The quantification of the devastating effects of earthquakes on buildings can be achieved with the use of earthquake risk assessment. The formulation of strategies to minimise this risk is a complex task which relies on data regarding mainly the hazard, vulnerability and remaining life of the building. In this paper, the case study of Limassol municipality is presented. Initially, the building inventory and categorisation is defined followed by the selection of hazard scenarios and the development of analytical vulnerability curves. In the final part, risk assessment is performed leading to the formulation of retrofitting strategies for long term use.  相似文献

For effective hazard mitigation planning and prompt-but-prudent post-disaster responses, it is essential to evaluate the reliability of infrastructure networks accurately and efficiently. A nonsimulation-based algorithm, termed as a recursive decomposition algorithm (RDA), was recently proposed to identify disjoint cut sets and link sets and to compute the network reliability. This paper introduces a ‘selective’ RDA, which preferentially identifies critical disjoint cut sets and link sets to calculate the probabilities of network disconnection events with a significantly reduced number of identified sets. To this end, the original RDA is improved by replacing the shortest path algorithm with an algorithm that identifies the most reliable path, and by using a graph decomposition scheme based on the probabilities associated with the subgraphs. The critical sets identified by the algorithm are also used to compute conditional probability-based importance measures that quantify the relative importance of network components by their contributions to network disconnection events. This paper also introduces a risk assessment framework for lifeline networks based on the use of the selective RDA, which can consider both interevent and intraevent uncertainties of spatially correlated ground motions. The risk assessment framework and the selective RDA are demonstrated by a hypothetical network example, and the gas and water transmission networks of Shelby County in Tennessee, USA. The examples show that the proposed framework and the selective RDA greatly improve efficiency of risk assessment of complex lifeline networks, which are characterized by a large number of components, complex network topology, and statistical dependence between component failures. The objective of this study is to develop an analytical methodology to evaluate the effectiveness ofvibro stone column (S. C.) and dynamic compaction (D.C.) techniques supplemented with wick drains to densify and mitigate liquethctionin saturated sands and non-plastic silty soils. It includes the following: (i) develop numerical models to simulate and analyze soil densification during S.C. installation and D.C. process, and (ii) identify parameters controlling post-improvement soil density in both cases, and (iii) develop design guidelines for densification of silty soils using the above techniques. An analytical procedure was developed and used to simulate soil response during S.C. and D.C. installations, and the results were compared with available case history data. Important construction design parameters and soil properties that affect the effectiveness of these techniques, and construction design choices suitable for sands and non-plastic silty soils were identified. The methodology is expected to advance the use of S.C. and DC. in silty soils reducing the reliance on expensive field trials as a design tool. The ultimate outcome of this research will be design charts and design guidelines for using composite stone columns and composite dynamic compaction techniques in liquefaction mitigation of saturated silty soils.  相似文献

Midstream of the Keelung River Basin in Northern Taiwan has become highly urbanized and densely populated area. Flood inundation along riversides frequently occurred during typhoons or rainstorms. Three protection measures, including constructions of high-level protection levees, a diversion channel, and a detention reservoir, were proposed for flood mitigation. The main purpose of this study is to evaluate the flood mitigation performance of the three proposed structural measures by using combined hydrologic analyses and hydraulic routings. A semi-distributed parallel-type linear reservoirs rainfall-runoff model was used for estimating the surface runoff. Furthermore, a 1-D dynamic channel routing model was coupled with a two-dimensional inundation model to simulate the hydraulic characteristics of river flooding and overland flow. Simulation results of flood stages, runoff peak discharges, and inundation extent under design rainfall scenarios were chosen as the criteria for evaluation. The results showed a diversion channel is superior to the other two measures for flood mitigation of the study area. After the process of environmental impact assessment, a revised diversion channel approach has been approved for construction as the major structural measure.  相似文献

自2001年开始实施塔里木河流域近期综合治理工程,提出了以强化流域水资源统一管理和调度为核心,以源流区节水改造和干流河道治理为重点进行综合治理,积极稳妥地进行经济结构调整,实施退耕封育保护,有效保护好现有天然林草植被.通过向塔里木河下游生态输水,干涸近30a的台特玛湖于2001年11月16日开始有水,使塔里木河下游绿色走廊得到初步复苏等,流域生态环境得到极大的恢复.然而,自2007年以来,塔里木河向下游输水已大为减少,仅能输水到中游,特别是2009年水文干旱,塔里木河干流断流达1 100km多,使下游绿色走廊再度陷入生态危机.为此,需要重新审视塔里木河流域的综合治理,从加强源流治理开始,来巩固干流治理成果.认真总结10a来治理经验与教训,针对人类活动和气候变化对源流与干流造成的影响程度,积极采取应对措施.  相似文献

Drought is a normal, recurrent feature of climate that affects virtually all countries to some degree. The number of drought-induced natural disasters has grown significantly since the 1960s, largely as a result of increasing vulnerability to extended periods of precipitation deficiency rather than because of an increase in the frequency of meteorological droughts. This increase in drought-induced natural disasters has resulted in a considerable growth of interest in drought mitigation and preparedness worldwide. The purpose of a national preparedness plan is to reduce societal vulnerability to drought through the adoption of preventive, anticipatory policies and programs. This paper describes a ten-step planning process that nations can follow to develop a drought preparedness plan. This process, originally developed in 1987, has been the basis of discussions at training seminars on drought preparedness for developing nations in Africa, Asia, and Latin America. It has also been adopted, with appropriate modifications, by state or provincial governments and by municipalities. The process is intended to be flexible so that governments can add, delete, or modify the suggested steps, as necessary.Published as Paper No. 10946, Journal Series, Nebraska Agricultural Research Division. This paper details Australian research that developed tools to assist fisheries managers and government agencies in engaging with the social dimension of industry and community welfare in fisheries management. These tools are in the form of objectives and indicators. These highlight the social dimensions and the effects of management plans and policy implementation on fishing industries and associated communities, while also taking into account the primacy of ecological imperatives. The deployment of these objectives and indicators initially provides a benchmark and, over the life of a management plan, can subsequently be used to identify trends in effects on a variety of social and economic elements that may be objectives in the management of a fishery. It is acknowledged that the degree to which factors can be monitored will be dependent upon resources of management agencies, however these frameworks provide a method for effectively monitoring and measuring change in the social dimension of fisheries management.Essentially, the work discussed in this paper provides fisheries management with the means to both track and begin to understand the effects of government policy and management plans on the social dimension of the fishing industry and its associated communities. Such tools allow the consideration of these elements, within an evidence base, into policy arrangements, and consequently provide an invaluable contribution to the ability to address resilience and sustainability of fishing industries and associated communities.  相似文献

Although artificial reefs are commonly used throughout the world as tools to mitigate for habitat alteration, their development is rarely subjected to a rigorous site selection process. We developed a simple site selection model using the following seven systematic steps: exclusion mapping, depth and slope verification, surficial substrate assessment, data weighting and the subsequent ranking analysis, visual transect surveys, benthic air‐lift sampling, and larval settlement collector deployment. American lobster (Homarus americanas) was selected as the target species for these investigations owing to the local commercial importance of the species. Results from each step in this process ultimately allowed us to select a site for an artificial reef at a target depth that received little wave action, had no slope, and possessed a surficial substrate type that could support the weight of a reef. The site also had the presence of a natural larval supply and low species diversity before reef installation. Each step in this site selection model was designed for easy adaptation to suit the needs of various artificial reef projects.  相似文献
