In this paper it is argued that the re-establishment of a metropolitan government in the Greater Copenhagen Area in 2000 (Greater Copenhagen Authority) is not to be seen as a return to the kind of regional, coordinative authority (Greater Copenhagen Council) that was abolished in the Thatcherite climate of the 1980s. Throughout the 1980s and 1990s new forms of urban governance, entrepreneurialism and a higher national priority to the capital region were introduced, which changed the conditions under which the new metropolitan government is operating. This `contextualization' of the analysis of the two generations of metropolitan government points to the fact that typologies of metropolitan government, such as the one put forward by Sharpe (1995), often lacks analytical cogency. Traditional models of urban development are no longer adequate to describe current metropolitan transformations. These are now at the centre of a debate concerning management and administration. In Italy, delays in resolving problems of urban and metropolitan government, despite the legal framework provided by Law 142/90, have weighed heavily on the larger urban areas of the country: Rome, Naples, Milan, which have not been able to tackle the issue of metropolitan government. Recent legislation, while not providing a pre-defined institutional solution, allows separate administrative districts to collectively establish metropolitan institutions of `variable geometry'. The Milan urban area is not one city, but a system of mutually-dependent cities, linked to each other and the rest of the world by a transport network still requiring much investment. The vitality of its economic structure (especially its small firms) is held back by seriously inadequate infrastructure and low external economic efficiency. The provincial capital may boast `historic centrality' but the most interesting potential for development is to be found on the periphery and in the administrative districts immediately surrounding it, in the recovery of derelict industrial areas and dormitory towns established in the 1950s and 1960s, especially to the north. Recovery of derelict areas, green areas, and better transport links within the urban area and with the outside world are the key elements in the reorganization of `Greater Milan'. In this situation of rapid transformation the most appropriate political strategies involve negotiated planning. This study analyzes commuting trends in a relatively vibrant setting during the 1980s to determine (a) how labor market segmentation correlates with differences in the spatial dimensions of local labor markets, and (b) whether this link represents a direct spatial effect, independent of earnings, travel mode, and part-time work. I use 1980 and 1990 PUMS data to analyze changes in racial and gender divisions in the workforce, and I develop an estimate of work trip distance to adjust for different travel modes. For all groups except white men, employment in a job “typical” of one's gender and racial group is associated with more localized commutes, but this effect is strongly mediated by variations in earnings and part-time work. Using a covariance structure model to control for these effects, I find no independent link between segmentation and longer commutes among African Americans. Earnings and commute distances remained unchanged over the decade for African Americans, providing no evidence of a purely spatial mismatch manifest in lengthening work trips without corresponding wage gains. The spatial dimensions of an employment mismatch for inner-city minorities are concealed through the replacement of production jobs by poorly paid service work in the expanding downtown economy of a vibrant regional center.  相似文献

The objective of this paper is to examine the main changes in the metropolitan labor markets associated with economic restructuring in Mexico during the late 1980s and beginning of the 1990s. The analysis refers particularly to the four largest metropoles of the country, Mexico City, Guadalajara, Monterrey and Puebla, looking for common characteristics in their emergent employment structures now strongly differentiated in terms of rewards, stability in employment relations and conditions of access to jobs. The analysis reveals that largest metropolitan areas have been the most profoundly affected by the economic restructuring resulting from globalization, through a rapid de-industrialization and the expansion of the tertiary sector. Metropolitan labor markets in Mexico, at the time that show signs of social polarization in the formal sector, put in evidence a general process of precarization – less labor stability, replacement of permanent by part-time jobs, and increasing subcontracting –, segmentation of the labor force, and an increasing informal conditions of economic activities with small businesses and unskilled, temporarly and poorly paid jobs. The labor force segmentation and its more precarious and casual conditions are mostly explained by the impact of recent neoliberal policies, and recurrent economic crisis during the 1980s and 1990s which highly contributes to social inequality.  相似文献

This paper examines labour market behaviour of the highly skilled in high-tech local economies, taking the UK examples of Oxfordshire and Cambridgeshire as case studies. 伴随着中国都市区化的快速发展,经济要素在都市区域的空间分布发生着剧烈的变动和重组.为了更为深入地研究都市区域经济要素的空间演化,采用均匀度指数这一数学工具,重点分析江苏沿江都市区域"城市间"(inter-city)经济要素的变动演化趋势.基于总体趋势、分地区比较、主要指标集3个角度分析的基础上,认为江苏沿江都市区域经济要素的空间演化正呈现出日益均匀化的趋势,其中,外资空间分布的日趋均匀化将对都市区域经济与空间发展产生重要影响.  相似文献

中国区域间的劳动力流动对地区差距有着重要的影响。但是,劳动力流动对地区差距究竟是起了扩大作用,还是缩小作用,已有的研究并没能形成一致的结论。基于中国的转型背景,认为中国特有的户籍制度及其相应的配套政策构成了劳动力区际流动的制度约束,这种制度约束使不同类型的劳动力流动方式不同。进而分析了劳动力流动方式对地区差距的影响。研究结论表明:转型期中国区域之间劳动力流动,尽管流动方式不同,但都在一定程度上扩大了中国地区差距和城乡差距。  相似文献

武汉城市圈城市区位与可达性分析   总被引:9,自引:1,他引:8  
武汉1+8 城市圈担负着“中部崛起”的重任,在国家经济发展过程中具有举足轻重的地位。本文从空间格局 角度,结合最新的行政区划、基础地理数据库及其统计资料,利用GIS 空间分析方法,对武汉城市圈内部各城市区 位和交通可达性进行了定量分析。结果表明,与全省其他县市相比,目前武汉城市圈内各城市具有明显区位优势。 在圈内8 个地级市当中,孝感市具有最高的区位指标,而潜江、仙桃、天门等三个省直辖市区位指标较低。城市圈各 城市出行时距沿高速公路与国道以及各级道路呈放射状延伸。城市圈内城市间基本实现2 小时可达。武汉和孝感 市拥有最高的出行时距增长速率,天门、黄石和咸宁市出行时距增长速率较低,迫切需要加强其周边交通网络基础 设施的建设。  相似文献

探究城镇空间扩张的方向性及其时间变化特征,能够反映都市圈发展过程中核心城市与边缘地区空间关联的动态过程,为制定都市圈发展的相关政策提供科学依据。本文从都市圈的核心城市与边缘地区相互关联的视角,借鉴物理学中力的分解原理,构建了同时兼顾扩张强度和方向性的向心扩张指数CEI,并以郑州都市圈为对象,采用2000—2018年30 m分辨率的全球人造不透水面数据产品GAIA,分析了建设用地扩张的总体数量和占比变化、动态度及强度变化、以及空间方向性变化等特征,进一步应用多元逻辑回归模型,揭示了影响城镇空间扩张向心性的关键因素。结果表明:(1)向心扩张指数CEI为揭示都市圈核心城市对边缘地区的辐射带动作用提供方法支撑,能够定量刻画边缘地区朝向核心城市的发展趋势;(2)在郑州都市圈近20年的快速扩张过程中,尽管各区县市的DEI指数和CEI指数随时间而增减波动,但郑州都市圈总体呈现“核心—边缘”发展模式,除个别地级市中心城区及其下辖县以外,多数区县市的向心性显著且随时间增强,郑州市中心城区对于边缘地区具有显著的辐射带动作用;(3)核心城市与边缘地区的人均GDP差异及城镇化率差异是影响边缘地区向心扩张的重要...  相似文献
