Increasingly, natural resource management decision making is being undertaken by management committees that consist of a range of stakeholder groups. Representatives on these committees potentially have widely differing objective preferences. Consequently, there exists the potential for management decisions to be affected not only by the type of representation, but by the individuals themselves. In this paper, the robustness of management decision making to both the stakeholder representation and the individual representatives is tested using the case of fisheries management, for which a number of studies have been undertaken in Australia to assess objective preferences within a multi-objective framework. The results suggest that, in most cases, management decisions are robust to membership, but in a small number of instances the actual composition of individuals in a committee may result in different decisions.  相似文献

针对额尔齐斯河、伊犁河及额敏河三河流域的水生生物和鱼类资源现状、鱼类生物学调查及水生生态环境监测等研究活动中日益增长的需求,该文提出了一套符合现有科学数据规范的信息标准体系与渔业数据规范的设计,将当前Web技术与GIS空间信息技术相结合,采用J2EE轻量级开发框架与OpenLayers JavaScript开源库作为基础,实现了关于新疆跨境河流渔业资源调查信息的"一站式"数据共享平台,为新疆地区主要跨境河流的水生生态及鱼类资源调查提供了稳定可靠的数据存储、管理、统计分析以及共享等服务。系统运行测试结果表明:该渔业资源数据平台保证了渔业资源调查中的数据质量与管理效率,促进了新疆地区的渔业资源利用的可持续发展。  相似文献

Serving as a way to understand the material composition, structure, and dynamic process of the Earth’s interior, deep earth exploration is driven by not only mankind’s pursuit of natural mysteries but also mankind’s basic need to obtain resources and guarantee economic and social development. The first phase of deep earth exploration of China (SinoProbe) was carried out from 2008 to 2016 and tremendous results were achieved. In 2016, the China Geological Survey launched a Deep Geological Survey Project (also referred to as the Project) to continuously explore the deep Earth. Focusing on the national energy resources strategy, the Belt and Road Initiative, and major basic issues of the geological survey, the Project was carried out in Songliao Basin (an important energy base in China) and major geological boundaries and tectonic units including Qilian Mountains-Tianshan Mountains and Qinzhou-Hangzhou juncture belt. The purpose of it is to reveal the process, structure, and forming patterns of the deep ore deposits and petroleum reservoirs, clarify the evolutionary pattem and controlling factors of Mesozoic environmental climate, and discover deep fine structures of key orogens, basins, and mountains by comprehensive geophysical exploration and scientific drilling. Great achievements have been obtained after more than three years of efforts, including a cumulative 1552 km of deep seismic reflection profiles and magnetotelluric profiles, an ultra-deep continental scientific drilling well, a scientific drilling pilot hole, and a magnetotelluric array and a portable broadband seismic array, both of which cover South China. Moreover, significant progress has been made in ultra-deep drilling technology, deep oil and gas discovery in Songliao Basin, and basic geological issues of Qilian Orogen and Qinzhou-Hangzhou juncture belt in South China, greatly accelerating the deep earth exploration in China and further consolidating China’s position as a power in deep earth exploration.  相似文献

主成分分析模型是一种将原始多个指标转化为少数几个相互独立的包含原始指标绝大部分信息的综合指标的统计学方法.利用MATLAB软件探索了利用主成分分析模型对专题数据进行处理的方法,并利用科学可视化方法对处理结果进行分析评价.实验表明,主成分分析模型能够有效简化原始变量,挖掘原始数据中的隐藏信息.  相似文献

Marine genetic resources are a subject of a growing body of research and development activities, as demonstrated by the abundance of marine patented genes reported in GenBank. Given the lack of a comprehensive legal regime for the management of marine genetic resources in areas beyond national jurisdiction, the General Assembly of the United Nations met in 2006 to discuss whether there are regulatory or governance gaps and how to address them. Besides the crystallization of the different political positions, the process is now advancing towards making a decision about whether to develop an international instrument under the United Nations Convention on the Law of the Sea (UNCLOS) for the conservation and sustainable use of marine biological diversity, within which the regulation of access to genetic resources and the sharing of benefits from their utilization has emerged as an in-dissociable issue. In order to propose concrete options to be considered for the establishment of a legal framework addressing these issues, policy-makers need to better understand the feasibility, the costs and the modalities of scientific activities undertaken, together with the actual level of commercialization of new products. They also need to be aware of the already advanced practices in place within the scientific community, especially regarding sharing of non-monetary benefits. This paper particularly highlights and discusses practical scenarios to advance in the international process, based on the approaches adopted in other regional and international regimes for the management of genetic resources and on the best practices developed within the scientific community.  相似文献
