Although temperature extremes have led to more and more disasters, there are as yet few studies on the extremes and many disagreements on temperature changes in Antarctica. Based on daily minimum, maximum, and mean air temperatures(Tmin, Tmax, Tmean) at Great Wall Station(GW) and Zhongshan Station(ZS), we compared the temperature extremes and revealed a strong warming trend in Tmin, a slight warming trend in Tmean, cooling in Tmax, a decreasing trend in the daily temperature range, and the typical characteristic of coreless winter temperature. There are different seasonal variabilities, with the least in summer. The continentality index and seasonality show that the marine air mass has more effect on GW than ZS. Following the terminology of the Fifth Assessment Report of the Intergovernmental Panel on Climate Change(IPCC AR5), we defined nine indices of temperature extremes, based on the Antarctic geographical environment. Extreme-warm days have decreased, while extreme-warm nights have shown a nonsignificant trend. The number of melting days has increased at GW, while little change at ZS. More importantly, we have found inverse variations in temperature patterns between the two stations, which need further investigation into the dynamics of climate change in Antarctica. 相似文献
Although agriculture could contribute substantially to European emission reductions, its mitigation potential lies untapped and dormant. Market-based instruments could be pivotal in incentivizing cost-effective abatement. However, sector specificities in transaction costs, leakage risks and distributional impacts impede its implementation. The significance of such barriers critically hinges on the dimensions of policy design. This article synthesizes the work on emissions pricing in agriculture together with the literature on the design of market-based instruments. To structure the discussion, an options space is suggested to map policy options, focusing on three key dimensions of policy design. More specifically, it examines the role of policy coverage, instruments and transfers to farmers in overcoming the barriers. First, the results show that a significant proportion of agricultural emissions and mitigation potential could be covered by a policy targeting large farms and few emission sources, thereby reducing transaction costs. Second, whether an instrument is voluntary or mandatory influences distributional outcomes and leakage. Voluntary instruments can mitigate distributional concerns and leakage risks but can lead to subsidy lock-in and carbon price distortion. Third, the impact on transfers resulting from the interaction of the Common Agricultural Policy (CAP) with emissions pricing will play a key role in shaping political feasibility and has so far been underappreciated.
POLICY RELEVANCE
Following the 2015 Paris Agreement, European climate policy is at a crossroads. Achieving cost-effectively the 2030 and 2050 European targets requires all sectors to reduce their emissions. Yet, the cornerstone of European climate policy, the European Union Emissions Trading System (EU ETS), covers only about half of European emissions. Major sectors have been so far largely exempted from carbon pricing, in particular transport and agriculture. While transport has been increasingly under the spotlight as a possible candidate for an EU ETS sectoral expansion, policy discussions on pricing agricultural emissions have been virtually absent. The NCEP/NCAR reanalysis, CMAP rainfall and Hadley Centre sea surface temperature (SST) datasets are used to investigate the relationship between the seasonal transition of East Asian monsoon and Asian-Pacific thermal contrast, together with the possible causes. Based on the 250 hPa air temperature over two selected key areas, the Asian-Pacific thermal difference (APTD) index is calculated. Results show that the APTD index is highly consistent with the Asian-Pacific Oscillation (APO) index defined by Zhao et al., in terms of different key areas in different seasons. Moreover, the time point of the seasonal transition of the Asian-Pacific thermal contrast can be well determined by the APTD index, indicative of seasonal variation in East Asian atmospheric circulation from winter to summer. The transition characteristic of the circulation can be summarized as follows. The continental cold high at lower tropospheric level moves eastward to the East China Sea and decreases rapidly in intensity, while the low-level northerlies turn to southerlies. At middle tropospheric level, the East Asia major trough is reduced and moves eastward. Furthermore, the subtropical high strengthens and appears near Philippines. The South Asia high shifts from the east of Philippines to the west of Indochina Peninsula, and the prevailing southerlies change into northerlies in upper troposphere. Meanwhile, both the westerly and easterly jets both jump to the north. The seasonal transition of atmospheric circulation is closely related to the thermal contrast, and the possible mechanism can be concluded as follows. Under the background of the APTD seasonal transition, the southerly wind appears firstly at lower troposphere, which triggers the ascending motion via changing vertical shear of meridional winds. The resultant latent heating accelerates the transition of heating pattern from winter to summer. The summer heating pattern can further promote the adjustment of circulation, which favors the formation and strengthening of the low-level southerly and upper-level northerly winds. As a result, the meridional circulation of the East Asian subtropical monsoon is established through a positive feedback between the circulation and thermal fields. Moreover, the time point of this seasonal transition has a significant positive correlation with the SST anomalies over the tropical central-eastern Pacific Ocean, providing a basis for the short-term climate prediction. 相似文献
