With recent changes in the ways that state agencies are implementing their environmental policies, the line between public and private is becoming increasingly blurred. This includes shifts from state-led implementation of environmental policies to conservation plans that are implemented and managed by multi-sectoral networks of governments, the private sector and environmental non-governmental organizations (ENGOs). This paper examines land trusts as private conservation initiatives that become part of neoliberal governance arrangements and partnerships that challenge our conceptions of environmental preservation and democratic participation. The paper starts with an examination of the concept of neoliberalized environmental governance. Next, it addresses the shifting social constructions of property and land in the context of protecting large scale ecosystems. Through a case study of the extension of new environmental governance arrangements on the Oak Ridges Moraine in Ontario, we examine the relationships that have formed between different levels of the state and environmental non-governmental organizations. Finally, we analyze the expansion of land trusts and private conservation initiatives that are predicated on private land ownership and the commodification of nature, the emerging discourses and practices of private conservation, and how these are implicated in the privatization and neoliberalization of nature. 相似文献

The number and range of contests over the social production of nature is growing. Much environmentalist discourse, however, continues to appeal for unequivocal scientific support on clearly demarcated issues of pure, a-social nature. This paper explores the question of how participants in environmental movements view this demarcation in the context of their own lives. After introducing scholarly critique of dualistic ideas of nature and the ambivalence characteristic of environmentalist conceptions of nature, the paper draws upon a qualitative study with environmentalists in the Australian cities of Melbourne, Perth and Hobart. Inquiring into the interplay of discourse of nature and everyday worlds, interviews revealed a complex interdependence of dualistic and non-dualistic understandings of nature. This ecology of ideas was especially evident in spatial imaginaries of nature. Scientific terminology, social disaffection and pessimism were associated with abstract and mutually exclusive conceptions of society and nature. Reflections on personal experience, however, indicated more flexible and hopeful negotiations in everyday liminal spaces offering ‘the best of both worlds’. It is concluded that environmentalist resistance to dismantling of conceptual boundaries between society and nature may often stem not from failure to appreciate socionatural complexity, but from a strongly felt sense that the self can only truly be found in nature. 相似文献

One of Piers Blaikie’s most important contributions to the development of political ecology is his critique of land and resource conservation policy in the global South. In this paper I trace the development of Blaikie’s ideas about the policy relevance of political ecology, focusing particularly on the challenges posed by the introduction of poststructural social theory into the field. I begin by revisiting Blaikie’s earlier critiques of environment and development policy. This will provide the departure point to explore how his thinking on the relationship of theory and policy and of academic and development practices has evolved in subsequent writings. I have invented two personas, “early Blaikie” and “late Blaikie”, to facilitate this task. Second, I want to probe some of the challenges that late Blaikie presents for doing political ecology research, to some extent by pitting early Blaikie against late Blaikie and letting them hash it out. Neoliberalism and natural resource management: Agri-environmental standards and the governing of farming practices 总被引:1,自引:0,他引:1
Private standards and certification schemes are widely acknowledged as playing an increasingly important role in agri-environmental governance. While much of the existing research concludes that these mechanisms consolidate the global extension of neoliberalism – enhancing the power of corporate actors to the detriment of smaller producers – we argue that this overlooks the complex ways in which standards are used by governments and farmers in the governing of farming practices. Focusing specifically on a process standard – Environmental Management Systems (EMS) – promoted by the Australian government as a way of verifying the ‘clean and green’ status of agricultural exports, we examine how one regional group of producers has sought to use EMS standards in practice. Our analysis of a case study in the state of Victoria appears to confirm that EMS was a successful instrument for the extension of neoliberal governance, reinforcing the production of neoliberal subjectivities and practices amongst farmer participants and enabling the government to compensate for gaps in environmental provision. However, it would be a mistake to interpret the development of this EMS scheme as an example of naïve farmers manipulated by the state. In practice, farmers used the opportunities provided by government funding to undertake actions which expressed their own agri-environmental values and practices. Establishment of an EMS and associated eco-label enabled producers to demonstrate and extend their capacity to act as good environmental stewards. Based on an environmental geochemistry case study carried out in the neighbourhood of a W–Sn abandoned mine, the pollution in stream sediments was modelled through a Global Contamination Index. Such an index permits one to summarize the combination of deleterious elements in a single variable, obtained by the projection of samples onto the first axis of a PCASD (Principal Components Analysis of Standardized Data) applied to the entire n × p matrix containing the available concentrations of p = 16 elements in the set of n = 220 collected samples.In order to provide a sound basis for a coherent planning of the remediation process which will be put in operation in the affected area, it is necessary to balance the costs of reclaiming with the probabilities of exceeding the upper limits accepted for concentrations of environmentally harmful elements in sediments. Given these limits, they are back-transformed in the index values, providing a practical threshold between ‘clean’ and ‘contaminated’ samples. On the other hand, the minimum dimension of the cell to be reclaimed is restrained by the selected remediation process to be applied in the affected area. Hence, to meet the constraints of such a remediation process, it is required to estimate the probabilities of exceeding the index threshold in technologically meaningful sub-areas. For this end, the Indicator Block Kriging technique was applied, producing a series of maps where sub-areas to be reclaimed can be spotted for different probability levels. These maps, on which the decision making remediation agency can rely for its cost-benefit analysis, take into account both the spatial structure of ‘clean’ vs. ‘contaminated’ samples and the constraints of the reclaiming process. 相似文献

文章运用地下水易污性编图及污染源分布图法进行了乌鲁木齐河流域地下水水质监测网设计。共设计了130监测孔,现有46个监测孔,另需要84个新的监测孔。按监测类型分为面源监测点22个,点源监测点87个,重点水源地与泉水监测点21个。按监测运行分长期监测点55个,流域普查监测点75个。普查监测点监测频率为1次/5年,长期监测点监测频率为1次/年。首期有针对性地在污染严重的柴窝堡新化厂排污区、乌鲁木齐河谷老排污区、米泉污灌区、米泉工业污染区、老龙河污染区取了25个污染水样测试分析,结果显示地下水已经受到严重污染。 相似文献

Mindhola River estuary, which receives industrial waste containing high concentrations of fluoride, and Purna River estuary, which is free from fluoride contamination, have been investigated. While fluoride behaved conservatively in Purna River estuary, significant deviation from the theoretical dilution line (TDL) in the chlorinity range 0·5–8‰ was observed in Mindhola River estuary due to the externally added fluoride which largely remained in solution. The excess of fluroide over the theoretically calculated value was at a maximum around a chlorinity of 3‰. High natural fluoride content of the river waters resulted in F/Cl ratios exceeding 300 × 10−5 at low chlorinities. The ratio decreased rapidly with increasing chlorinity and the value near to that of seawater was observed at chlorinities above 14‰. 相似文献
