We develop the outlines of a new approach to study the role of nonhumans in constituting ‘implementation’ and calculative–discursive practices in development projects and programs. Developing a framework around the concept of friction (material resistance or recalcitrance encountered in processes of transformation), we analyze an Energy Self-sufficient Village program in Indonesia. Focusing on specific projects and episodes within this program, we identify multiple distinctive instances of friction. These were driven by nonhumans’ (and humans’) resistance, as remolding of development beneficiaries’ practices was attempted by project administrators, government officials, entrepreneurs and by the (scientific) calculations embedded in their policies, strategies and models. In concluding, we distill four ways in which nonhumans relationally shape development practices: (a) by resisting representations and calculations produced by human actors, (b) by re-directing planned/expected courses of action, (c) through biophysical change to their weight or textures as they move in space and time, and (d) by mediating competition for resources. Overall, nonhumans play a central role in making and unmaking asymmetric relations of power in practice and by constituting practices that diverge from prior expectations, problematize linear understandings of ‘policy implementation’. Their material and discursive agency is multiple, manifesting differently in different relational settings, which highlights the importance of broadening the range of spokespersons who speak on behalf of nonhumans and whose voices can be considered reliable and true. Our study thus provides support to calls for pluralizing and democratizing development ‘expertise’ beyond the usual suspects in science, government and civil society. 相似文献

Family farms have long generated income from agricultural tourism including U‐picks, wagon rides, corn mazes and petting zoos, but contemporary agricultural tourism reflects much greater sophistication in terms of product variety, services, activities, and marketing. In Michigan, farm operators have moved beyond classic products and activities and the traditional consumer base. New sources of revenue derive from classes on beer, cider, mead and wine making, yarn spinning, perfume/soap‐making, farm markets, fishing, educational classes, school tours and hospitality including weddings and on‐farm restaurants. This case study of Michigan agricultural tourism reports results from a systematic survey of 154 agritourism operations conducted throughout the state during summer and fall of 2013 with a focus on the economic benefits of the fast‐changing sector. This study summarizes tax revenues, sales and employment trends for the farm operations participating in the survey but also quantitatively assesses the contribution of agricultural tourism to Michigan's economy through an extrapolation of the sample to estimate state‐wide totals. Results from OLS multivariate regression analysis intended to identify relationships between employment, advertising and scale to gross sales per day are also reported. These analyses show the importance of agricultural tourism to rural and peri‐urban places in Michigan and throughout the nation, while raising concerns about a growing division between large and small operators and what this growing gap may mean for the future of the sector. 相似文献

西安矿产资源调查中心针对现有固体矿产地质调查(勘查)项目,积极探索和实践绿色地质勘查工作技术方法,因地制宜应用全液压履带钻机、便携式模块化钻机实施“一基多孔”,采用背包钻实施“以钻代槽”,通过优选环保型冲洗液,净化处理废弃冲洗液,控制临时占地规模等具体措施。与传统机场规格相比占地面积减少了80%~85%,临时便道修筑减少了60%~65%,工后复垦复绿达到了80%以上。通过绿色勘查成本费用分析,人员、临时用地(青苗)补偿、绿色环保材料及复垦复绿等费用成本总和降低了40%左右。最后探索实践了绿色勘查工作保障措施,对下一步绿色勘查工作提出了建议,为加强绿色勘查工作理念、完善相关的制度法规、激发绿色勘查工作活力提供了积极的导向。 相似文献

利用逐小时风云卫星TBB资料、逐小时中国自动站与CMORPH降水产品融合数据以及国家级地面观测站24小时累积降水量,统计分析2010~2016年夏季,伴随下游地区(104°E以东)降水的青藏高原云团东传过程以及东传过程中镶嵌于云团中的中尺度对流系统(Mesoscale Convective System,简称MCS)特征。结果表明,共出现120次伴随下游降水的高原云团东传过程,6月出现最频繁,但持续时间较长的过程多出现在7月。云团向东传播的主要三条路径是平直东传、沿长江折向东传和复合东传。其中路径二——沿长江折向东传中的过程是高影响过程,因为过程次数较多(46次),过程平均持续时间较长(62小时),在下游地区引发的降水日数和暴雨日数最多。属于东传过程的MCS在7月形成最多,集中分布在青藏高原东坡、云贵高原东部、长江沿岸及其以南地区。高原MCS影响长江中下游地区降水主要是通过向东传播的形式实现,因为即使生命史更长的中α尺度对流系统(Meso-α Convective System,简称MαCS)也鲜少直接移动至110°E以东地区。不同区域的中α尺度持续性拉长形对流系统(Permanent Elongated Convective System,简称PECS)的日变化特征显示,东传过程MCS更容易在夜间从高原东坡向东传播至下游地区。在三条路径中,路径二中的东传过程MCS数量最多、在下游地区发展最旺盛并与降水日数和覆盖范围存在更好的对应关系。 相似文献

一次“晴天霹雳”致死事件分析 总被引:1,自引:0,他引:1
对2017年广州从化地区一次"晴朗"天气下的闪电致死事件进行调查分析发现,这次事件是闪电首先击中一棵大树,然后击中附近人员头顶致死。根据目击者描述的时间和位置,利用闪电低频电场变化探测阵列的定位数据和广东电力等系统的雷电定位数据,结合广州番禺雷达观测资料,确定此事件是由一次含有7次回击的地闪过程的首次回击造成,其电流峰值强度为-30.9 kA。闪电起始于13.0 km高度的云内,经约600 ms云内发展过程后闪电通道从云体延伸出来,云砧区边缘(0 dBz)到回击点水平距离约300 m,降水区边缘(18 dBz)到回击点水平距离约1.8 km。使用雷击现场等效电路模型,计算旁络闪击空气击穿场强可击穿空气与人头部连接为通路,根据电路分流原理,如果雷电流击中13 m高的大树后流经到"跳点"(树干上方1/4)处后,则有13.2 kA雷电流直接闪击到受害者身上,同时还承受了78.3 kV跨步电压伤害,而距离雷击点10 m远的目击者仅承受1.3 kV跨步电压。 相似文献
