THE POSSIBILITY OF LOCAL AUTONOMY

Prevailing theories of local autonomy have largely precluded the possibility for effective local autonomy. Recent alternatives, however, have focused on the law and legal discourse as significant means of sustaining local power. This paper builds on the latter theoretical strain by considering the relation between power and place both within and outside the law. In this paper “autonomy” is reconceptualized with a relational rather than the traditional corporeal theory of power, emphasizing the way in which social objects are reified with power through sets of truth claims. “Local” is reconsidered as one such reification, endowed with a plethora of not merely political, but also cultural and social significations. The result is a more subtle understanding of the way in which power is exercised locally against state domination. This theory is constructed through evidence from a Massachusetts housing policy's drafting and implementation.

从物联网的根本目的出发,利用压缩方法和统计过程控制（SPC）技术研究了物联网中节点实时信息的精简和分析技术,并以计算机网络中的节点计算机的监视数据为例进行了实验分析,为物联网中节点数据的精简和分析提供了参考。     

微空间场景与视频分析相结合的审讯室异常行为检测

行为检测是智能视频分析的研究热点。目前,行为分析主要是基于视频图像空间,而丰富的空间场景信息并未得到有效利用。事实上,个体行为与空间场景紧密关联,不同场景可能具有不同的行为表征。本文以审讯室的典型微空间场景为例,以刑讯逼供行为检测为研究内容,探究空间场景约束下的个体异常行为检测方法。首先,从行为变量的概念出发,解析了刑讯逼供的行为变量和行为类型;其次,分析了刑讯逼供行为变量的视频特征,并设计了相应的行为变量检测模型;再次,通过灭点计算实现了空间场景和视频图像的双向映射关系的解算,并在此基础上设计了顾及空间场景的刑讯逼供行为分级分类检测策略;最后,通过模拟实验对本文方法的可行性进行了分析验证。     

监控视频与地理信息融合技术发展综述

监控视频在智慧城市、平安城市的安防、管理中发挥着重要作用。虽然视频数据具有实时、直观、丰富的特点,但与地理信息的耦合分析程度不高,无法有效利用视频本身的空间信息。同时,地理信息实时性差、更新慢,无法反映动态变化的场景。为了达到更好的效果,国内外很多学者、行业人员综合两者的优势,对监控视频与地理信息的融合开展研究。本文介绍了监控视频与地理信息融合的关键技术,分析了两者融合的研究现状及应用领域,最后结合遇到的瓶颈和困难,指出了今后可能的发展趋势。     

基于Internet的远程视频监控在自动站观测系统中的应用

结合远程视频监控技术,通过采用ADSL线路和利用动态IP实名解析及反向视频解码卡进行自动气象站远程视频监控系统的建设,弥补了自动站在云和能见度等天气现象观测中的不足。在气象探测环境保护和实景监测中发挥了作用。     

Hydrochemical and bacteriological features of the groundwater: southern border of the Rharb basin (Morocco) / Caractérisation hydrochimique et bactériologique des eaux souterraines: bordure méridionale du bassin du Rharb (Maroc)

Abstract

The western reservoirs represent the principal groundwater system in Morocco. Demographic, industrial and agricultural developments during the last decade have markedly altered groundwater quality. The Mamora coastal aquifer system is among the Atlantic systems which are most heavily threatened by pollution. Agricultural and industrial activities, and rapid urban growth contribute to the pollution of the groundwater. Contamination transport is facilitated by a high permeability of the aquifer formations. In order to assess the actual groundwater quality of the Mamora aquifer and to understand the influence of the factors generating the pollution, an extensive multidisciplinary research programme is in progress, with hydrochemistry and microbiology playing essential roles. The present paper concerns the spatial distribution of physico-chemical parameters in the groundwater, subjected to domestic, industrial and agricultural pollution. Fifty-seven samples were analysed for several parameters (Ca²⁺, Mg²⁺, Na⁺, K⁺, Cl^?, SO₄ ^2?, HCO₃ ^?, NO₃ ^?, pH, electrical conductivity and temperature). The microbiological analysis of 143 samples reveals the presence of four kinds of indicator bacteria in the groundwater resources: faecal Streptococci, faecal coliform, Escherichia coli and Clostridium. The physico-chemical results and bacteriological monitoring show that the nitrate and bacteria concentrations exceed the maximum admissible levels, notably around pumping stations in the sectors of Sidi Taibi, Sidi Ahmed Taleb and Aïn Sbaâ. Contamination is generated by uncontrolled anthropogenic activities and accentuated by the high intrinsic vulnerability of the aquifer system. Several parameters appeared to exceed admissibility standards. Measures are recommended to prevent groundwater pollution in the region.     

Putting health inequities on the map: social epidemiology meets medical/health geography––an ecosocial perspective

To put on the map: according to the Oxford English Dictionary, whatever is so placed occupies “an important or prominent position” and is “of some account or importance.” In this brief commentary, I take the opportunity to reflect on several articles by medical/health geographers and others regarding our Public Health Disparities Geocoding Project and my research, as a social epidemiologist, on the myriad ways racism can harm health. In both cases, my work on these topics has been motivated by my desire, starting a quarter of a century ago, to put health inequities on the map: as a topic of public concern, research, and action. The insightful and informative points and questions raised by the geography-oriented articles underscore the importance of bringing the best of our respective disciplinary insights and expertise to illuminate the profound connections between social justice and public health, between our bodily truths and the body politic, so as to further the goal of embodying equity––in an ecologically sustainable world.

Spatio-temporal modelling of the HIV epidemic in Japan based on the national HIV/AIDS surveillance

In this paper, we develop a multiregion epidemic model in order to provide the basic information on local HIV epidemic states in Japan. By considering the previous efforts of national epidemic projections in Japan, we statistically calibrate a model by employing an estimation method that allows the inclusion of geographically varying parameters. Using this model, we present a geographical projection of local epidemics until 2015 by examining geographical variations in future epidemic growth and spatial relationships in HIV transmission. We also discuss the implications of planning preventive measures and improvement in the Japanese HIV/AIDS surveillance system based on analytical results.
