Climate-change vulnerability assessment has become a frequently employed tool, with the purpose of informing policy-makers attempting to adapt to global change conditions. However, we suggest that there are three reasons to suspect that vulnerability assessment often promises more certainty, and more useful results, than it can deliver. First, the complexity of the system it purports to describe is greater than that described by other types of assessment. Second, it is difficult, if not impossible, to obtain data to test proposed interactions between different vulnerability drivers. Third, the time scale of analysis is too long to be able to make robust projections about future adaptive capacity. Climate change presents a threat to the sustainability of cities and their societies, and must be adequately addressed. Urban environments (cities) are responsible for the creation of a significant amount of greenhouse gas emissions which are the source of climate change. Cities have been increasingly the focus of action to address climate change, yet emissions are not significantly reducing. Additionally, there a lack of integration between adaptation and mitigation. This prevents responses adequate to limit global warming to 1.5OC, and to be well adapted to anticipated changes. This paper critically analyses existing definitions and typologies of climate change actions. A definition of ‘climate change transformation’ is proposed which includes the integration of adaptation and mitigation goals to enable a new regime in which global warming is limited to 1.5OC. A new three-part typology: ‘coping, malaction and transformation,’ is presented for categorising climate change actions by the extent to which they integrate adaptation and mitigation, and define a new regime. The typology is accompanied by illustrations to demonstrate the relationship between adaptation and mitigation. The definition, typology and illustration serve to guide effective climate change decision making, and provides principles to guide application in urban environments. 相似文献
An environmental history of the Leliefontein community of Namaqualand, Northern Cape provides a detailed case of the nexus between social and ecological stresses shaping livelihood change. By combining an historical proxy precipitation data set with a livelihood change study the value of historical research in integrated studies of past human-environment systems is illustrated. The identification of effective livelihood adaptation to extreme climatic conditions is examined, illustrating the tradeoffs made between adaptation and ‘coping’ strategies which were unsuccessful over the long term. During the course of the 19th century the Namaqua Khoikhoi population changed from a sustainable nomadic pastoral community to a poverty stricken rural community with a diversity of livelihood strategies. For the Namaqua increased livelihood diversity – usually an effective adaptation in times of stress – instead of promoting resilience, contributed to their material decline. Widespread transhumance between different climatic regions is shown to have been a successful adaptation to climatic extremes, but external economic exposure and restricted access to land become drivers of decline. The ‘double exposure’ framework used in contemporary studies, proved useful in accounting for this decline as it can accommodate both environmental and economic stressors. 相似文献
Reindeer husbandry's strong connection to the land, together with the ongoing climate-change debate, has generated growing interest in its socio-ecological resilience and vulnerability. The ability of indigenous societies and their activities to respond to change is widely recognized to be dependent on several factors, such as socioeconomic forces and aspects of governance, all of which have long historical backgrounds. However, although historians constantly address questions about human societies, there have been very few historical studies on their resilience, vulnerability and adaptation strategies. Here, using historical sources, we analyze the vulnerability of reindeer husbandry (and the Sami societies that depended on it) in Sweden during the 19th century. We demonstrate that although reindeer management was a much more diverse enterprise at that time than it is now, the major adaptation strategy and constraining forces were similar to those of today. The foremost adaptation strategy was, and still is, the flexible use of pasture area, and the clearest constraints during the 19th century were the loss of authority over the land and the imposed regulation of reindeer management-both of which were strongly connected to the process of colonization.
Terminology
Throughout this paper we use the terms reindeer management and reindeer pastoralism interchangeably. Sami reindeer pastoralism has been described as a complex system with two different aspects of management: herding and husbandry. Husbandry has been defined as the accumulations of profit whereas herding has been defined as the control of the animals in the terrain (Paine, 1970, p. 53). In a Swedish context husbandry questions concerning slaughter and castration of reindeer were discussed within the household and herding matters were resolved jointly within the traditional working community Siida. The Siida consisted of households working together on traditional pasturelands and these constellations were grouped together into administrative reindeer pasture districts (Sami villages) (

This paper discusses a recently proposed conceptualisation of ‘earth system governance’ by applying it to floodplain management in the Hungarian Tisza river basin. By doing so it aims to improve our understanding of governance systems facilitating adaptation to a changing world. The conceptualisation of earth system governance consists of three elements: problem structure, principles and research challenges. These three elements are assessed using results from actor interviews and policy review. A regional example of natural resources management is found to be a valid case for earth system governance research. The proposed conceptualisation of earth system governance explains well the main problems, barriers and opportunities for adapting floodplain management to climate change in the Tisza region. Problem structure analysis highlights how previous socio-economic and political orders continue to shape expectations and patterns of conduct. Current barriers can be attributed to a lack of the key governance principles credibility, stability, inclusiveness and adaptiveness. Interviewees perceived the lack of credibility and effective cooperation between organisations as the largest barrier. The research challenges proposed for earth system governance agree well with opportunities identified for adapting Tisza floodplain management, calling for inclusion of actors beyond governments and state agencies, and equitable resource allocation in particular. The analysis suggests that an additional challenge for earth system governance is the prioritisation of actions to support an existing governance system and its actors in adapting. 相似文献
Investments in adaptation are required to reduce vulnerability and strengthen the resilience of food systems to the impacts of climate change. For low-income nations, international financing plays a central role in supporting adaptation. In this article, we document and examine adaptation projects targeting food systems financed through funding bodies of the United Nations Framework Convention on Climate Change (UNFCCC). We find that between 2004 and 2015, 3% (n?=?96) of adaptation projects supported through the UNFCCC explicitly focused on the production, processing, distribution, preparation and/or consumption of food, with US$546 m mobilized through funding bodies directly and US$1.44bn through co-financing. Agriculture is the most common sector supported, with extreme weather events the primary climate change-related impact motivating nations to apply for adaptation financing. The majority of actions are documented to adapt the food production component of food systems, with limited focus within projects on the full range of food system vulnerability and the implications on food security.Key policy insights

In economically marginal rural areas, choice in livelihood strategy such as decisions to move location mediates levels of individual and household resilience under conditions of environmental change. It is widely recognised that endowments associated with mobility and the entitlement to mobility are unevenly distributed across populations. This paper integrates these insights and conceptualises location choice as a set of mobility endowments and mobility entitlements. Through focussing on endowments and entitlements, the paper explores how choice affects the ability to be mobile and its role in mediating levels of resilience to livelihood shocks associated with changing environmental conditions. The research design involves measuring the impact of different climatic perturbations in rural locations in Anhui Province, China. Mixed methods of rural appraisal, life history interviews, and a household survey generate objective and perceived elements of individual and household responses to risks. These data are augmented by biophysical observations on the nature of the climatic perturbations. The results show that mobility endowments and mobility entitlements are important in determining the impact of mobility on resilience. The life history interview data highlight significant individual agency within the structures that impact on individual choices. Further, individuals and households who possess the ability to decide and to subsequently enact decisions about mobility, are shown to be more resilient compared to other individuals and households that lack such ability. Moreover, households practicing short-term, circular mobility are more resilient than those households that practice long-term mobility. The study confirms that, in these instances, choice and the ability to enact those choices mediates resilience and highlights the implications of location decisions but also the conditions in which those decisions are made. 相似文献
This article uses a governmentality perspective to uncover the power effects of the external climate change adaptation assistance provided by the European Union (EU) through its flagship initiative in this regard: the Global Climate Change Alliance. By drawing upon a body of literature that conceptualizes the established international architecture in this regard as rooted in power relations, this article opens up our current perspective of the EU as an international climate actor. An analysis of policy documents and targeted semi-structured interviews reveals that the EU discursively emphasizes the responsibility of partner countries to manage risk and become ‘resilient’ to climate impacts, while downplaying the transformative potential of adaptation for development. We see this dynamic further reflected in GCCA policy techniques, which promote the production of quantified and depoliticized knowledge on adaptation. This in its turn further guides the allocation of GCCA support and is instrumentalized in order to establish a stable identity for the organization and reproduce the EU as a climate leader in this regard. 相似文献
This paper reflects on the resurgence and meaning of the adaptation concept in the current climate change literature. We explore the extent to which the early political economic critique of the adaptation concept has influenced how it is used in this literature. That is, has the current conceptualization been enriched by the political economic critique of the 1970s and 1980s and thus represent something new? Or is the concept used in a way today that echoes previous debates; that is, is this a déjà vu experience? To answer this question, we review the early political economic critique of the natural hazards school’s interpretations of vulnerability and adaptation. We then examine the revival of the adaptation concept in the climate change literature and discuss its main interpretations. For the purposes of this paper, the climate change literature encompasses the four IPCC reports and adaptation-focused articles in four scholarly journals: Global Environmental Change, Climatic Change, Climate and Development, and Mitigation and Adaptation Strategies for Global Change. Our content analysis shows the dominance (70%) of “adjustment adaptation” approaches, which view climate impacts as the main source of vulnerability. A much smaller percentage (3%) of articles focus on the social roots of vulnerability and the necessity for political–economic change to achieve “transformative adaptation.” A larger share (27%) locates risk in both society and the biophysical hazard. It promotes “reformist adaptation,” typically through “development,” to reduce vulnerability within the prevailing system. We conclude with a discussion of continuity and change in the conceptualization of adaptation, and point to new research directions. 相似文献
Abstract The Mali agricultural sector and the country's food security are potentially vulnerable to climate change. Policies may be able to mitigate some of the climate change vulnerability. This article investigates several policy changes that may reduce vulnerability, including climate-specific and other policies. The policy set includes migration of cropping patterns, development of high-temperature-resistant cultivars, reduction in soil productivity loss, cropland expansion, adoption of improved cultivars, and changes in trade patterns. When all policies are considered together, results under climate change show an annual gain of $252 million in economic benefits as opposed to a $161 million loss without policy adjustment. Simultaneously, undernourishment is reduced to 17% of the Malian population as compared with 64% without policy adjustment. We also find tradeoffs in cases between economic benefits and undernourishment. Policies are also studied individually and collectively. Overall, the results indicate that policy can play an important role in reducing climate change vulnerability in Mali. 相似文献
