文章综合考虑中国区域范围内降雨时空分布特征以及地理地貌等特征,将全国降雨区划分为4大类,在此基础上,得出不同降雨类区暴雨致灾因子的强度等级评定方法;同时,研究确定了与暴雨灾害密切相关的地形高程、高程标准差、河网密度、土壤类型等环境脆弱性影响要素,并对各类要素分别进行了分级评定;将各类环境脆弱性影响要素结合暴雨致灾因子要素,运用加权求和方法建立了暴雨灾害综合风险评估模型;并结合GIS技术,将城市、农村人口分布情况、用地等数据叠加到风险分布格局中,最终分析得出不同风险等级下影响的城市和农村人口数量、土地面积等内容。该评估模型相较于以往其他暴雨风险评估模型,其适用范围更广,可以适用于全国范围内的任意区域暴雨灾害风险评估;实时评估业务能力更强,将该模型结合降雨实况资料或预报资料可以对全国任意区域降雨灾害综合风险进行事后、跟踪评估或预评估;评估对象更有针对性,结合GIS技术,可以针对得出的风险分布结果分别给出不同风险等级范围内的承灾体受影响的定量评估结果。  相似文献

Flood hazard and risk assessment was conducted to identify the priority areas in the southwest region of Bangladesh for flood mitigation. Simulation of flood flow through the Gorai and Arial Khan river system and its floodplains was done by using a hydrodynamic model. After model calibration and verification, the model was used to simulate the flood flow of 100‐year return period for a duration of four months. The maximum flooding depths at different locations in the rivers and floodplains were determined. The process in determining long flooding durations at every grid point in the hydrodynamic model is laborious and time‐consuming. Therefore the flood durations were determined by using satellite images of the observed flood in 1988, which has a return period close to 100 years. Flood hazard assessment was done considering flooding depth and duration. By dividing the study area into smaller land units for hazard assessment, the hazard index and the hazard factor for each land unit for depth and duration of flooding were determined. From the hazard factors of the land units, a flood hazard map, which indicates the locations of different categories of hazard zones, was developed. It was found that 54% of the study area was in the medium hazard zone, 26% in the higher hazard zone and 20% in the lower hazard zone. Due to lack of sufficient flood damage data, flood damage vulnerability is simply considered proportional to population density. The flood risk factor of each land unit was determined as the product of the flood hazard factor and the vulnerability factor. Knowing the flood risk factors for the land units, a flood risk map was developed based on the risk factors. A unique historical data set describing the 142 storms each producing losses in excess of $100 million in the United States during the 1950–89 period were analyzed to describe their temporal characteristics. The storms caused $66.2 billion in losses (in 1991 values), 76% of the nation's insured storm losses in this period. These extreme storm catastrophes (SCs) were most prevalent in the south, southeast, northeast, and central U.S., with few in and west of the Rocky Mountains. Storm incidences were high in the 1950s, low in the 1960s-early 1970s, and increased in the 1980s. Losses due to SCs peaked in the 1950s, again in the late 1960s, with a lesser peak after 1985. The areal extent of storm losses peaked after 1975 and was least in the 1960s. The temporal variations of the three storm measures (incidence, losses, and extent) did not agree except when they all peaked in the 1950s. Regionally-derived time distributions of SCs showed a marked north-south differences in the United States with a U-shaped 40-year distribution in the northern half of the nation, and a relatively flat trend until a peak in the 1980s in the southern regions. The temporal distributions of hurricane-caused catastrophes differed regionally with occurrences in the prime areas, the southern, southeastern, and northeastern U.S., each quite different. The paper investigates whether the methods chosen for representing uncertain geographic information aid or impair decision-making in the context of wildfire hazard. Through a series of three human subject experiments, utilizing 180 subjects and employing increasingly difficult tasks, this research evaluates the effect of five different visualizations and a text-based representation on decision-making under uncertainty. Our quantitative experiments focus specifically on the task of decision-making under uncertainty, rather than the task of reading levels of uncertainty from the map. To guard against the potential for generosity and risk seeking in decision-making under uncertainty, the experimental design uses performance-based incentives. The experiments showed that the choice of representation makes little difference to performance in cases where subjects are allowed the time and focus to consider their decisions. However, with the increasing difficulty of time pressure, subjects performed best using a spectral color hue-based representation, rather than more carefully designed cartographic representations. Text-based and simplified boundary encodings were among the worst performers. The results have implications for the performance of decision-making under uncertainty using static maps, especially in the stressful environments surrounding an emergency.  相似文献

针对黄河上游龙羊峡至积石峡段滑坡灾害分布易发性评价与区划成图问题,该文以ArcGIS为平台,联系评价区的实际特点,选取地貌类型、地层岩性、降雨、断层、坡度为评价因子,运用层次分析法(AHP)确定各评价因子的权重,建立研究区滑坡易发性评价模型,结合GIS的空间分析功能实现研究区内滑坡灾害的易发性区划。结果表明,滑坡灾害主要集中在龙羊峡库区右岸和群科-尖扎盆地。区划结果与野外实际调查基本吻合,为今后GIS应用于地质灾害区划提供了思路,同时可为区内地质单位进行灾害监测提供基础数据和依据。  相似文献
