatial planning. Due to complementarities with the European Union (EU) Marine Strategy Framework Directive, the Action Plan is in essence a pilot for this process without neglecting the important role of the Russian Federation - the only Baltic coastal country not a member of the EU.  相似文献

We introduce the reciprocity and reciprocity gap principles for flow problems in hydrogeology and illustrate their interest in addressing identification problems. The reciprocity principle is derived from mechanics and establishes for flow problems a relationship between different sets of forcing terms, including sources, sinks and boundary conditions, and the resulting head fields. The reciprocity gap principle compares different head fields resulting from the same forcing terms applied to different structures. We give general 2D expressions of the reciprocity and reciprocity gap principles for transient flow problems and give two examples of applications for the identification of transmissivity values and interfaces between different transmissivities. Identification capacities of the reciprocity and reciprocity gap principles yielding direct inversion methods could be used as initial guesses for more advanced inverse problem methodologies.  相似文献

An inexact double-sided fuzzy chance-constrained programming (IDFCCP) method was developed in this study and applied to an agricultural effluent control management problem. IDFCCP was formulated through incorporating interval linear programming (ILP) into a double-sided fuzzy chance-constrained programming (DFCCP) framework, and could be used to deal with uncertainties expressed as not only possibility distributions associated with both left- and right-hand-side components of constraints but also discrete intervals in the objective function. The study results indicated that IDFCCP allowed violation of system constraints at specified confidence levels, where each confidence level consisted of two reliability scenarios. This could lead to model solutions with high system benefits under acceptable risk magnitudes. Furthermore, the introduction of ILP allowed uncertain information presented as discrete intervals to be communicated into the optimization process, such that a variety of decision alternatives can be generated by adjusting the decision-variable values within their intervals. The proposed model could help decision makers establish various production patterns with cost-effective water quality management schemes under complex uncertainties, and gain in-depth insights into the trade-offs between system economy and reliability.  相似文献

This paper is an experimental investigation into the removal of arsenic species from simulated groundwater by adsorption onto Ca2+ impregnated granular activated carbon (GAC‐Ca) in the presence of impurities like Fe and Mn. The effects of adsorbent concentration, pH and temperature on the percentage removal of total arsenic (As(T)), As(III) and As(V) have been discussed. Under the experimental conditions, the optimum adsorbent concentration of GAC‐Ca was found to be 8 g/L with an agitation time of 24 h, which reduced As(T) concentration from 188 to 10 μg/L. Maximum removal of As(V) and As(III) was observed in a pH range of 7–11 and 9–11, respectively. Removal of all the above arsenic species decreased slightly with increasing temperature. The presence of Fe and Mn increased the adsorption of arsenic species. Under the experimental conditions at 30°C, the maximum percentage removals of As(T), As(III), As(V), Fe, and Mn were found to be ca. 94.3, 90.6, 98.0, 100 and 63%, respectively. It was also observed that amongst the various regenerating liquids used, a 5 N H2SO4 solution exhibited maximum regeneration (ca. 91%) of the spent GAC‐Ca.  相似文献

The solute and suspended‐sediment load following five rainstorms (2005–2007) with varied intensities were studied at the Vernegà experimental watershed, north‐western Spain. Two land‐use areas are located within this watershed, the upstream one (forest) with 160 ha a 100% forested area, and the downstream one (agricultural) with 97 ha being 9 ha conventional agricultural field and 88 ha forest. This study investigates the capacity of each land‐use to yield water, suspended sediment concentration (SSC) and dissolved solid concentration (DSC). The hypothesis is that DSC and SSC from the agricultural area are greater than DSC and SSC of the forest area. Results showed that the agriculture area produced significantly greater mean DSC than in the forest area, the main contribution was the Ca2+ (24·68 ± 46·52 mg l?1) ion at the agricultural area. A long‐term sediment production rate at the agricultural outlet was calculated (69·1 tonnes per 100 years) based on the total sediment discharge (TSD) and the recurrence interval of the largest event of the five rainstorms (October 2005). Geographic information system (GIS) spatial data layers of the watershed were produced to determine the relation of tracks, landforms, slopes and forest management to SSC yield in the forest outlet (133·89 ± 308·14 mg l?1) during the five rainstorms. A negotiation support system (NSS) was developed to solve groundwater conflicts that arose during land-use management. It was set up in cooperation with the stakeholders involved to provide information on the impact of land use, e.g., agriculture, nature (forested areas), recreation, and urban areas, on the quality of both infiltrating and abstracted groundwater. This NSS combined simulation programs that calculate (1) the concentrations of nitrate in shallow groundwater for each land-use area and (2) the transport of nitrate in the groundwater-saturated zone. The user interface of the NSS enabled scenario analyses. The NSS was validated at a drinking-water abstraction near Holten (the Netherlands) using a spatial planning process aimed at sustainable land-use and groundwater-resource management. Two land-use scenarios were considered: a base scenario reflecting the autonomous development and an adapted land-use scenario. The calculated results for shallow groundwater provided an explicit spatial overview of the impact of historical land use and N application on the quality of abstracted groundwater as well as insight into the impact of changes in land use and N application. Visualization of the conflicting interests of agriculture and the drinking-water abstraction helped all stakeholders accept the necessary changes in land use identified by the adapted land-use scenario of the NSS. These changes were included in the preferred land-use management option in the regional planning process, which has since been formalized. The NSS provided system insight, scoping analyses, and education, in addition to generating quantitative information on the impact of land-use functions on groundwater quality.  相似文献

Advanced discrimination methods and careful optimization of operational procedures are critical for efficient remediation of unexploded ordnance (UXO) contaminated sites. In this paper, we report on our experiences with a 200 acre magnetic survey that was collected and processed under production survey conditions at Chevallier Ranch, Montana. All anomalies with fitted moments above 0.05 Am2 were excavated. During the survey the magnetic remanence metric was predicted but not used to guide the discrimination. The retrospective analysis presented here reveals that discrimination using remanence would have significantly reduced the total number of anomalies (with good dipolar fits) that needed to be excavated, from 524 to 290 while still recovering all 69 UXO. The false alarm rate (FAR = number of non-UXOs excavated divided / number of UXO found) was reduced from 6.3 to 2.9. At a cut-off of 75% remanence, 77% of anomalies due to shrapnel and metallic debris and 64% of geological anomalies were rejected.Geological anomalies due to variations in magnetite concentration introduced a significant human-element into the interpretation process. Three different interpreters added a total of 305 additional anomalies that were not fit with a dipole model and which were later found to be non-UXO. Between 40 and 50% of anomalies picked by the two relatively inexperienced interpreters who analyzed the data turned out to be geology, as compared to 14% for an experienced interpreter. Critical analysis of results, operator training and feedback from the UXO technicians validating the anomaly are essential components towards improving the quality and consistency of the anomaly interpretations. This is consistent with the tenants of Total Quality Management (TQM). We compare the actual FAR that resulted during the survey when there was little feedback between UXO technician validation results, to a hypothetical result that could have been achieved had there been a constant feedback system in place at the onset of operations. Feedback would have significantly reduced the number of geological anomalies and decreased the FAR from 10.7 to 4.0.The hypothetical results presented here demonstrate the value of using TQM principles to guide the UXO remediation process. They further show that improvements in the efficiency and costs of UXO remediation require both technological advances and operational optimization of the technology when implemented in a production setting. Furthermore, by treating geophysical modeling and UXO validation as separate entities, both with respect to contracting and operational reporting, there is little incentive for the geophysicist to leave an anomaly off the dig-sheet. Only potential negative consequences will result if that anomaly is later found to be a UXO. An incentive based mechanism that rewards the geophysicist for reductions in follow-on costs would have a strong potential to reduce the number of unnecessary excavations, and hence reduce the total cost of the UXO remediation effort.  相似文献
