东部沿海滩涂和浅海资源大开发之我见

介绍了浙江东南沿海的台州市及所属玉环县、温州市及所属乐清市、瓯海区等地面实施海洋“蓝色工程”的丰富实践和新鲜经验。文中借鉴浙东南沿海大开发的成功经验,结合我国东部沿海其它地区特别是苏北沿海的实际,提出了做出滩涂开发利用、发展海洋经济的总体战略构想。     

Heavy metals in marine sediments of Taranto Gulf (Ionian Sea, Southern Italy)

Al, Cr, Cu, Fe, Hg, Mn, Ni, Pb, Ti and Zn concentrations have been determined in surface sediment samples collected in the Taranto Gulf (Ionian Sea, Southern Italy) in order to evaluate their levels and spatial distribution in this important area of the Mediterranean Sea. For various metals, the geoaccumulation index has been calculated as a criterion to assess if their concentrations represent contamination levels or can be considered as background levels. The results show that metals concentrations in sediments can be considered near the background levels found in the Mediterranean Sea.Analytical results have been elaborated by using a Geographical Information System (GIS) software to show metals accumulation areas. Using multivariate statistical analysis, we evaluate the possibility to distinguish the sampling stations, in relation to their geographical position. Results have showed metals distribution in the Taranto Gulf is principally influenced by industrial and urban wastes, located mostly in the northern coastal area of the Ionian Sea. Rivers in the Basilicata region and prevailing anticlockwise marine currents are further factors influencing metal accumulation in sediments.     

汶川抗震救灾的基础地理信息综合应急服务

在5．12汶川特大地震抗震救灾中,国家测绘部门设计和组织实施了以数据成果服务、专用系统服务和专题制图服务为核心的基础地理信息综合应急服务。其是针对汶川震区地形特点和抗震救灾主体工作需求,快速整合和提供震区已有的基础测绘成果和最新遥感影像资料;快速搭建集震区海量数据集成管理为一体并具备3维影像浏览、对比分析等功能的专用地理信息系统,为灾情评估分析和重建规划研究提供地理空间数据集成展示和分析平台;应需地制作反映受灾范围、受灾程度、救灾响应、规划思路等的各类专题地图和地图集,有效地表达地震灾害的时空分布、重建规划布局等。     

基于GIS的TM数据分类及辅助制图研究

本文初步研究了遥感、GIS和制图一体化实用技术方法。对黄土丘陵区和沙漠地区TM数据进行了特征信息分析;给出了分层分类和GIS辅助分类结果;经模糊推理和人机交互修改,将提“纯”的遥感专题数据作为GIS的动态信息源,对GIS进行扩充与更新;最后在GIS支持下分层提取专题图并进行辅助制图。     

“地理学公理”质疑——与楚义芳同志商榷

本文运用地理学和物理学的规律进行论证,认为楚义芳同志在《地理学的逻辑方法与基本法则》一文中提出的“地理学公理”不能成立。并在此基础上进一步阐明一个公理体系不适合于地理学,而经验假设则是绝对必要的。     

有关循环经济下农业政策法制建设的探讨

如今，发展循环经济，建立循环型社会已经成为世界各国的潮流和趋势。在中国，要想发展循环经济，必须在各个产业逐步建立起与之相支持的文化、法律、政策、经济和生态体制。中国是一个农业大国，发展循环农业经济建设，无论对循环经济的发展和循环型社会的形成还是对农业经济的发展都具有重要意义。从中国现阶段农业政策法制状况出发，借鉴国外的先进经验，探讨在农业方面实现循环经济的可能性和必要性以及如何完善中国农业制度来适应这一新兴理念。

文章首先介绍了城区经济的概念、特征和类型，在分析河南省城区经济发展状况的基础上，论述了该省城区经济的地位和作用，提出了河南省城区经济发展构想以及对策措施。     

The political-economy of Blair’s “New Regional Policy”

The “region” and “regional change” have been elusive ideas within political and economic geography, and in essence require a greater understanding of their dynamic characteristics. Trailing in the backwaters of the devolution to the Celtic nations of Britain, the contemporary era of New Labour’s political-economic ideology, manifest through “third-way” governance in England places the region and its functional capacity into the heart of geographical inquiry. Drawing upon a new regionalist epistemology, this paper seeks to recover a sense of (regional) political economy through a critical investigation of the development and formulation of Blair’s “New Regional Policy” (NRP). I address how New Labour has attempted to marry economic regionalisation on the one hand, and democratic regionalism on the other. This paper specifically questions the wisdom of such a marriage of politically distinct ideologies through a critical investigation of the underlying contradictions of their strategy from both a theoretical and empirical standpoint. Demonstrated both in the North East “no” vote in 2004, and in the post-mortem undertaken by the ODPM Select Committee in 2005, the paper illustrates how a loss of political drive gradually undermined the capacity of devolution to deliver in England. Finally, I argue that through the lens of the NRP we can speculate on some of the wider issues and implications for the study of regional governance.     

基于GIS的山地林道网优化配置系统

应用系统选择永安元沙国有林业采育场的部分林班为示范,建立森林资源空间数据库.以ARC/INFO为开发平台,以山地林道网理论为指导,应用G IS技术、DBMS技术与数学规划集成技术,使用AML语言进行二次开发设计山地林道网优化配置系统,实现计算机辅助林道网配置,提高决策的科学性。     

基于国际经验的西部经济发展与生态建设互动途径研究

本文在分析巴西、印度等发展中国家和美国、德国等发达国家经济发展和生态环境建设经验的基础上,针对我国西部农村贫困和产业落后等影响经济、生态的制约因素,提出了西部经济发展与生态建设互动的一些有效途径,以期对最终实现西部经济发展与生态建设的双赢有所启示。
